Ho Chi Minh City: Numerous manhole covers and grates stretching over ten kilometers along Hanoi Highway in Thu Duc City have been vandalized and their reinforcing steel stolen.
On May 24th, a representative from Hanoi Highway Investment and Construction Joint Stock Company stated that manhole covers and slabs measuring 70 cm long, 50 cm wide, and 7 cm thick, used to cover drainage ditches and prevent debris along the highway, were smashed to pieces, with the reinforcing steel stolen. The incident occurred between the end of April and mid-May.

The vandalism extends from the Cat Lai intersection (An Phu ward), the Thu Duc intersection to the National University intersection in the city. In many places, manhole covers and slabs have been broken, and concrete mortar and waste have filled the ditches. Many areas have become deep holes, about 40 cm deep, posing a danger to pedestrians.
According to a representative of the Hanoi Highway Investment and Construction Joint Stock Company, some people took advantage of the early morning hours to break open manhole covers and steal steel for scrap. On May 16th, a patrol unit discovered a man on a motorbike using a hammer to break concrete and steal steel. He then fled, leaving behind his motorbike and a sack containing dozens of steel bars taken from manhole covers.
The company had a series of replacement paving slabs cast and reinstalled in the damaged areas to ensure safety. The replacement slabs ranged from small ones costing approximately 220,000 VND each to larger ones costing around 500,000 VND. The incident has been reported to the Thu Duc City police for investigation.

Hanoi Highway is over 15 km long, running from Saigon Bridge to the Tram 2 intersection, connecting to National Highway 1 and linking through Binh Duong and Dong Nai provinces. This is a vital transportation artery at the eastern gateway of Ho Chi Minh City, running parallel to Metro Line 1 (Ben Thanh - Suoi Tien).
Last year, dozens of manhole covers at Thu Thiem 2 Bridge (now Ba Son Bridge, connecting District 1 with Thu Duc City) and several roads in the Thu Thiem urban area were also pried open by thieves. The suspected thieves were subsequently arrested.
