On the evening of August 21, hundreds of parents who wish to send their children to Tay Mo 3 Primary School gathered and waited for a satisfactory answer regarding their children's education. Most of them are residents of Vinhomes Smart City urban area, Tay Mo ward. Many said that their houses are right next to Tay Mo 3 Primary School but their children were not accepted to study there.
Since around 6:15 this morning, they have been coming to the school to ask for information. Although representatives of the District Department of Education and Training were present, asking them to fill out applications for consideration, the majority still stayed past noon, sitting tightly in many corners of the hallways and meeting rooms.
Parents questioned the Board of Directors of Tay Mo 3 Primary School tonight.
In response to parents' anger, at 9 p.m. the same day, the Department of Education and Training of Nam Tu Liem district issued a notice on how to resolve the issue.
According to the District Department of Education and Training, the separation of Tay Mo Primary School into Tay Mo Primary School and Tay Mo 3 Primary School was carried out according to the separation project approved by the People's Committee of Nam Tu Liem District. After the separation, the total number of students of Tay Mo 3 Primary School is 1,111 students.
However, on August 21, Tay Mo 3 Primary School reported receiving 524 applications (as of 5:00 p.m. on the same day, August 21) from parents wishing to send their children to school. The Department of Education and Training of Nam Tu Liem District coordinated with the People's Committee of Tay Mo Ward and related units to review, synthesize, and classify student groups, and report to the People's Committee to propose solutions to ensure the legitimate rights of the children according to regulations.
At the meeting tonight, Mr. Pham Van Khang, Deputy Head of the Department of Education and Training, said that he had presented a plan to resolve the wishes of more than 500 parents. The Department will have a meeting with parents at 2:00 p.m. on August 23 to announce the official plan after it is approved by the District People's Committee.
"We have developed a plan to ensure the legitimate rights of students. We create all conditions in accordance with regulations for them to study in the area," Mr. Khang affirmed.
Mr. Khang also added that Tay Mo ward has a rapid urbanization rate, the population in the area is about 70,000 people, mainly residents of Vinhomes Smart City Urban Area, but there are only 2 primary schools: Tay Mo and Ly Nam De.

In the 2023-2024 school year, Ly Nam De Primary School has nearly 1,500 students, Tay Mo Primary School has nearly 2,500 students. To reduce the overload, Nam Tu Liem District has developed a project to split Tay Mo Primary School into two schools.
At the time of enrollment according to the city's general schedule, Tay Mo 3 Primary School had not yet completed its school apparatus, so the People's Committee of Nam Tu Liem District directed Tay Mo Primary School to carry out enrollment work for Tay Mo 3 as well.
Accordingly, the total enrollment quota for grade 1 according to the zoning for Tay Mo 3 Primary School is 400, including students in residential groups 7, 8, 9, 10, 11, 12 and buildings that have not yet established residential groups in Vinhomes Smart City Urban Area.
All 400 students were recruited according to regulations and were in the right groups. However, due to the rapid population growth, by the end of the enrollment period, the school had recruited 60 more students than the target. The total number of first grade students enrolled was 460, divided into 13 classes.
After the separation, the number of remaining students at Tay Mo Primary School is 1,791 students; the number of students at Tay Mo 3 Primary School is 1,111 students, including 460 newly recruited grade 1 students, the remaining students are grades 2, 3, 4, 5 separated from Tay Mo school according to the zoning.
Regarding this matter, the Hanoi Department of Education and Training requested the Department of Education and Training of Nam Tu Liem District to advise the district leaders to research and organize a plan to ensure the legitimate learning rights of students in accordance with regulations. The Department requested to increase information and propaganda, mobilizing parents to understand the regulations of the industry, and to prepare the best conditions for their children to enter the new school year 2024-2025.
