Attending the opening ceremony, on behalf of the Vietnam Football Federation (VFF) were Mr. Van Tran Hoan - Member of the Executive Committee, Mr. Duong Nghiep Khoi - General Secretary of VFF, Head of the Organizing Committee of the tournament; on behalf of the local leadership were Mr. Nguyen Thanh Tung - Deputy Director of the Department of Culture, Sports and Tourism of Quang Ninh province, and Mr. Dao Duy Hao - President of the Quang Ninh Provincial Football Federation.

This year, the tournament features 14 clubs divided into two groups, A and B, based on geographical region. Group A includes the following teams: Gama Vinh Phuc, Lam Dong, Dak Lak, Luxury Ha Long, PVF, SHB Da Nang Youth, and Quang Nam Youth. Group B includes the following teams: Ho Chi Minh City Youth, Gia Dinh, Dong Nai, Tien Giang , Dong Thap, Dugong Kien Giang, and Vinh Long.
The teams will compete in a double round-robin format, with home and away matches, to determine the rankings in each group. The top two teams in each group will qualify for the final round to compete for promotion, which will take place from August 13th to 16th and will be paired according to a designated numbering system. The two winning teams will qualify for the 2023-2024 National First Division season.

The two losing teams will compete to determine which team will play a playoff match against the 10th-placed team in the 2023 National First Division to compete for a spot in the 2023-2024 National First Division season. The two teams at the bottom of each group will be relegated to the Third Division the following year.
Speaking at the opening ceremony, Mr. Duong Nghiep Khoi - General Secretary of the VFF and Head of the Organizing Committee - emphasized: "This is the highest-level tournament in the national non-professional football league system, a gateway for teams to advance to professional leagues, and also a platform to maintain and develop the football movement in localities across the country, providing an environment for players to compete, gain experience, and develop their careers."

Mr. Duong Nghiep Khoi also expressed confidence that with the efforts of the Vietnam Football Federation in organizing the tournament, the close cooperation of the participating clubs, and the continued support and encouragement from a large number of fans, as well as the professional progress of the matches, a highly competitive environment will be created, contributing to the overall development of Vietnamese football.
Immediately after the opening ceremony, the opening match in Group A took place between the home team Luxury Ha Long and the visiting team PVF. Also in this group, SHB Da Nang Youth hosted Quang Nam Youth at Hoa Xuan Stadium, while Lam Dong visited Dak Lak.

In Group B, Tien Giang plays its opening match at home against Gia Dinh, Ho Chi Minh City Youth team faces Dong Nai at Thong Nhat Stadium, and Dugong Kien Giang takes on the challenge from visiting team Vinh Long.
