Groundbreaking ceremony of Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project

(DN) - On the morning of August 19, at Tam An Technical Maintenance Center, An Phuoc Commune, Dong Nai Province, the groundbreaking ceremony of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project took place.

Attending the groundbreaking ceremony were Comrade Nguyen Van Thang, Member of the Central Committee of the Party, Minister of Finance, and representatives from various ministries, departments, and central agencies.
Attending the groundbreaking ceremony from Dong Nai province were: Mr. Vu Hong Van, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation; Major General Nguyen Duc Hai, Member of the Standing Committee of the Provincial Party Committee and Director of the Provincial Police; Mr. Nguyen Kim Long, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, along with leaders of various departments and agencies of the province.

Representing Ho Chi Minh City at the groundbreaking ceremony were Mr. Bui Xuan Cuong, Vice Chairman of the People's Committee of Ho Chi Minh City, along with leaders from various departments and agencies of the city.

The Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project, the initial section from the Ring Road 2 interchange (Ho Chi Minh City) to the Bien Hoa - Vung Tau Expressway interchange (Dong Nai province), has a length of 22km. The project is invested by the Vietnam Expressway Investment and Development Corporation (VEC), with a total investment of nearly 16.3 trillion VND, and is expected to be completed by the end of 2026.

Regarding the project scale, the 4.8km section from the Ring Road 2 intersection to the Ring Road 3 intersection will be expanded from 4 to 8 lanes; the 14.7km section from the Ring Road 3 intersection to the Bien Hoa - Vung Tau Expressway intersection will be expanded from 4 lanes to 10 lanes, excluding the Long Thanh Bridge.

Specifically, the Long Thanh Bridge project, with a length of 2.3km, involves the construction of a new bridge structure located to the right of the existing Long Thanh Bridge. This new bridge will have 5 complete lanes and will be joined by the end of 2026, with the remaining components completed in the first quarter of 2027.

The expanded route will include 5 interchanges, 1 direct interchange, and 11 bridges, including 1 elevated bridge, 2 interchange overpasses, and 8 river crossing bridges.

Once operational, the project will help increase traffic capacity, reduce congestion, and shorten travel time between Ho Chi Minh City, Dong Nai, neighboring provinces, and key industrial zones. Expanding this expressway is also an urgent requirement in the context of the upcoming operation of Long Thanh International Airport.

Speaking at the ceremony, Provincial Party Committee member and Vice Chairman of the Dong Nai Provincial People's Committee, Nguyen Kim Long, assessed that the Ho Chi Minh City - Long Thanh - Dau Giay Expressway expansion project, specifically the section from Ho Chi Minh City to the Bien Hoa - Vung Tau Expressway within Dong Nai province, not only serves transportation but also opens up new development momentum for the Southeast region, promoting connectivity between seaports, industrial zones, logistics centers, urban areas, and international finance centers. At the same time, the project contributes to ensuring national security and defense, affirming the role of Ho Chi Minh City and Dong Nai in the process of integration and development.

On behalf of the leadership of Dong Nai province, Vice Chairman of the Provincial People's Committee Nguyen Kim Long respectfully thanked the Government, the Prime Minister, central ministries and agencies, and the Vietnam Expressway Investment and Development Corporation (VEC) for their attention, guidance, and support in the commencement of the project. The Vice Chairman also expressed gratitude for the consensus and efforts of the localities, units, and people in the project preparation process.

Dong Nai province also commits to working alongside investors and contractors, promptly resolving difficulties, and ensuring land availability and material supply. The province will direct relevant departments, agencies, and localities to coordinate closely during the implementation process, ensuring safety, progress, and quality of the project, while also mobilizing the people in the project area to continue to cooperate, share, and work together for the common good of the province, region, and country.

Provincial leaders believe and expect that, with the determination of the Government, the coordinated efforts of ministries, departments, and localities, and the support of the people, the project will be completed on schedule, contributing to the construction of a modern expressway, opening up new development opportunities for Dong Nai, Ho Chi Minh City, and the entire Southeast region, for a prosperous and happy Vietnam.

Speaking at the groundbreaking ceremony, Central Committee member and Minister of Finance Nguyen Van Thang assessed: The Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project is of đặc biệt importance, an urgent project that the Government is paying special attention to and directing. Upon completion, the project will make a significant contribution to socio-economic development, especially connecting two important international airports: Tan Son Nhat International Airport and Long Thanh International Airport.

According to Minister Nguyen Van Thang, the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project is the first project implemented under the public investment model, with a state-owned enterprise acting as the managing agency, as stipulated by the Law on Public Investment. The successful implementation of this project is of paramount importance, affirming the correctness of policy implementation and realizing the Party's orientation on decentralization, delegation of power, and attracting and diversifying investment resources. The project also contributes to gradually completing the road network as outlined in the Road Network Planning for the period 2021-2030, with a vision to 2050.

Minister Nguyen Van Thang highly appreciated the project's investor, VEC, for its efforts and determination in completing investment procedures and preparing for construction, so that the project could be launched during special political events of the country; he also requested the investor and contractors to accelerate the construction progress and bring the project to completion on schedule.
Minister Nguyen Van Thang stated that the Government and relevant ministries and agencies will provide the best possible support to ensure the project's completion; he also requested Ho Chi Minh City and Dong Nai province to proactively coordinate effectively in land clearance and material sourcing to ensure the project is completed on schedule.

According to VEC, the Ho Chi Minh City - Long Thanh - Dau Giay expressway sees more than 60,000 vehicles traveling daily, while its design capacity is only 44,000, exceeding the design capacity by more than 25%. Therefore, this expressway is frequently overloaded, especially during peak hours and holidays.
