On the side of Ho Chi Minh City, the groundbreaking ceremony was attended by Mr. Bui Xuan Cuong, Vice Chairman of Ho Chi Minh City People's Committee and leaders of the city's departments and branches.
The Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project, the first section from the Ring Road 2 intersection (Ho Chi Minh City) to the Bien Hoa - Vung Tau Expressway intersection (Dong Nai province), with a length of 22km, is invested by the Vietnam Expressway Corporation (VEC), with a total investment of nearly 16.3 trillion VND, expected to be completed by the end of 2026.
Regarding the scale of the project, the section from the junction of Ring Road 2 to the junction of Ring Road 3, 4.8 km long, will be expanded from 4 to 8 lanes; the section from the junction of Ring Road 3 to the Bien Hoa - Vung Tau expressway, 14.7 km long, will be expanded from 4 to 10 lanes, excluding Long Thanh bridge.

The Long Thanh bridge project alone, with a length of 2.3km, will build a new bridge unit, located on the right side of the existing Long Thanh bridge, with 5 complete lanes on the route, and will be completed by the end of 2026, with the remaining items completed in the first quarter of 2027.
On the expanded route, there will be 5 interchanges, 1 direct interchange, and 11 bridges, including 1 viaduct, 2 interchange overpasses and 8 river bridges.
When put into operation, the project will help increase traffic capacity, reduce congestion, and shorten travel time between Ho Chi Minh City, Dong Nai, neighboring provinces, and key industrial zones. The expansion of this expressway is also an urgent requirement in the context of Long Thanh International Airport preparing to come into operation.
Speaking at the ceremony, Provincial Party Committee member, Vice Chairman of Dong Nai Provincial People's Committee Nguyen Kim Long assessed that the Ho Chi Minh City - Long Thanh - Dau Giay Expressway expansion project from Ho Chi Minh City to Bien Hoa - Vung Tau Expressway in Dong Nai province not only serves traffic but also opens up new development momentum for the Southeast region, promoting the connection of seaports, industrial parks, logistics centers, urban areas, and international finance. At the same time, the project also contributes to ensuring security and defense, affirming the role of Ho Chi Minh City and Dong Nai in the integration and development process.

On behalf of the leaders of Dong Nai province, Vice Chairman of the Provincial People's Committee Nguyen Kim Long sincerely thanked the Government, the Prime Minister, the central ministries and branches, and the Vietnam Expressway Corporation (VEC) for their attention, direction, and support in implementing the project. The Vice Chairman of the Provincial People's Committee sincerely thanked the consensus and efforts of localities, units, and people during the project preparation process.
Dong Nai province also committed to accompany investors and contractors, promptly remove difficulties, ensure land and material sources. The province will direct departments, branches and localities to closely coordinate during the implementation process, ensure safety - progress - quality of the project, and at the same time mobilize people in the project area to continue to agree, share and join hands for the common interests of the province, region and country.
Provincial leaders believe and expect that with the determination of the Government, the synchronous coordination of ministries, branches, localities and the support of the people, the project will be completed on schedule, contributing to the construction of a modern expressway, opening up new development space for Dong Nai, Ho Chi Minh City and the entire Southeast region, for a prosperous and happy Vietnam.
Speaking at the groundbreaking ceremony, Party Central Committee member and Minister of Finance Nguyen Van Thang assessed: The Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project is of special importance, an urgent project, receiving special attention and direction from the Government. The project's completion will contribute significantly to socio-economic development, especially connecting two important international airports, Tan Son Nhat International Airport and Long Thanh International Airport.

According to Minister Nguyen Van Thang, the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project is the first project to be implemented in the form of public investment assigned to a state-owned enterprise as the managing agency in accordance with the provisions of the Law on Public Investment. The successful implementation of the project is of great significance, affirming the correctness of policy implementation, realizing the Party's orientation on decentralization, delegation of authority and attracting and diversifying investment resources. The project also has the significance of gradually completing the road network as directed by the Road Network Planning for the period 2021-2030, with a vision to 2050.
Minister Nguyen Van Thang highly appreciated the project investor, VEC, for its efforts and determination to complete investment procedures and prepare for construction so that the project could start on the occasion of special political events of the country; at the same time, he requested the investor and contractor to speed up the construction progress and complete the project on time.
Minister Nguyen Van Thang said: The Government and relevant ministries and branches will provide the best support for the project to be completed; at the same time, he requested Ho Chi Minh City and Dong Nai province to proactively coordinate well in site clearance and material sources so that the project can be completed on schedule.

According to VEC, the Ho Chi Minh City - Long Thanh - Dau Giay Expressway has more than 60,000 vehicles traveling every day, while the design only accommodates a maximum of 44,000 vehicles, the traffic volume has exceeded the design by more than 25%. Therefore, this expressway is often overloaded, especially during rush hour and holidays.
