Speaking at the groundbreaking ceremony, Mr. Tran Sy Thanh, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee, said that this is the first time the public-private partnership (PPP) model has been applied under the mechanism of separating it into sub-projects for public investment, requiring close coordination and high determination from relevant agencies and businesses.
Mr. Tran Sy Thanh assessed that investing in the Ring Road 4 early is of urgent importance, aiming to strengthen intra-provincial and inter-provincial connectivity, ensure national security and defense, and expand development space for Hanoi and neighboring provinces. The road is expected to contribute to traffic diversion from afar, reducing pressure on the currently overloaded Ring Road 3, while also attracting investment, developing satellite cities, effectively utilizing land along the route, and reducing environmental pollution.

The entire project has a length of over 113.5km (including 103.8km of the main route and 9.7km of the connecting section towards the Noi Bai - Ha Long expressway); the total investment is nearly 56,300 billion VND. In phase 1, the project has a scale of 4 lanes.
The project includes 13 elevated sections with a total length of nearly 81km, accounting for more than 71% of the route's length. The route features three large bridges crossing the Red River and Duong River: Hong Ha, Me So, and Hoai Thuong, along with eight interchanges and one fully completed interchange.

These bridges will enhance inter-regional connectivity, shorten travel time between Hanoi and the provinces of Hung Yen, Bac Ninh , and Phu Tho, while also reducing congestion on existing bridges such as Thanh Tri, Vinh Tuy, and Thang Long. The new bridge system will also be closely linked to ring roads and expressways, contributing to the formation of a synchronized transportation network.
From a socio -economic perspective, bridges open up opportunities to boost trade, develop industrial zones and new urban areas, reduce logistics costs, and increase the competitiveness of businesses. People in the provinces along the river benefit from modern infrastructure and more convenient transportation.

In particular, the construction of bridges over the Red River is also significant in implementing the plan to expand the capital city, creating conditions for population redistribution, developing satellite cities, and shaping Hanoi into a modern, multi-polar, and sustainably developed city.
The Ring Road 4 - Capital Region project comprises 7 component projects in Hanoi, Hung Yen, and Bac Ninh. The project is expected to be substantially completed this year and fully finished by the first quarter of 2026.
