Speaking at the discussion, delegate Trang A Duong suggested adjusting the content between the components to ensure consistency with the management functions and specific characteristics of the current ethnic policy system; transferring the content of sustainable agricultural and forestry economic development associated with forest protection and increasing people's income from the second component to the first component for the Ministry of Agriculture and Environment to manage and implement.

According to delegates, in the 2021-2025 period, the Ministry of Agriculture and Environment has guided and organized implementation. This is a field of State management under the Ministry of Agriculture and Environment, so continuing to propose transferring the content from the second component and then handing it over to the Ministry of Agriculture and Environment for implementation is inappropriate, causing dispersion in management.
The delegates also proposed to transfer some contents on completing essential infrastructure in ethnic minority areas from the first component to the second component to ensure continuity and synchronization of ethnic policies being implemented. For projects on solving residential land, production land, stabilizing population, concentrated and dispersed electricity and water works being implemented under the National Target Program on the development of ethnic minority areas in the period of 2021-2030, because the second component is implemented in an area with particularly difficult economic conditions, it is almost impossible to mobilize other legal capital sources. Therefore, this area requires 100% direct investment from the central budget.
The delegate also requested to clarify the resource structure of the two program components from the investment report; the objectives and resource content must be linked together, the content of which part must be allocated to that component. Regarding the assignment of the agency in charge of component 2 of the program, it must be reasonable, ensuring continuity and consistency in the organization and implementation of ethnic policies, while promoting the maximum effectiveness of the program in the coming period.
Speaking at the discussion, delegate Vuong Thi Huong said that the Government's proposal to the National Assembly to allow the extension of the implementation and disbursement of state budget capital for the National Target Programs in 2025 until December 31, 2026 is necessary and appropriate, creating conditions for localities to complete unfinished tasks and reduce disbursement pressure in the context of many contents being delayed due to objective factors.
However, simply extending the disbursement period is not enough to resolve the difficulties; this mechanism is no longer effective for capital transferred to 2025 and the following years. According to delegates, there are still many policies that have been completed but have surplus capital; some policies have allocated capital but cannot be implemented because they do not meet the criteria; there are contents that cannot be implemented because there are no instructions... These capital sources, even if extended to 2026, will still be difficult to disburse, causing waste of resources.

Delegates proposed that the National Assembly add a mechanism allowing provincial People's Councils to decide on adjusting the state budget estimates for capital sources of National Target Programs extended to 2025 (including capital transferred from previous years). Thereby, helping to free up capital that is no longer able to be implemented, while increasing the initiative of localities in allocating and adjusting tasks that are in need and capable of being performed well.
Regarding housing policy, the delegate analyzed: both Component 1 and Component 2 of the Program have the content of housing support for groups of poor households, near-poor households, and households that have just escaped poverty - the subjects are basically the same. The main difference is only the specific locality (commune, village with special difficulties). These factors can be completely included in the priority criteria in the same unified policy.
Delegates argued that maintaining two separate components for the same policy leads to duplication of tasks, reducing the consistency of the Program. Therefore, it is proposed to integrate housing policy into Component 1, thereby unifying the set of criteria, support levels, implementation processes and monitoring mechanisms. Then, Component 2 can focus on handling specific issues of ethnic minorities, in line with its central role.
Along with that, delegates proposed to study increasing the level of housing support in phase II. In recent years, construction costs in ethnic minority and mountainous areas have increased sharply, while the current support level (VND 40 million for new construction, VND 20 million for repairs) does not meet actual requirements. If the support level is not appropriate, the policy will find it difficult to create substantial changes in improving people's living conditions.
Additional support for investment in regional general hospitals to ensure a synchronous health system. Delegates highly appreciated the health policy in the Program focusing on building new and upgrading commune health stations - an important primary health care line. However, the reality in many ethnic minority and mountainous areas shows that regional general hospitals are the key "buffer" line, playing a decisive role in the quality of medical examination and treatment for the people.
Many regional general hospitals are currently degraded, lacking functional rooms and equipment, but are not included in the investment scope of the Phase I Program and are not designed in the draft of other policies submitted to the National Assembly.
To overcome the "gap" in investment, delegates proposed adding the task of investing in upgrading, renovating and repairing equipment for regional general hospitals to component 2. This is a solution to help complete the health network, improve the quality of medical examination and treatment and achieve the goal of providing health care to people in ethnic minority and mountainous areas in a synchronous manner.
