10 officials prosecuted for "breeding cows on paper" and embezzling more than 234 million VND

The Investigation Police Agency - Buon Ma Thuot City Police has just issued a decision to prosecute the case, prosecute 10 defendants to investigate and handle the act of embezzlement of property.

The prosecuted subjects are officials and former officials of the Provincial Center for Agricultural Extension - Plant Breeding, Livestock and Aquaculture, including: Ngo Nhan (born in 1962, former Director of the Center), Le Hoa (born in 1965, Head of Livestock Department), Ngo Viet Tan (born in 1961, former Deputy Head of Livestock Department), Mac Van Dai (born in 1965, Chief Accountant). Along with that, the Investigation Police Agency also issued an order to temporarily detain the defendants Nhan, Hoa and Dai for 4 months.

Two of the 10 subjects have just been prosecuted.

The prosecuted subjects are officers at a number of agricultural extension stations, including: Le Duc Ninh (born in 1983, officer of the Agricultural Extension Station of Buon Ma Thuot City), Bui Quang Tuyen (born in 1977, Head of the Agricultural Extension Station of Lak District), Nguyen Thi Thu (born in 1990, officer of the Agricultural Extension Station of Lak District), Nguyen Duc Trung (born in 1968, Head of the Agricultural Extension Station of Krong Bong District), Bui Chi Vinh (born in 1959, officer in charge of livestock - Agricultural Extension Station of Krong Bong District) and Bui Duc Viet (born in 1980, officer of the Agricultural Extension Station of Ea H'leo District)

According to the initial investigation results, on August 31, 2018, the Central Livestock Breeding Development Joint Stock Company and the Dak Lak Agricultural Extension Center - Plant Breeds, Livestock and Aquaculture signed a contract to breed 2,500 cows in the province (according to the 2018 livestock breeding program). The total contract value is more than 234 million VND, from the State budget.

After that, 4 individuals at the Dak Lak Agricultural Extension Center - Plant Varieties, Livestock and Aquaculture did not make an implementation plan but colluded with some officials of the above-mentioned Agricultural Extension Station to create a fake list of 2,509 pregnant cows. From there, they legalized the documents and documents to appropriate the total contract value of more than 234 million VND to divide and spend.
