During the investigation, the police determined that at around 12 noon on October 19, Mr. Hoang Van Hai (born in 1991, residing in Binh Gia district, Lang Son province) drove a truck from the Km23 rest stop to the Noi Bai - Lao Cai highway. While merging into the lane, Mr. Hai turned on the left turn signal.

At this time, the passenger car driven by Dong Khac Manh Cuong was in the middle lane. However, even though it was coming from behind, Cuong still deliberately drove his car across the middle lane, forcing the truck to go into the emergency lane.

Then, Cuong drove the passenger car to cut in front of the truck to prevent it from going ahead. The male driver continued to drive the passenger car to cut in front of the truck once more.

Police said that Cuong and Hai did not know each other and had no conflicts. Authorities assessed that Cuong's behavior disregarded the law and posed a high risk of causing a traffic accident on the highway. At the same time, the incident seriously affected public order and safety.
