People still had to wade through mud when traveling on Thanh Nien and Tran Hung Dao streets ( Yen Bai province ) on the afternoon of September 14th.

The government has just issued Resolution 128/NQ-CP from the regular government meeting in August 2024.

The resolution states that in order to strive for the highest possible achievement of the goals and tasks set for 2024, including controlling inflation below 4.5% and aiming for a GDP growth rate of approximately 7% for the whole year of 2024, creating a foundation and momentum for 2025 and the 2026-2030 period; The Government requests that Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of provincial People's Committees continue to uphold the spirit of responsibility, solidarity, unity, and concerted effort, and continue to focus on implementing decisively, synchronously, and effectively the tasks and solutions set forth in the Resolutions and Conclusions of the Central Committee, the Politburo , the Secretariat, the Government, and the National Assembly, especially Resolutions No. 01/NQ-CP and 02/NQ-CP dated January 5, 2024, Resolution No. 93/NQ-CP dated June 18, 2024, and the Resolutions of regular Government meetings and directives of the Prime Minister.

Giving top priority to promoting growth.

The government requires continued top priority to promoting growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy; resolutely saving on recurrent expenditures and increasing spending on development investment.

Ministries, agencies, and localities, according to their assigned functions, tasks, and authority, must closely monitor market conditions and commodity prices to implement appropriate and effective solutions to stabilize the market. They must promote production and ensure sufficient supply of goods, preventing shortages and sudden price increases, especially during periods of high market demand and in areas affected by natural disasters, storms, and floods.

In addition, strengthen inspection and supervision of the implementation of regulations on price management, taxes, and fees; stabilize the prices of raw materials and essential goods for production, business, and people's lives; strictly handle, in accordance with the law, acts of speculation, hoarding, price gouging, and price manipulation; effectively implement solutions to collect state budget revenue correctly, fully, and promptly; continue to expand the revenue base; strive to achieve state budget revenue in 2024 exceeding 10% of the National Assembly's assigned estimate; continue to promote expenditure savings, thoroughly saving on recurrent expenditures to allocate resources for development investment and social security.

The Ministries and agencies of Planning and Investment, Finance, Industry and Trade, the State Bank of Vietnam, the National Financial Supervisory Commission, and related agencies will closely coordinate in advising, managing, and directing macroeconomic policies, ensuring the synchronized, flexible, and effective implementation of monetary, fiscal, trade, investment, and other macroeconomic policies; closely monitoring developments and situations to have timely and effective policy responses, avoiding abrupt policy changes.

The State Bank of Vietnam, in coordination with relevant agencies, will proactively, flexibly, promptly, and effectively manage monetary policy, coordinating closely with fiscal policy and other macroeconomic policies; continue to direct commercial banks to reduce costs, enhance the application of information technology to lower lending interest rates, promote credit growth, direct credit to production and business sectors, priority sectors, economic growth drivers, and address the consequences of storms and floods; promptly resolve obstacles and effectively implement the 140 trillion VND credit package for social housing loans; and research increasing the scale of preferential credit programs for forestry and fisheries sectors to approximately 50,000-60,000 billion VND.

The Ministry of Finance manages a rational, focused, and effective expansionary fiscal policy, coordinating closely and harmoniously with monetary policy and other policies; closely monitors the situation, proactively forecasts, calculates, and updates inflation scenarios to develop overall price management scenarios, contributing to ensuring inflation control according to the set target; manages the budget to ensure reserve funds for disaster and epidemic prevention and control, salary payments, social security policies, and other important and urgent political tasks that arise.

The Ministry of Industry and Trade, in coordination with other ministries, agencies, and localities, will closely monitor market developments and promptly implement solutions to manage and regulate production, stabilize supply and demand for goods, especially food, energy, and other essential commodities; ensuring national energy security and absolutely preventing shortages of electricity and petroleum products under all circumstances. The Ministry of Agriculture and Rural Development will focus on directing and planning production to ensure an abundant supply of food, especially in areas severely affected by storms, floods, and natural disasters, for domestic consumption and export, absolutely preventing food shortages in the final months of the year.

Accelerate the construction progress of key national projects.

The Prime Minister requested the vigorous implementation of solutions to accelerate and achieve breakthroughs in the disbursement of public investment capital and the three national target programs; and to effectively mobilize and utilize social resources.

Ministries, agencies, and localities, according to their assigned functions, tasks, and authority, should focus on directing and accelerating the disbursement of public investment capital, especially for the 34 ministries and agencies and 23 localities with disbursement rates below the national average. The acceleration of public investment capital disbursement and the disbursement of the three national target programs in the remaining months of 2024 is identified as a key political task with high responsibility to the country and its people, prioritized in direction and management, and linked to the responsibility of the heads of ministries, agencies, and localities.

In addition, focus on accelerating the completion of investment procedures, bidding, and compensation and land clearance for projects; develop detailed disbursement plans for each project and strictly adhere to the monthly and quarterly disbursement plans; proactively and actively resolve difficulties and obstacles related to land and resources; continue to proactively monitor, urge, and provide specific written guidance on the implementation and resolution of difficulties and obstacles in the process of implementing national target programs in localities, and in cases exceeding authority, report to the competent authority for consideration and handling.

In the Resolution, the Government also requested a decisive acceleration of the construction progress of important national and key projects that are inter-provincial, inter-regional, and connect the nation, region, and internationally.

Ministries, agencies, and localities should urgently develop and issue detailed plans for the "critical path to completion of projects in 2025," taking into account land clearance conditions, material sources, and weather, to serve as a basis for monitoring, urging, and closely controlling construction progress, ensuring the completion of 3,000 km of expressways by the end of 2025. They should effectively implement the "500-day intensive campaign to successfully complete expressway projects" to celebrate the 80th anniversary of the founding of the nation, the 50th anniversary of the liberation of the South and national reunification, the Party Congresses at all levels, and leading up to the 14th National Party Congress.

The Ministry of Transport, in coordination with relevant agencies and localities, is actively preparing for investment in several important railway projects (the North-South high-speed railway line, connecting Vietnam and China), expressways in the 2026-2030 period, and upgrading and expanding existing expressways to full scale according to the plan.

The State Capital Management Committee at Enterprises directed Vietnam Electricity Group and its affiliated units to expedite the relocation of high-voltage power lines, ensuring that it does not affect the construction progress of expressway projects, especially those planned for completion in 2025.

Ensuring the safety, lives, health, and stability of people's lives.

The government calls for proactive and timely implementation of plans for disaster prevention, control, rescue, and recovery; strengthening resource management and environmental protection; and developing sustainable agriculture and rural areas.

Ministries, agencies, and localities must not be complacent, but must strengthen vigilance and proactively develop plans to cope with the unusual and dangerous developments of extreme weather and climate; mobilize the entire political system and all legitimate resources to respond, minimize potential damage, and ensure the safety, lives, health, and stability of people's lives.

Ministries, agencies, and localities are focusing intensely on implementing plans and measures to mitigate the consequences of Typhoon No. 3, especially rescue operations, searching for missing persons, and treating the injured; ensuring that no one lacks food, shelter, cold, or drinking water; ensuring that no students lack classrooms or schools; and ensuring that the injured and sick lack access to medical care; urgently providing food, supplies, and necessities to people in typhoon and flood-affected areas; promptly restoring electricity, clean water, telecommunications, and other essential services to support people's lives and production and business activities; and urgently reviewing and reinforcing vulnerable areas, effectively responding to the effects of the typhoon's remnants such as heavy rain, flooding, landslides, subsidence, flash floods, and mudslides; ensuring environmental sanitation and preventing potential outbreaks of disease… Promoting a spirit of solidarity, mutual assistance, and support in times of hardship and difficulty.

The Ministry of Agriculture and Rural Development closely monitors weather developments, natural disasters, storms, and floods, and directs and guides localities to respond promptly and effectively to minimize damage, ensure the safety and lives of people, and the safety of dikes and dams during storms; supports people in overcoming the consequences of natural disasters, quickly restoring production and business and stabilizing their lives; presides over and coordinates with relevant agencies and coastal localities to continue promoting the implementation of solutions to combat illegal, unreported, and unregulated (IUU) fishing; and is determined to lift the IUU "yellow card" as soon as possible.

The Ministry of Natural Resources and Environment is enhancing its forecasting capacity and providing timely information on natural disasters and hazardous weather conditions to relevant agencies and the public so that they can proactively respond and minimize damage caused by natural disasters, especially loss of life due to floods and landslides in the Northern region...

Facilitating the flow of goods

The government calls for diversifying export markets and products, effectively controlling imports; developing the domestic market; and strengthening the fight against smuggling, trade fraud, and counterfeit goods.

Ministries, agencies, and localities are implementing regional connectivity solutions to reduce transportation and logistics costs, facilitating the flow of goods; supporting businesses in shifting investment to regions with competitive advantages in terms of production and business space, abundant labor resources, and low labor costs to reduce production costs.

The Ministry of Industry and Trade, in coordination with relevant ministries, agencies, and localities, will strengthen activities to connect supply and demand, promote the production and consumption of Vietnamese goods; organize connections for domestic enterprises to participate in the supply chains of foreign-invested enterprises in Vietnam and multinational corporations, and large global enterprises; continue to diversify export markets and supply chains, prioritizing the exploitation and maximum utilization of opportunities from key strategic export markets and signed Free Trade Agreements (FTAs).

The Ministry of Agriculture and Rural Development, in coordination with relevant agencies, will promote the export of agricultural products through official channels to neighboring markets; and will urgently negotiate and reach an agreement with relevant Chinese agencies to reduce the rate of plant and animal quarantine, thereby facilitating the flow of agricultural products into the Chinese market.

In the Resolution, the Government requested the acceleration of the development of the manufacturing industry, the digital economy, the green economy, the circular economy, and emerging sectors and fields; the renewal of traditional growth drivers and the strong promotion of new growth drivers; continued focus on reviewing and improving institutions, mechanisms, and policies; the reduction of administrative procedures, removal of difficulties and obstacles for production and business, and the creation of a transparent and favorable business environment.

Ministers and heads of agencies should uphold their leadership responsibilities, directly overseeing the preparation and completion of documents and materials for the 10th Central Committee Meeting of the 13th Party Congress and the 8th Session of the 15th National Assembly, prioritizing resource allocation, ensuring quality, and accelerating progress. This includes concretizing major policy groups, new regulations, and breakthroughs in decentralization, delegation of power, resource management, investment attraction, and special mechanisms.

Ministries, agencies, and localities shall conduct research and provide advice on proposing amendments and additions, or amending and supplementing within their authority, legal documents under the jurisdiction of the Government, the Prime Minister, Ministers, and heads of ministerial-level agencies to organize the implementation of the plan to reduce and simplify administrative procedures approved by the Government and the Prime Minister, ensuring its effectiveness and efficiency. The "request-and-grant" mechanism must be completely eliminated from the stage of drafting and promulgating legal documents.

The government requires a focus on the comprehensive development of cultural and social fields, the full and timely implementation of social security policies, improving people's lives, ensuring no one is left behind, while also guaranteeing national defense, security, and social order; enhancing the effectiveness of foreign affairs and international integration; and resolutely combating corruption, negative practices, and waste. In particular, it emphasizes strengthening information and communication work, especially policy communication; and promptly and effectively combating and refuting distorted narratives and information on the internet.
