(Dan Tri) - The State Audit has focused on auditing "hot" issues that are of interest to public opinion and voters, and areas with high potential risks, prone to corruption, waste, and negativity.

On the morning of December 3, State Auditor General Ngo Van Tuan presented a report on the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning.

According to Mr. Tuan, in recent times, the State Audit has strictly implemented the public disclosure of audit results and the list of organizations and individuals who are slow or have not implemented audit recommendations. At the same time, it has promptly urged and resolved difficulties and obstacles in the process of implementing audit recommendations.

Mr. Tuan said that the State Audit has focused on auditing "hot" issues that are of interest to public opinion and voters, and areas with high potential risks, prone to corruption, waste, and negativity.

At the same time, to strengthen the audit of contents related to urban planning, management and land use, the State Audit has selected audit topics focusing on assessing planning and construction licensing; management and use of land revenue; management, use, rearrangement and handling of houses and land...

In particular, according to Mr. Tuan, to strengthen the audit of waste prevention and control, the State Audit requires that each audit must clearly identify the acts and manifestations of waste, indicate the subjective and objective causes and responsibilities of the organizations and individuals involved, and at the same time recommend measures to handle and overcome the consequences.

Mr. Tuan said that the audit results showed that there were still some shortcomings and limitations. Regarding development investment expenditure, Mr. Tuan said that there was still a situation of capital allocation when conditions were not met, not included in the medium-term public investment plan, and allocation beyond implementation capacity or beyond actual needs.

Along with that, the disbursement rate is low, capital plans must be adjusted and canceled; many design projects are not economical; implementation is slow, slow to put into use reduces investment efficiency, causing waste of resources.

Regarding the management and use of public assets, Mr. Tuan said that there are still cases of abandoned houses and land, used for the wrong purposes or ineffectively; and slow implementation of plans to rearrange and handle houses and land.

In addition, encroachment, land disputes, joint ventures, associations, leasing and lending of assets in violation of regulations still occur in many places. There are still phenomena of land allocation and leasing in violation of regulations; land use without a decision or land lease contract..., according to the State Auditor General.

Mr. Tuan said that in the coming time, the State Audit will strengthen operational audits and thematic audits, focusing on "hot" issues that voters and public opinion are interested in.

At the same time, focus on detecting inadequacies in mechanisms and policies to propose improvements, contributing to the fight against corruption, waste, negativity and practicing thrift and combating waste, according to the State Auditor General.

Application of high technology in auditing activities is still limited.

Presenting a report summarizing the content of the examination of the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning, Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh said that the work of building and perfecting laws on auditing has received special attention.

According to Mr. Binh, the quality and efficiency of audit activities have been improved; the rate of implementation of recommendations of the State Audit has changed positively; the disclosure of audit results is carried out in many forms.

Along with that, the audit reports have provided a lot of important and valuable information to the National Assembly agencies to serve the legislative work, supervision and decision-making on important issues of the country.

However, Mr. Binh said that auditing activities and the implementation of audit conclusions and recommendations encountered many difficulties and problems.

According to the Chairman of the National Assembly's Committee for People's Aspirations and Supervision, the content, methods and quality of audits have not yet met the requirements of management and use of public finance and assets. At the same time, the application of information technology, especially high technology, in audit activities is still limited.
