Take advantage of sustainable green energy
On April 1, 2024, the Prime Minister issued Decision No. 262/QD-TTg approving the plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII). The province has developed 22 onshore wind power projects with a total capacity of 1,444 MW. This is considered an important renewable energy source for operating industrial parks and clusters, in line with the strategy of sustainable green economic development, contributing to ensuring national energy security.
At the same time, promoting wind power potential also plays an important role in realizing the goal of reducing net emissions to "0" by 2050 as committed at COP 26, and is an important driving force towards the province's double-digit growth target in the 2026-2030 period.
According to Mr. Bui Quoc Khanh, Director of the Department of Industry and Trade of Lang Son province, immediately after the Power Plan VIII and the Implementation Plan were approved, Lang Son province established the Steering Committee for Power Development, issued documents directing relevant departments and branches to review and update the list of wind power projects in land use planning, construction planning, new rural planning, etc.
At the same time, the department requested competent authorities to guide enterprises in conducting research, surveying wind measurements, and preparing project proposal documents. Lang Son also proactively reported and recommended the Government , ministries and central branches to remove obstacles related to connection plans, promulgating ceiling prices for electricity generation and investor selection mechanisms.
As a result, up to now, in Lang Son province, 21/22 projects have installed wind measuring columns (of which 14 wind measuring projects have been completed, 6 projects are continuing to measure wind, 1 project is under construction of wind measuring columns); 1 wind power project is proposing to consider installing wind measuring columns.
In the context of Vietnam's economy integrating deeply and moving towards sustainable development goals, the need to develop environmentally friendly industries is becoming increasingly necessary. In recent times, Lang Son province has focused on building "green" industries.
Along with that, Lang Son Department of Finance received 10 dossiers of enterprises proposing wind power projects, appraised and issued notices of results for 9 projects, requesting investors to supplement and complete dossiers related to procedures on land, construction planning, forestry, environment, technology...
In the coming time, the People's Committee of Lang Son province will continue to direct departments and branches to increase support and urge investors to complete project proposal documents; guide and urge communes in project areas to review, update and complete construction and land planning. The Department of Industry and Trade, based on approved project proposals, will organize the preparation of documents inviting interested investors to implement wind power projects.
Synchronized efforts for "green" goals
With a scale of nearly 600 hectares, VSIP Lang Son Industrial Park is not only a traditional industrial model but is also positioned as a green - smart - sustainable industrial park , creating a new economic driving force for Lang Son province.
According to the representative of VSIP Lang Son Industrial Park, since its implementation, the enterprise has always oriented and strived to become a symbolic project for the province's goal of "greening industry" with a consistently and synchronously planned infrastructure system.
Rooftop solar power system is encouraged to be applied right from the factory design stage; wastewater system operates with a capacity of 8,500 m 3 / day and night; emergency lake has a capacity of about 25,500 m 3 ; fire hydrant system is arranged along internal roads with high pressure, leakage management using advanced digital technology. The green landscape space here is also reasonably planned with a ratio of about 12% of the industrial park area, concentrated parks are arranged harmoniously, creating a space for rest, entertainment, and exercise for workers and surrounding residents.
Along with that, VSIP Lang Son Industrial Park also aims to attract investors in high-tech industrial sectors, prioritizing the development of clean, advanced and environmentally friendly industries.
Aiming to become a modern industrial province by 2030, Lang Son has identified public investment budget as an important tool to create a green infrastructure foundation. In the period of 2021-2025, the province will establish 9 industrial clusters with a total area of 411 hectares, in addition to 2 large industrial parks, forming a network of more than 700 hectares of industrial land.
Comrade Dinh Huu Hoc, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the People's Committee of Lang Son province shared: "The viewpoint of developing green, clean, and environmentally friendly industry is always put first by the Provincial Party Committee and the People's Committee of Lang Son province. Not only stopping at technical standards, the province's clean production budget is also allocated with priority for green industrial infrastructure projects. Resolution No. 16/2022 of the People's Council of Lang Son province stipulates a maximum support level of VND 10 billion/industrial cluster infrastructure project, while Resolution No. 03/2024 continues to expand support policies for small and medium enterprises, from green startup training, preferential space rental, to e-commerce connection".
From the foundations that have been and are being built, it can be seen that Lang Son's industrial picture is entering a new phase. The goal is not only to increase output or attract investment, but more importantly, to create green industrial zones and clean industrial clusters.
