The draft Decree on the integrated process for registering business households, applying for certificates of eligibility for security and order, and licensing karaoke service businesses (recently submitted to the Ministry of Justice for appraisal) clearly stipulates the scope, subjects of application, and principles to ensure that this process is convenient, efficient, and legally valid.
Specifically, this draft Decree stipulates the implementation of electronic integration for three administrative procedures directly related to the establishment and operation of a karaoke service business, including: establishing a business household; issuing a certificate of eligibility regarding security and order; and issuing a license to operate a karaoke service business.
The results of the electronically linked administrative procedures are automatically shared by the system to complete the dossiers submitted to the competent authorities. Information in the electronic declarations, already available in the national population database, the national business registration database, or related information systems, will be automatically filled in by the interconnected public service software. The electronic dossiers and forms for each procedure will be automatically separated by the interconnected public service software and transferred to the competent authorities.
The draft clearly states that the implementation of electronically linked administrative procedures has the same legal validity as other forms as prescribed by law.
Compared to current legislation, this electronic system helps remove many obstacles and brings significant benefits. Previously, administrative procedures related to karaoke businesses were regulated in different legal documents and implemented separately at different agencies (Finance, Police, Culture) or communicated via paper documents, causing significant time, cost, and paperwork, and inconvenience for organizations and individuals.
Electronic interoperability will allow citizens and businesses to submit applications through a single point of contact on the national public service portal; creating a legal basis for implementing interconnected administrative procedures in an electronic environment, ensuring uniformity, efficiency, and transparency. At the same time, enhanced application of information technology will promote data sharing and exploitation between agencies in a "one-stop shop" and "one-time provision, multiple uses" approach.
The regulations also adapt to the two-tiered local government model, whereby from July 1, 2025, the two-tiered local government (provincial and commune) will officially operate, promoting the decentralization of authority to issue licenses for eligible karaoke businesses from the district level (formerly) to the commune level. Electronic interoperability is necessary to ensure a legal framework for synchronized, smooth, and effective implementation nationwide, supporting the new local government model.
