Lam Dong requires lake owners to strictly implement flood discharge procedures.

On December 5, the Chairman of Lam Dong Provincial People's Committee issued an urgent directive, directing agencies, units and localities in the province to urgently respond to natural disasters.

The provincial People's Committee leaders requested owners of irrigation and hydroelectric reservoirs in the province to strictly implement the contents of the reservoir operation process, ensuring the safety of works and downstream areas, especially in emergency flood discharge situations.

According to information from the People's Committee of Lam Dong province, synthesizing quick reports from localities, heavy rains lasting from the night of December 3 have caused deep flooding in many areas, seriously affecting people's lives. Currently, the whole province has recorded 1,750 flooded households, including Ham Liem commune with 300 flooded households; Song Luy commune with 400 flooded households; Lien Huong commune with the most severe flooding with more than 1,000 flooded households, 300 households have been evacuated; Ham Thuan commune has 50 deeply flooded households, further evacuation is underway... In addition, about 250 ships have sunk or drifted out to sea, many ships are in dangerous condition, needing urgent rescue.

Faced with the above serious and complicated developments, the Chairman of Lam Dong Provincial People's Committee has issued an urgent directive, requiring owners of irrigation and hydropower reservoirs in the province to strictly implement the contents of the reservoir and inter-reservoir operation procedures; disaster response plans, and emergency response plans approved by competent authorities. Promptly notify downstream localities of the plans and timing of flood discharge operations of reservoirs, irrigation and hydropower dams; ensure that information is communicated fully, accurately and continuously.

Owners of irrigation and hydroelectric reservoirs are required to organize inspections and reviews of construction safety and deploy plans to ensure the safety of irrigation and hydroelectric reservoirs and dams in accordance with rain and flood developments; focus on directing the operation of irrigation and hydroelectric reservoirs to ensure the safety of constructions and downstream areas, especially in emergency flood discharge situations; proactively operate irrigation and hydroelectric works to drain water, ensuring effective prevention and control of flooding and inundation for crops and downstream areas in the area.

The Chairman of the Provincial People's Committee assigned the People's Committees of communes, wards and special zones to urgently evacuate all households remaining in deep flooded areas and areas at risk of insecurity to safe places; absolutely not to let people be isolated; Organize 24/7 duty, arrange support forces at key points according to the "4 on-site" motto, focus on supporting the elderly, children, pregnant women and special cases; preside over the establishment of temporary shelters; ensure food, clean water, electricity, medicine and necessities.

The provincial police were assigned to mobilize the maximum force of traffic police, mobile police, and commune police to participate in supporting the evacuation of people; arrange forces to protect security and order at temporary residences, prevent the situation of taking advantage of difficulties to steal property; regulate traffic; prohibit vehicles without duties from entering deep flooded areas.

The Provincial Military Command was assigned to mobilize specialized means and forces (boats, specialized vehicles, rescue forces) to support localities in evacuating and rescuing people; be ready to deploy rescue forces in areas with rapidly rising water or at risk of landslides; direct the Provincial Border Guard Command to organize search and rescue forces at sea; verify the locations of about 250 sunken and drifting ships and deploy emergency rescue. Instruct fishermen to anchor their boats safely; resolutely prevent ships from going out to sea in dangerous conditions. Establish communication channels, receive and promptly handle distress signals from fishermen. Relevant departments and branches were assigned specific tasks to promptly respond to natural disasters.

Previously on November 22, VNA reporters reported that Lam Dong province requested hydropower companies to release water from reservoirs to catch floods in the face of complicated weather conditions, with the possibility of storm No. 15 appearing in the East Sea. Meanwhile, reservoirs in the area are no longer able to regulate flood control. Lam Dong province has requested the Da Nhim - Ham Thuan - Da Mi, Dai Ninh, Trung Nam, Dong Nai , Dong Nai 5 - TKV hydropower companies to operate the Don Duong, Dai Ninh, Dong Nai 2, Dong Nai 3, Dong Nai 4, Dong Nai 5 hydropower reservoirs to continue maintaining and increasing regulated discharge with the total discharge to the downstream being larger than the flow to the reservoir.

The reason Lam Dong province made this request is to increase drainage for the basin and gradually lower the lake water level, creating more flood prevention capacity. Previously, during the peak flood from November 19 to 21, many hydroelectric reservoirs in the province simultaneously discharged floodwaters. At the peak, at 10:45 a.m. on November 20, Dai Ninh hydroelectric reservoir discharged up to 2,500 m3/s. Upstream, a few dozen kilometers from Dai Ninh hydroelectric reservoir, Da Nhim hydroelectric reservoir also discharged floodwaters with a similar amount of water...
