Teaching English online inter-school
Nghe An Department of Education and Training has just decided to mobilize 82 English teachers from 52 primary schools across the province to participate in inter-school English teaching in the form of online teaching.
These teachers mainly come from schools in favorable areas such as urban areas, central communes, and plains such as Do Luong, Dien Chau, Minh Hop, Thanh Binh Tho, Yen Thanh, Dong Thanh, Yen Xuan communes, and Truong Vinh, Vinh Hung, Vinh Phu, and Thanh Vinh wards.
The school is mainly supported in mountainous areas, currently lacking English teachers to ensure enough teaching periods according to the 2018 General Education Program.

According to the plan of the Nghe An Department of Education and Training, after being assigned, each inter-school English teacher will be in charge of a remote class with a duration of 4 periods/week. During the implementation process, the principals of the 2 schools will agree on study time to suit the teaching program, school and teacher timetables.
The regime for teachers teaching inter-school is implemented according to Circular 21/2025/TT-BGDDT dated September 23, 2025 of the Ministry of Education and Training regulating the regime of paying overtime wages for teachers teaching in public educational institutions; guidance of the Department of Education and Training in Official Dispatch No. 2677/SGDĐT-TCCB dated September 15, 2025.
This is the first time the Nghe An Department of Education and Training has mobilized English teachers to support primary schools across the province to help schools due to teacher shortages.
The form of inter-school teaching support aims to implement Official Dispatch No. 8837/UBND-TH dated August 26, 2025 of the People's Committee of Nghe An province on recruitment, reception, mobilization, secondment, and transfer of teachers and education officials in the province, due to the local shortage of teachers for schools in the 2025-2026 school year.
Support for mountainous schools lacking English teachers
Previously, from the 2024-2025 school year, implementing the movement "Department helping Department, school helping school, subject helping subject", many localities such as Do Luong district, Dien Chau and Vinh city (old) sent English teachers to support primary schools in Tuong Duong, Ky Son and Que Phong districts (old).
The teaching method is also online, classes without direct English teachers will have homeroom teachers or other subject teachers to assist and manage students. However, because this movement is proactive, based on the team and needs between the Department of Education and Training or schools, the implementation method is not uniform across the province.
For example, the Department of Education and Training of Dien Chau (old) sent English teachers to support teaching the main curriculum for grades 3, 4, and 5 for schools lacking teachers in the old Ky Son district. Meanwhile, schools in the old Do Luong district taught online to enhance elective English lessons for grades 1 and 2 for schools in the old Tuong Duong district.

Ms. Dang Thi Anh Nguyet, an English teacher at Dien Phuc Primary School (Dien Chau, Nghe An) used to teach online for 5th grade students in highland schools in the old Ky Son district. She said that in the 2024-2025 school year, she was a teacher teaching at Dien Phuc Primary School and Dien Trung Primary School. However, with the sense of responsibility of a core English teacher, she still participated in enhanced online teaching following the "Rooms Helping Rooms" movement.
“At first, I was skeptical about the effectiveness of online teaching of the main curriculum. However, I was extremely surprised when the students in the highlands grasped the knowledge quite quickly, and were especially eager to learn. After completing the reinforcement task, I felt that I had contributed a small part to education in the disadvantaged areas. I hope that in the future, there will be more English teachers coming to the highland students so that they can learn directly and develop their abilities,” Ms. Nguyet confided.
In the 2025-2026 school year, implementing the two-level local government, the Nghe An Department of Education and Training was assigned the authority to transfer and second teachers on a province-wide scale. Accordingly, nearly 900 teachers at preschool, primary and secondary levels were transferred and seconded from areas with surplus to areas with shortage to balance teachers between schools.
However, through review, there are still 23 primary schools without English teachers, mainly focusing on schools in mountainous areas, ethnic minority areas, and areas with especially difficult socio-economic conditions.
Meanwhile, schools in the area near the above mentioned schools no longer have English teachers to carry out the assignment and arrangement of inter-school teaching. The locality also has no source of English teachers to recruit.
Faced with this reality, the Nghe An Department of Education and Training has mobilized English teachers to teach online inter-school. The Department also requires educational institutions with students studying online to prepare facilities, internet connection, etc. to organize teaching and arrange teachers to serve and manage the classroom.
The Nghe An Department of Education and Training also directed that, in the process of assigning tasks, schools need to limit the arrangement of English teachers to hold other jobs to prioritize the arrangement of English teachers to teach the compulsory program for grades 3, 4, and 5. The remaining number of hours according to the weekly teaching quota of teachers will be arranged to teach online inter-school at the above-mentioned schools according to the department's plan, then arrange to teach elective English for grades 1 and 2.
