Opportunities are things that only come and exist at a specific time. They can be lost and never return. Wasting opportunities and missing out on chances can cause a country to lose the opportunity to accelerate, break through, take shortcuts, and lead in development.
"In summary, we will replicate the experience gained from implementing the 500kV circuit 3 Quang Trach ( Quang Binh ) – Pho Noi (Hung Yen) power line project to shorten the implementation time of key national and important public investment projects, expressways, key inter-regional projects, and projects with spillover effects."

The lesson of seizing opportunities during the August Revolution of 1945, as taught by our Party and our beloved President Ho Chi Minh, remains just as valuable today and will continue to be so forever.
Specifically, at the time after the Japanese fascists staged a coup, ousting the French colonialists and monopolizing Indochina, in the Directive "The Japanese-French Conflict and Our Actions" (March 12, 1945), the Central Committee of the Party wisely assessed that, although the situation now presented many new advantages, "the conditions for an uprising... are not yet truly ripe."
The opportune moment for the August Revolution of 1945 only arose when World War II ended, the Japanese fascists surrendered unconditionally to the Allies, the Japanese command in Indochina was extremely divided, the Japanese army was demoralized and disorganized, and pro-Japanese Vietnamese traitors were terrified. At the same time, the revolutionary opportunity arose when all preparations by our Party regarding forces, strategies, and tactics were complete, and the national salvation movement of the entire people had reached its peak.
Accordingly, this opportunity would not last forever but would disappear when the Allied forces entered our country to disarm the Japanese fascists. Therefore, under the leadership of the Party and President Ho Chi Minh, the Vietnamese revolution quickly transitioned from partial uprisings to a general uprising. Thanks to thorough preparation of forces, and because it broke out at the right time and opportunity, the August Revolution of 1945 achieved victory "quickly, efficiently, and with little bloodshed."
This is a prime example of the art of creating opportunities, anticipating opportunities, accurately assessing opportunities; and at the same time, resolutely seizing those opportunities to launch a nationwide uprising to seize power.
With all humility , we can still say that our country has never had the foundation, potential , position, and international prestige it enjoys today.
After nearly 80 years of nation-building and continuous development, as the late General Secretary Nguyen Phu Trong affirmed: "With all humility, we can still say that our country has never had such a foundation, potential, position, and international prestige as it does today."
Currently, we are striving to fulfill the goals and tasks of the 13th National Congress; at the same time, we are diligently preparing for the 14th National Congress of the Party. Alongside this, the leadership team of the Party and State has just been restructured with a very high degree of consensus, receiving the support, joy, and enthusiasm of the people.
Therefore, with determination and decisive action to overcome difficulties and remove bottlenecks hindering development, our country is facing a historic opportunity to enter a new era of development, an era of national progress. We must seize and realize this opportunity, as envisioned and predicted by the Central Committee, the Politburo, and the Secretariat, headed by General Secretary To Lam.
