This is especially evident in the orientation of the medium-term public investment plan for the period 2026 - 2030, with a total expected capital of more than 64,000 billion VND, an increase of 15% compared to the previous period. This impressive expected growth rate not only shows an increase in the scale of resources, but also affirms a suitable and focused direction, especially after the merger of administrative units.

The highlight of Lao Cai's public investment plan orientation for the period 2026 - 2030 is the clear priority for key areas that are the backbone for sustainable development, such as inter-regional transport infrastructure, urbanization, commodity agriculture , circular economy, digital economy, human resource development, in order to create development breakthroughs and new economic space for the province.

First is investment in inter-regional transport infrastructure. As an important gateway connecting Vietnam with China, Lao Cai's determination to promote investment in transport infrastructure such as highways and border-gate connection roads is a key factor for the province to maximize its geographical advantages. Thereby, creating favorable conditions for trade, attracting investment, promoting tourism and logistics services, forming new economic spaces, especially border-gate economy, helping to diversify the economic structure, reduce dependence on a few traditional industries and create more job opportunities.

Developing agricultural commodities is also one of the priority investment areas of Lao Cai. Because, with great potential in agriculture, the transition from self-sufficient agriculture to commodity agriculture, applying high technology will help increase production value, increase income for people and ensure food security.

In fact, in the province, there have been many value chain production models such as: 6/12 Dao Thinh Cooperative, Vietnam Cinnamon Cooperative; fish farming model on Thac Ba Lake and processing fish products; production and processing of black tea and green tea for export in Phinh Ho and Pung Luong communes; medicinal plant production areas concentrated in Bac Ha and Y Ty communes, Sa Pa ward; banana and pineapple production areas in Muong Khuong and Bao Yen communes, Lao Cai ward... creating jobs and stable income for workers.

As an inevitable trend, developing the digital economy will help Lao Cai improve its management capacity, improve the business environment, create new industries, promote e-commerce and online public services. Accordingly, Lao Cai will focus on developing online sales channels; supporting businesses to access the digital market, training, consulting and financial support so that small and medium enterprises can apply digital technology to their business activities; promote non-cash payments; invest in building telecommunications infrastructure, the Internet and digital platforms to meet the needs of digital economic development...

Along with that, investing in education, vocational training, improving the quality of human resources, especially high-quality human resources, digital human resources, human resources serving tourism and border economy; the synchronous development of urban areas, economic development associated with environmental protection, waste reduction, and resource reuse will create momentum for other economic sectors to develop, helping Lao Cai form new economic spaces, diversify the economic structure and create more job opportunities for people.

The total medium-term public investment plan for the 2021-2025 period of Lao Cai province is over VND 60,584 billion, of which the total capital allocated annually by the end of June 2025 is over VND 53,532 billion, reaching 88.4% of the medium-term plan. It is expected that by the end of 2025, the capital allocation rate will reach over 92.9%, equivalent to over VND 56,310 billion.

Speaking at a working session with relevant departments and branches to evaluate the results of budget collection and disbursement of public investment capital in 2025; orientation for developing a medium-term public investment plan for the period 2026 - 2030 in mid-July, comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested departments, branches and localities to proactively coordinate closely and unify in direction and administration to improve the efficiency of disbursement of public investment capital in line with reality and feasibility.

Accordingly, it is necessary to focus on promoting investment preparation and site clearance. This is identified as the biggest "bottleneck" in resolving compensation and resettlement issues. Clearly define the responsibilities of heads of departments, branches, sectors and investors in implementing and disbursing capital; regularly inspect and monitor the construction progress and disbursement of each project; promptly detect and remove difficulties and obstacles. Focus on selecting contractors with sufficient financial, technical and experience capacity to ensure the progress and quality of the project. In particular, review the list of projects. For projects that are behind schedule and difficult to disburse, consider transferring capital to projects that can be completed early, creating momentum for socio-economic development.
