On October 29, the Lao Cai Provincial Police announced that the Provincial Police Investigation Agency had issued a decision to initiate a criminal case, indict the defendants, and order the temporary detention of Doan Thi Le Xuan (41 years old, Principal of An Binh Kindergarten, Dong Cuong commune) and Nguyen Ngoc Ha (41 years old, school accountant) for the crime of abusing their positions and authority while performing their official duties.
Initially, investigators determined that from 2022 to 2025, Doan Thi Le Xuan colluded with Nguyen Ngoc Ha to create and complete fraudulent overtime records that did not accurately reflect actual overtime activity.
From there, they withdrew the difference in funds and spent them improperly, causing a loss of approximately 580 million VND to the state budget.

Based on the documents and evidence collected, on October 28, the Criminal Investigation Agency of the Lao Cai Provincial Police Department initiated a criminal case, indicted the suspects, and temporarily detained Doan Thi Le Xuan and Nguyen Ngoc Ha.
After approval by the People's Procuratorate of Lao Cai province, the Investigation Police Department of Lao Cai province executed the procedural orders and decisions in accordance with regulations.
The case is under expanded investigation.
