On November 5, 1994, the People's Committee of Hai Hung province issued a decision to establish the Hai Hung Provincial Cooperative Union Council. Initially, the Hai Hung Provincial Cooperative Union Council had only 90 member units. Since then, over 30 years of operation and six congresses, the Provincial Cooperative Union has overcome many difficulties to effectively fulfill its assigned functions and tasks. Currently, the Provincial Cooperative Union has 321 member units.
The Provincial Cooperative Union has actively disseminated information to cooperative officials and members about the Party and State's guidelines and policies on the collective economy , the Law on Cooperatives; and the Decrees and Circulars guiding the implementation of the Law on Cooperatives... At the same time, it has advised the province on issuing leadership and guidance documents and implementing solutions for the development of the cooperative economy and cooperatives, and improving the operational capacity of the Provincial Cooperative Union.
The Provincial Steering Committee for the Development of Collective Economy was established, chaired by the Vice Chairman of the Provincial People's Committee. Districts, towns, and cities also established district-level Steering Committees for the Development of Collective Economy…
The Provincial Steering Committee for the Development of Collective Economy has concretized criterion 13 in the program for building new rural areas, advanced new rural areas, and model new rural areas, linking it with the construction of exemplary and advanced new-style cooperative models in localities…

Over the years, the Provincial Cooperative Union has coordinated with departments, agencies, mass organizations, and Party committees and governments of districts, towns, and cities to develop the collective economy and cooperatives.
Every year, the Provincial Cooperative Union has advised and guided member units to prepare production and business projects to introduce loan procedures. To date, 152 member cooperatives have received loans, with a total amount of over 307 billion VND from the National Fund for Job Creation (120), the Cooperative Development Support Fund at the Central level and at the provincial level.
At its 23rd session, the 17th Provincial People's Council approved a resolution establishing the Hai Duong Provincial Cooperative Development Support Fund. According to the resolution, the fund's charter capital is 20 billion VND, allocated from the provincial budget. Member cooperatives can access loans from this fund at preferential interest rates. These loans are intended for investment in equipment, technological innovation, and other areas, thereby improving labor productivity, increasing revenue, and contributing to the provincial budget.
The Provincial Cooperative Union also promoted activities to connect the consumption of products from cooperatives in the province, as implemented by the Vietnam Cooperative Union, with over 200 units participating in trade fairs, exhibitions, trade promotion events, conferences, seminars, and international conferences... both within and outside the province.
Establishing retail stores to sell and introduce regional OCOP products at the headquarters of the Provincial Cooperative Union and guiding cooperatives to participate in digital transformation in production activities; applying sales, promotion, and product introduction on digital platforms...
The Provincial Cooperative Union also selected and introduced many cooperatives to participate in projects funded by foreign organizations, such as: 5 other member cooperatives participating in ODA projects of JICA - Japan; 10 cooperatives participating in the "Rural Enterprise Development Project (REEP)" funded by CIDA Canada and the "Cooperative Development Strategy in Vietnam" project funded by KF Sweden...
The model of value chain linkages between cooperatives, linking with businesses, and international cooperation has also yielded significant results, creating high-quality products and expanding consumer markets. The entire province has formed 155 value chains with the participation of businesses, cooperatives, and farmers' households linking the consumption of the province's key products such as rice, carrots, guava, lychee, and fish…
Achievements

Member cooperatives have achieved impressive results, particularly in promoting the rural economy and improving people's lives. Many cooperatives have applied advanced technologies to production, bringing high economic value. Typical examples include agricultural cooperatives specializing in livestock farming and the production of clean agricultural products. Cooperatives in the credit and service sectors have provided preferential capital to farmers and small businesses, helping them expand their production and business scale. The proportion of the collective economy in the province's GDP currently exceeds 7%.
Despite achieving many accomplishments, the Hai Duong Cooperative Union and its members still face numerous challenges. Fierce market competition, climate change, and increasingly high demands for product quality are issues that cooperatives must overcome. Furthermore, attracting young, highly skilled human resources to participate in cooperatives is also a "problem" that needs to be solved.
However, with support from the Party and State's policies, along with the province's potential for developing high-tech agriculture, cooperatives in Hai Duong are facing many opportunities to continue developing strongly in the future.
In the coming period, the Provincial Cooperative Union will regularly strengthen and innovate its operations in a way that protects the legitimate rights and interests of its members. It will improve the effectiveness of the Provincial Cooperative Development Support Fund. Emphasis will be placed on building cooperative models that apply high technology and digital technology, linked to processing and consumption along the value chain, enhancing the quality, efficiency, competitiveness, and proactive international integration of cooperatives.
Over the past 30 years, the Hai Duong Cooperative Union has been awarded 1 First-Class Labor Medal, 4 Second-Class Labor Medals, 7 Third-Class Labor Medals, 3 Government commendations, 16 Excellent Emulation Flags, 100 commendations from the Provincial People's Committee, and 165 commendations from the Vietnam Cooperative Union... The Provincial Cooperative Union has also awarded 431 certificates of merit to cooperatives, members, workers, and member enterprises.
