
Attending the ceremony were: Pham Minh Chinh, Member of the Political Bureau, Prime Minister; Nong Duc Manh, former Member of the Political Bureau, former General Secretary; former Members of the Political Bureau and former Presidents: Nguyen Minh Triet, Truong Tan Sang, Nguyen Xuan Phuc; former Member of the Political Bureau and former Chairman of the National Assembly Nguyen Van An; former Member of the Political Bureau and former Prime Minister Nguyen Tan Dung; Truong Thi Mai, Member of the Political Bureau, Standing Secretary of the Central Committee of the Party, Head of the Central Organization Department, Head of the Central Steering Committee for Commemorating Major National Holidays and Important Historical Events of the Country in the period 2023 - 2025; Vo Thi Anh Xuan, Member of the Central Committee of the Party, Acting President of the Republic, along with other leaders and former leaders of the Party and State.

The ceremony was also attended by 270 delegates, including international guests and foreign journalists. Among them were: Chansamone Chanyalath, Deputy Prime Minister and Minister of National Defense of the Lao People's Democratic Republic; Netsavoy, Deputy Prime Minister of the Kingdom of Cambodia; Zhang Qingwei, Vice Chairman of the Standing Committee of the National People's Congress of China; and Sébastien Lecornu, Minister of Defense of France.

On this occasion, Comrade Nguyen Phu Trong, Member of the Political Bureau and General Secretary of the Central Committee of the Communist Party of Vietnam, presented a congratulatory flower basket.

Representing Lao Cai province at the ceremony was Comrade Vu Xuan Cuong, Permanent Deputy Secretary of the Provincial Party Committee.
Following the flag-raising ceremony, Prime Minister Pham Minh Chinh delivered a speech commemorating the 70th anniversary of the Dien Bien Phu Victory. The speech emphasized: Through “56 days and nights of digging tunnels, sleeping in bunkers, enduring torrential rain, and eating meager rations. Blood mixed with mud. Unwavering courage. Unyielding determination,” with “barefoot,” the steely spirit and indomitable, enduring, and heroic fighting will of our army and people, the Dien Bien Phu Campaign achieved a resounding victory, dealing a decisive blow and defeating the last efforts of the French colonialists in their war of aggression against Vietnam.

This was the pinnacle of victory in the resistance war of "All people, comprehensive, protracted, relying primarily on our own strength," a victory of the spirit of "Nothing is more precious than independence and freedom," and the crystallization of Vietnam's strength in the Ho Chi Minh era. The victory forced the French colonialists to sign the Geneva Accords (July 21, 1954) on the cessation of hostilities in Vietnam; creating the basis and premise for the liberation and construction of the North, transitioning to socialism, and a solid foundation for the struggle to liberate the South and unify the country.

The victory at Dien Bien Phu was a momentous event, not only significant for the Vietnamese Revolution, but also becoming an immortal epic, inspiring national liberation movements and marking the collapse of old colonialism worldwide, as President Ho Chi Minh affirmed: “It is a great victory of our people, and also a common victory of all oppressed nations in the world. The victory at Dien Bien Phu further illuminates the truth of Marxism-Leninism in the present era: The wars of aggression by imperialists will certainly fail, and the liberation revolutions of nations will certainly succeed.”

Prime Minister Pham Minh Chinh emphasized: “The entire Party, the entire people, and the entire army will continue to uphold the spirit of patriotism and the will to fight and win. We will promote the spirit of independence, self-reliance, self-strength, proactiveness, flexibility, and creativity, correctly determining the revolutionary war line and the military art, the art of people's war of Vietnam. We will build and consolidate the strength of the great national unity, with the core being the alliance of workers, farmers, and intellectuals under the glorious leadership of the Communist Party of Vietnam. We will closely, harmoniously, and effectively combine national strength with the strength of the times, domestic strength with the support and assistance of international friends.”

On this occasion, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh presented the First-Class Independence Order to the Party Committee, government, and people of all ethnic groups in Dien Bien province.
Following the speeches, a grand parade and march took place, involving 12,000 people from various forces including the army, militia, police, and social organizations.

The parade began with 21 artillery volleys set to the national anthem of the Socialist Republic of Vietnam. This was followed by a performance by nine helicopters carrying the Party flag and the national flag, flying over the reviewing stand. The parade formations were a key highlight, showcasing the grandeur, demonstrating strength, and affirming the significance, scale, and great historical value of the Dien Bien Phu Victory.
