The completion time of the National Highway 14E Renovation and Upgrade Project has been postponed to October 2026.

The project to renovate and upgrade National Highway 14E, section Km15+270 - Km89+700, Quang Nam province (now Da Nang city) has a length of 71.38 km, with a total investment of 1,848,239 billion VND.

The Minister of Construction has just signed a decision approving the adjustment of the project to renovate and upgrade National Highway 14E, section Km15+270 - Km89+700, Quang Nam province (now Da Nang city).

Accordingly, the Ministry of Construction has adjusted the project's implementation schedule to be completed in October 2026.

The Vietnam Road Administration is required to fully exercise the rights, obligations, and responsibilities of the investor during the implementation process, complying with regulations; strictly manage the quality, progress, and total investment of the Project, ensuring that the total investment does not exceed the approved amount, avoiding losses and waste; and bear full responsibility before the law and the Minister of Construction for the management and implementation of the Project.

This unit is responsible for coordinating with departments, agencies, local authorities, and relevant units to definitively resolve difficulties and obstacles; promptly complete land clearance and relocation of technical infrastructure to hand over to the construction contractor; and promptly report any obstacles (if any) to the Da Nang City People's Committee for handling within its authority. At the same time, it must decisively direct the supervisory consultant, construction contractor, and relevant units to ensure the project's progress; adhering to the principle that adjustments to the project schedule must not result in additional costs.

The investor, design consultant, supervision consultant, construction contractor, and related parties must identify the objective and subjective reasons leading to delays in the project's progress in order to adjust the contract execution time to ensure compliance with legal regulations and avoid incurring additional costs.

At the same time, based on the actual situation and the terms of the signed contract, the relevant parties must handle any arising issues in accordance with regulations; complete the necessary procedures, ensuring the objectives, investment efficiency, and progress of the Project.

“The project entities must revise the overall and detailed construction plans and schedules to implement the project in accordance with regulations and the capital plan approved by the competent authority; complete the project early to put it into operation and maximize investment efficiency. At the same time, strictly implement the disbursement of public investment capital according to the approved plan, promptly resolve difficulties and obstacles (if any) to ensure the disbursement progress as committed,” the Ministry of Construction requested.

The project to renovate and upgrade National Highway 14E, section Km15+270 - Km89+700, aims to gradually complete National Highway 14E according to the plan; shorten travel time and transport goods, agricultural and forestry products from the Central Highlands, Southern Laos, Northeastern Cambodia and Thailand to the coastal provinces of South Central Vietnam and the North.

The project starts at Km15+270 of National Highway 14E, at the intersection with the North-South railway (Quang Nam province); and ends at Km89+700, at the intersection of National Highway 14E with the Eastern branch of the Ho Chi Minh Highway (Lang Hoi intersection), Quang Nam province. With a length of 71.38 km, it is constructed to the standards of a Class IV highway in flat terrain, with a design speed of 60 km/h.

The total investment for the project is VND 1,848.239 billion from the state budget; of which, VND 130 billion was allocated in 2022; VND 647 billion in 2023; VND 739 billion in 2024; and VND 332.239 billion in 2025. The implementation period, as initially decided, is from 2021 to 2025.

The project commenced on March 7, 2023. To date, after more than 31 months of implementation, the entire site has not yet been handed over, with only 69.4/71.38 km (approximately 97.23%) having been handed over; including two locations with large volumes of work, which are critical to the project schedule.

In addition, some contractors are financially weak and violate construction schedules, leading to disciplinary action and prolonging the project implementation time.

Notably, the contractor TAG Vietnam Group Joint Stock Company (formerly Thuan An Construction and Trading Development Joint Stock Company), along with several other contractors including Tan Hoang Long Construction and Trading Investment Joint Stock Company, Tay An Construction Investment Joint Stock Company (contracting package XD02), and Indochina Group Joint Stock Company (contracting package XD01), were involved in the Thuan An Group case, causing the working capital for the Project to be temporarily disrupted.
