The Ministry of Education and Training has just finalized the regulations for admission to junior and senior high schools, which stipulate that the third exam subject will be chosen from among the subjects with graded assessments in the junior high school general education program, ensuring that the same third exam subject is not chosen for more than three consecutive years.


The Ministry of Education and Training has just announced Circular No. 30/TT-BGDĐT dated December 30, 2024, on the promulgation of regulations on admission to junior and senior high schools. Accordingly, there are three methods of admission to grade 10 of senior high school: entrance examination, selection based on academic records, or a combination of both. The choice of admission method is at the discretion of the local authorities.

The Ministry of Education and Training stipulates that the third subject for the 10th grade entrance exam cannot be chosen for more than three consecutive years.

Regarding the entrance examination method for 10th grade high school, to ensure uniformity and maintain the view that the exam should be less burdensome and costly, the circular stipulates that there will be three subjects/tests: mathematics, literature, and a third subject/test chosen by the Department of Education and Training.

Notably, the regulations stipulate: "The third exam subject shall be selected from among the subjects with graded assessments in the lower secondary education curriculum, ensuring that the same third exam subject is not selected for more than three consecutive years."

For high schools under the Ministry of Education and Training, universities, and research institutes that organize their own entrance exams, the third exam subject or the combined exam of the remaining subjects will be selected by the Ministry of Education and Training, the university, or the research institute that directly manages them.

Regarding exam duration, the circular stipulates: Literature 120 minutes; Mathematics 90 minutes or 120 minutes; Third subject 60 minutes or 90 minutes; Combined subject exam 90 minutes or 120 minutes.

The exam content is within the secondary school education program, mainly grade 9.

The new circular adds regulations on organizing entrance exams for grade 10, including the following: The regulations outline general procedures for exam question setting, invigilation, marking, and exam review. Specifically, they empower provincial Departments of Education and Training to establish detailed regulations for exam question setting, invigilation, marking, and exam review, tailored to their specific circumstances.

High schools under the Ministry of Education and Training, universities, colleges, and research institutes shall follow the guidelines of the Ministry of Education and Training, the respective university, college, or research institute, or the regulations of the Department of Education and Training where the school is located.

Admission to junior high school

For secondary school admissions, in addition to primary school students, the circular adds the following eligible candidates: Students who have completed the second phase of the literacy program and are of the age to enter grade 6 as stipulated in the Regulations of junior high schools, high schools, and multi-level general education schools.

Admission to junior high school is conducted through a selection process. The selection criteria are specifically guided by the Department of Education and Training, ensuring that the selection process is fair, objective, transparent, and appropriate to the local situation.

For junior high schools, and multi-level schools including junior high school affiliated with universities, colleges, or research institutes, the admission criteria are guided by the university, college, or research institute directly managing them, or implemented according to the guidance of the Department of Education and Training where the school is located.
