The Party Committee and government of Quan Ba district have directed the implementation of many appropriate measures and solutions. Particularly noteworthy is the environmental criterion, specifically criterion 17 out of 19 criteria in the National Criteria for Building New Rural Areas (NRA). This includes five aspects: the percentage of households using clean water in rural areas according to national standards; production, business, and livestock farming households must meet environmental standards; there are no activities that degrade the environment and activities that improve the environment to be green, clean, and beautiful; waste and wastewater are collected and treated according to regulations; and there are public cemeteries built according to approved regulations. As a result, the rural environment is increasingly improving, becoming a desirable place to live.

One of the key steps in improving the environment in Quan Ba is raising community awareness about environmental hygiene. Therefore, Quan Ba district has launched the "Volunteer Saturday, Green Sunday" emulation movement, mobilizing for general environmental sanitation in communes and towns, and maintaining this movement regularly and continuously on Saturdays or Sundays every week.
In addition, it is necessary to strengthen propaganda and mobilization efforts to encourage each village and household to actively participate in environmental sanitation, not to let livestock roam freely; to build sturdy and hygienic livestock barns; and not to throw garbage and animal carcasses into ponds, lakes, rivers, and streams.
Commune officials, school staff, and health station staff are setting a positive example by actively cleaning their workplaces and public areas; mobilizing and guiding people to build a green, clean, and beautiful environment... These are practical activities implemented by Party committees and authorities from the district to the grassroots level to change mindsets, ways of thinking, and practices, shifting from old lifestyles to new, civilized ones in ethnic minority communities. This contributes to environmental protection and improves the quality of life for the people. As a result, the entire district has a rate of households using clean and hygienic water reaching 93% or higher; 41 model residential areas; and many livestock farmers have been relocating and reinforcing their barns away from their homes…
With the people's unity, the village roads are bright, green, clean, and beautiful.
Following a recommendation, we arrived at Pho Lo Phin hamlet, Dau Cau 2 village, Can Ty commune, and experienced firsthand the reality of a truly livable rural area. This is one of the hamlets in the commune that has done a good job in environmental sanitation. The concrete road is clean, now free of plastic waste and plastic bags; fallen leaves are also collected in designated areas.

Mr. Sung Minh Chung, Head of Pho Lo Phin hamlet, shared that when the commune launched a campaign to clean up the environment, the people wholeheartedly supported and participated. For many years, the hamlet has implemented a youth-managed road model, regularly sweeping and cleaning the area, and clearing drainage ditches. The hamlet also organizes campaigns to clean up the hamlet's roads and alleys.
"This is a practical initiative that helps create a green, clean, and beautiful rural environment, and improves the living conditions of the people. As a result, village roads and alleys are always bright and clean. In addition, the movement to build stone fences and plant trees and flowers along both sides of the road to create green hedges and beautify the residential area has also received the support and participation of the people. In 2020, Pho Lo Phin hamlet was recognized as a model residential area of the commune," Mr. Chung emphasized.

Speaking with a reporter from Dan Viet newspaper , Mr. Pham Ngoc Pha, Vice Chairman of the People's Committee of Quan Ba district, Ha Giang province, said: In addition to focusing on directing the people to develop the economy and reduce poverty, environmental criteria have always been given attention. Thanks to the concerted efforts of the entire political system from the district to the grassroots level, officials, Party members, and all strata of the people, after a long period of directing and implementing pilot projects, the initial results are clear, convincing, and supported by the people, who actively participate as the main actors in building new rural areas. To date, the entire Quan Ba district has established 13 bright, green, clean, and beautiful roads. Road signs have been installed on these roads; public lighting systems have been installed through social mobilization; and road cleaning and beautification have been included in the regulations of villages and hamlets.
Thanks to these efforts, Quan Ba district has achieved remarkable success in fulfilling environmental criteria. The rural landscape has become cleaner and more pristine, creating favorable conditions for tourism development and improving people's lives. People are also increasingly aware of environmental protection, contributing to building a sustainable community.
"In the coming time, Quan Ba district will continue to strengthen propaganda and mobilization efforts to raise people's awareness; coordinate with the District Social Policy Bank and the Agricultural and Rural Development Bank to create conditions for people to borrow capital to develop the economy in the direction of building livestock barns, striving to soon complete the environmental criteria," Mr. Pha added.
