A GDP growth target of 10% or more is entirely achievable.

Sharing their views on the sidelines of the National Assembly session on October 24th, delegates stated that the target of achieving GDP growth of 10% or more in 2026 reflects the high political determination and strong aspiration for development of the country.

Delegate Tran Hoang Ngan ( Ho Chi Minh City) affirmed that the Vietnamese people have always had the belief and aspiration to become a highly developed country, standing shoulder to shoulder with the world's leading powers, confidently entering a new era together with the Party. This unity and aspiration are demonstrated through events commemorating the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025), and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

"We must be bold and turn that aspiration into a concrete goal: to become a developed, high-income country with happy people by 2045," Representative Ngan stated.

According to the delegates, achieving double-digit growth is entirely feasible; the issue lies in implementing solutions to achieve sustainable growth and avoid external shocks. Analysis over many years shows that when the global market is unstable, a stable domestic market will be negatively impacted. Issues such as pandemics or global financial crises also cause a decline in the country's growth targets.

Delegate Tran Hoang Ngan emphasized: "The goal we are aiming for is to achieve high but sustainable growth. This means increasing self-reliance and strengthening domestic capabilities."

In recent years, Vietnam's economic growth has benefited significantly from foreign investment. This is a necessary factor, but delegates believe that the role of the private sector needs to be strengthened for sustainable development.

"Recently, the Politburo issued Resolution No. 68-NQ/TW on the development of the private economy; and the National Assembly issued Resolution No. 198/2025/QH15 on some special mechanisms and policies for the development of the private economy. Therefore, we must strive to institutionalize the Party's guidelines into concrete actions to help the private economy, household economies, and small and medium-sized enterprises access social resources such as land, low-interest capital, business premises, and high-quality human resources… We must have highly flexible mechanisms to promote the private economy, aiming for sustainable development," emphasized delegate Tran Hoang Ngan.

According to the delegates, many goods in Vietnam are currently imported from abroad while they could be produced domestically. Therefore, it is necessary to create high-quality goods to meet the needs of Vietnamese people. In addition, a sector requiring special attention is the development of tourism – a non-polluting industry. The delegates emphasized that a country with political and macroeconomic stability, friendly people, and an ideal climate like Vietnam is very suitable for tourism development. For sustainable development, it is necessary to ensure security and order for tourists by establishing a tourism police force to protect visitors; cracking down on the sale of counterfeit goods at tourist destinations; and strengthening propaganda to make Vietnamese tourism a key economic sector.

Expressing his views on economic growth targets, delegate Pham Van Hoa (Dong Thap) stated that a core issue for the country's economic development is creating favorable conditions for the development of the private sector. According to the delegate, the more businesses established, the more the labor needs of the people will be met.

In addition, delegates argued that the gap between rich and poor is widening, and the government needs to pay more attention to social welfare policies such as housing, employment, education, and healthcare to ensure that the poor do not face difficulties in life.

One of the limitations that needs to be addressed more effectively in the future, according to the delegate, is the slow disbursement of national target programs, even though these are policies that benefit the people. The delegate affirmed that, with the existing foundation and overcoming the aforementioned limitations, the target of GDP growth of 10% or more is entirely feasible.

Many National Assembly deputies agreed and stated that the disbursement of public investment remains a major "bottleneck" and requested the Government to clarify the reasons for slow disbursement, especially for national target programs and ODA funds; and at the same time, to have specific solutions to achieve 100% of the planned capital for the year.

Suggestions were made to focus capital on strategic infrastructure and "leveraging" projects to turn the situation around; and to strengthen post-allocation monitoring to ensure investment efficiency. With the strong determination of the entire political system, delegates affirmed that the 10% growth target for 2026 is entirely achievable…
