As a result, it contributed to the overall achievements of the country and each locality, enhancing the role and position of the Internal Affairs sector in the political and social system.
Propose effective implementation of professional tasks.
According to the representative of the Department of Home Affairs, in the past year, the Department has actively advised on the review and arrangement of the system of state administrative agencies and public service units in the locality in accordance with the conditions and requirements of state management in practice. Regarding the organization of the state administrative apparatus, the Provincial People's Committee issued regulations on the functions, tasks, powers, and organizational structure of 18/18 specialized agencies under the Provincial People's Committee and the Provincial Industrial Park Management Board; approved the policy of reorganizing the Department of Environmental Protection, the Department of Land Management and the Department of Standards, Metrology and Quality into specialized departments under the Department. Specialized agencies under the Provincial People's Committee have been initially streamlined, contributing to overcoming the situation of overlapping and missing state management tasks. Regarding public service units, up to now, the province has been restructuring and reducing 7 public service units...
In addition, the Department of Internal Affairs regularly and effectively implements key tasks in the areas of local government, administrative boundary management, democracy, government-led public relations, and state management of youth. Notably, it successfully advised on and completed the Project for the Reorganization of Commune-Level Administrative Units in Binh Thuan Province for the period 2023-2025, which was approved by the National Assembly Standing Committee and came into effect on December 1, 2024. Furthermore, the Department of Internal Affairs advised the Provincial People's Committee to promptly issue directives and guidelines for administrative reform in the province, setting out goals, tasks, and solutions to effectively implement the Provincial Party Committee's 2024 theme: "Improving competitiveness and satisfaction of citizens and businesses." Currently, the Department of Internal Affairs is coordinating with relevant departments and agencies to assess and rank the administrative reform work of agencies and localities in the province for 2024. Regarding the inspection of administrative reform work, the inspection team has completed the inspection of 14 out of 14 agencies and localities in the province as planned (achieving a 100% completion rate).
On the other hand, the Department has completed the synchronization of records and data of officials, civil servants, and public employees on the province's personnel management software (achieving a 100% rate) to the national database on officials, civil servants, and public employees. It has advised the Provincial People's Committee to issue regulations on updating, using, and exploiting data and information from the provincial database on the management of officials, civil servants, public employees, and workers, which is currently being implemented throughout the province...
Advising on the implementation of Resolution 18
In 2025, building on the achievements, the Department of Internal Affairs will focus on advising and effectively implementing tasks and solutions to improve the PAR Index, PAPI, SIPAS, and PCI indicators in the province during the 2021-2025 period, in accordance with Directive No. 11 of the Provincial Party Committee and Plan No. 2992 of the Provincial People's Committee. It will direct the thorough rectification of shortcomings and limitations that have hindered improvement in the past, as reflected in the Central Government's published indicators on administrative reform. Simultaneously, it will promote administrative reform and the results of the PAR Index, SIPAS, and PAPI indicators through diverse and appropriate methods to ensure that officials, civil servants, the public, and businesses are aware of and participate in improving the province's indicators.
In addition, the department will review, develop, and implement the reorganization of the organizational structure of departments and specialized agencies under the People's Committees of districts, towns, and cities towards streamlining, improving the effectiveness and efficiency of state management, and ensuring compliance with Resolution No. 18 and government regulations. It will continue to promote the restructuring of public non-business units in the province; and implement the restructuring of the internal organizational structure of public non-business units in accordance with regulations. At the same time, it will continue to advise on the reorganization of district and commune-level administrative units in Binh Thuan province for the period 2023-2025 and the reorganization of villages and neighborhoods in the province according to central government guidelines...
Simultaneously, we will strengthen the dissemination of the Party's viewpoints and guidelines, and the State's policies and laws on belief and religion among cadres, Party members, religious dignitaries, religious officials, religious followers, and the people; and at the same time, effectively implement the Party's guidelines and the State's policies and laws on belief and religion. We will coordinate to effectively resolve the legitimate needs of religious organizations in accordance with the law; and create favorable conditions for religious organizations and religious followers to practice their religion in accordance with the law. We will closely coordinate with relevant departments, agencies, and localities, and grassroots key forces to thoroughly understand the religious situation in the province, promptly advise and coordinate the resolution of outstanding issues that have been addressed, as well as emerging issues at the grassroots level, preventing the occurrence of "hot spots"...
