Enhancing the capacity of frontline border officials in combating human trafficking.

On May 30th, a workshop was held in Hue to announce the training materials "On preventing and combating human trafficking and protecting victims" and to conclude the project "Capacity building in combating human trafficking for frontline border officials".

The workshop was organized by the International Organization for Migration (IOM) in Vietnam in collaboration with the Department of Drug and Crime Prevention (Drug and Crime Prevention), Border Guard Command.

The project "Capacity Building in Combating Human Trafficking for Frontline Border Officers" is funded by the International Narcotics and Law Enforcement Affairs Agency (INL) of the U.S. Department of State .

Border guards play a crucial role in preventing and combating human trafficking and protecting and supporting victims. With the responsibility of monitoring 4,639 km of land borders and 3,444 km of coastline, border guards are the frontline force in combating cross-border crime. Border guards are the first, and sometimes the only, force representing law enforcement agencies in contacting and communicating with victims of human trafficking.

After three years of implementation, the project has achieved many encouraging results, contributing to enhancing the capacity of border guards, especially frontline officers in border areas, in detecting, investigating, and handling human trafficking cases, as well as in identifying, protecting, and supporting victims of human trafficking.

Within the framework of the Project, the training materials "On Preventing and Combating Human Trafficking and Protecting Victims" were developed by the Border Guard Command and approved by the Ministry of National Defence for use in training activities for frontline officers.

The materials have been printed and distributed to border guard officers and soldiers, as well as the Border Guard Academy, in 12 provinces participating in the Project. In addition, the materials have been used in 12 training courses for 436 frontline border guard officers and soldiers in 12 key provinces in the North and South.

The project also organized a workshop where officers and soldiers shared effective handling methods, professional skills, and practical experiences that had been applied in the process of investigating and prosecuting human trafficking cases.

Speaking at the workshop, IOM Mission Head in Vietnam Park Mihyung expressed strong support for this project from its inception and shared his pride in collaborating with the Drug and Crime Prevention Department of the Vietnam Border Guard Command in strengthening the capacity of border guards, the frontline force in receiving, protecting, and identifying returning victims of human trafficking.

Ms. Park Mihyung emphasized: "On the part of IOM, we can also fulfill one of our important tasks, which is to support and facilitate the safe and orderly movement of people across the border, while contributing to border security and supporting border guards in carrying out their duties."

According to the Head of the IOM Mission in Vietnam, human trafficking is a global problem requiring close and effective coordination. This project is an important part of IOM's support for the Vietnamese Government not only in strengthening border management but also in contributing to the goals of the National Program on Combating Human Trafficking 2021-2025 and the Global Compact for Legal, Safe and Orderly Migration, of which Vietnam is also an active signatory.

IOM collaborated with the Department of Drug and Crime Prevention to conduct a final assessment of the training course in six key provinces: An Giang, Kien Giang, Tay Ninh, Ba Ria - Vung Tau, Cao Bang, and Lang Son.

The assessment results not only helped gather information on trends and methods of operation of human trafficking and illegal immigration in border areas, but also revealed difficulties and obstacles related to procedures in investigating cases and protecting and supporting victims of human trafficking.

Many useful ideas and recommendations were also put forward to provide solutions to current challenges, and to help IOM and the Drug and Crime Prevention Department develop appropriate intervention activities in the future.
