Russia puts pressure on infrastructure, Ukraine plans counterattack

Reuters reported on April 10, citing Ukrainian officials, that Russian missile and drone attacks damaged an energy facility in the Odessa region and energy infrastructure in the Mykolaiv region, further increasing pressure on Ukraine's power grid.

Russia resumed airstrikes targeting Ukraine's energy system last month, damaging at least eight power plants and several dozen substations.

Russia shifts attack tactics to Ukraine's power infrastructure

Ukraine's power grid operator said an emergency power outage occurred in the southern regions of Mykolaiv and Kherson due to damage, and they are working to fix it.

The Ukrainian Air Force reported on April 10 that Russia had deployed 17 unmanned aerial vehicles (UAVs) and launched three missiles into Ukraine in the latest overnight attack, and that air defenses had shot down 14 UAVs and two missiles. There was no information on casualties in Odessa and Mykolaiv.

Ukraine reveals counterattack plan.

In an interview with Bild on April 9, Ukrainian President Volodymyr Zelensky said that the country had planned a counterattack, which required the availability of weapons.

The leader expressed confidence that Ukraine could defeat Russia, but needed modern weapons. "Yes, Russia has more people, more weapons. But the West has modern weapon systems. So we will acquire certain technologies," he emphasized.

According to him, if Ukraine continues to increase production and obtain licenses from partners, "the issue will not be the number of people but the quality of weapons."

In addition, he also addressed the topic of Ukraine's counterattack. "Yes, we have a plan for a counterattack," he emphasized, adding that Ukraine needs weapons, including weapons from the United States.

In February, Zelensky said that Ukraine would prepare a new counteroffensive, even though its troops were on the defensive. By March 29, he said that the counteroffensive could take place this year under certain conditions.

As of April 6th, he emphasized that Ukrainian soldiers currently only have enough ammunition for defense, not enough for a counterattack.

The US approves the deal with Ukraine.

According to The Kyiv Independent on April 10, the US State Department has approved an emergency $138 million deal to help with basic repairs and the purchase of necessary spare parts for Hawk missile systems.

"Ukraine urgently needs to strengthen its defenses against Russian missile attacks and the air capabilities of Russian forces. Maintaining the Hawk missile system will enhance Ukraine's ability to protect its people and critical infrastructure," according to a statement from the US State Department .

The Hawk is a medium-range guided surface-to-air missile, providing air defense against low- to medium-altitude aircraft.

Russia and Ukraine exchange heated words over the attack on the Zaporizhzhia nuclear power plant.

Both the U.S. State Department and the Department of Defense are seeking to maintain support for Ukraine amid congressional delays regarding a $60 billion aid package.

During a congressional hearing on April 9, US Defense Secretary Lloyd Austin stressed the paramount importance of supporting Ukraine, warning that without it, the US would face the risk of Ukraine falling into Russian hands.

The United Nations calls for peace.

TASS reported on April 10th that Stephane Dujarric, spokesman for UN Secretary-General Antonio Guterres, expressed a desire to end the conflict in Ukraine while respecting the principle of territorial integrity.

The statement was made after reports that former US President Donald Trump, if re-elected, would seek to end the conflict in Ukraine by requiring Kyiv to cede territory.

"Secretary-General Guterres' position has remained consistent throughout this conflict. He wants to see the conflict end in accordance with relevant UN resolutions and with full respect for the territorial integrity of Ukraine," according to Dujarric.
