According to information from the Ministry of Industry and Trade , to date, 30 trade defense investigations have been conducted (including 21 anti-dumping investigations, one anti-subsidy investigation, six safeguard investigations, and two anti-circumvention investigations).

Among these, 17 trade defense measures are currently in effect. These measures have contributed to ensuring a fair trade environment, preventing the negative impact of imports on domestic production and the jobs of millions of workers, and contributing to ensuring economic security and social welfare.
Specifically, the total revenue of domestic manufacturing enterprises involved in trade defense cases in 2023 was estimated at 475,000 billion VND. The number of direct employees working in these enterprises was approximately over 36,000.
Annual budget revenue from trade defense taxes reaches 1,200 - 1,500 billion VND; anti-dumping and countervailing duties collected annually exceed 1,000 billion VND. The application of these measures helps protect Vietnam's important manufacturing industries.
This includes: steel manufacturing (14 measures); food (5 measures); chemicals (4 measures); and building materials (2 measures).
Nevertheless, Vietnamese goods exported abroad are increasingly facing trade defense cases.
In 2024, there was a significant increase in the number of trade defense investigations against Vietnamese exports, including anti-dumping, anti-subsidy, safeguard, and anti-circumvention investigations.
To date, there have been 272 trade defense investigations from 25 markets and territories investigating Vietnamese exports. These include: anti-dumping investigations (149 cases), safeguard investigations (54 cases), anti-circumvention investigations (39 cases), and anti-subsidy investigations (30 cases).
In 2024 alone, there were 26 trade defense investigations initiated by foreign countries against Vietnamese exports. Among these, countries such as the US, India, Canada, and Indonesia were the markets with the highest number of investigations against Vietnam (the US accounted for nearly 50% of the total number of initiated investigations).
Vietnamese export goods are increasingly being investigated.
The Ministry of Industry and Trade stated that it regularly monitors and strengthens cooperation and information sharing to combat trade defense evasion and origin fraud. It also disseminates information about potential risks and the government 's determination to combat origin fraud, illegal transshipment, and evasion.
At the same time, the ministry provides solutions and advice to manufacturing and exporting businesses to avoid investigations by other countries. This helps to detect and handle individual businesses that violate regulations on the origin of goods or only carry out production stages with negligible added value in Vietnam.
In addition, the ministry has also provided early warnings to support businesses in responding to lawsuits related to exported goods. It regularly updates the list of items at risk of investigation and anti-circumvention measures.
Of these, 50 high-risk items are subject to trade defense investigations or investigations into circumvention and fraud of origin, and illegal transshipment, and their export trends are being monitored.
Providing timely support to businesses in responding to trade defense investigations initiated by foreign countries has yielded some positive results, enabling exporting businesses to avoid or be subject to low tariffs, thereby contributing to maintaining and expanding export markets.
