Initiate anti-tax evasion investigation on Chinese hot-rolled steel

VTV.vn - The Ministry of Industry and Trade has decided to investigate the evasion of trade defense measures against Chinese hot-rolled steel after imposing anti-dumping tax since July.

The Ministry of Industry and Trade issued Decision No. 3176/QD-BCT on initiating an investigation into circumvention of trade safeguard measures against certain hot-rolled steel products originating from China (case code: AC03.AD20).

The investigation was conducted based on a request from two domestic steel manufacturers, Hoa Phat Dung Quat Steel Joint Stock Company and Formosa Ha Tinh Hung Nghiep Steel Company Limited, to investigate alleged circumvention of anti-dumping duties on hot-rolled steel products with widths greater than 1,880mm and less than or equal to 2,300mm originating from China.

Previously, on July 4, 2025, the Ministry of Industry and Trade issued Decision No. 1959/QD-BCT, applying official anti-dumping measures against certain hot-rolled steel products originating from China, while simultaneously terminating the investigation into similar products originating from India.

The applications submitted by businesses have provided preliminary evidence suggesting circumvention of trade safeguard measures through insignificant alterations to the characteristics of goods subject to these measures.

According to regulations, after initiating the investigation, the Trade Remedies Department (the investigating authority) will send questionnaires to relevant parties to collect information, analyze, and evaluate allegations of circumvention. The investigation process includes verifying and confirming information provided by the parties before the Ministry of Industry and Trade issues the official investigation conclusion.

The investigating authority will conduct the investigation objectively and transparently, in compliance with Vietnamese law and international commitments, to ensure a fair competitive environment and effective enforcement of trade defense measures.

In addition, the investigating authority recommends that organizations and individuals involved in the import, export, distribution, trading, or use of the investigated product proactively register as interested parties, provide necessary information, and monitor the developments of the case to ensure their legitimate rights and interests.
