Nghe An Province's Industry and Trade Sector - 73 Years of Construction and Development

MANY IMPORTANT ACHIEVEMENTS

Over 73 years of construction and development, the Industry and Trade sector of Nghe An province, in particular, has always strived to successfully fulfill all political tasks, effectively serving the socio-economic development of the locality.

Following the Party's reform guidelines, the Ministry of Industry and Trade has achieved many important accomplishments in the areas of industry, trade, tourism, and international economic integration. Many large-scale industrial projects with modern technology have been invested in and put into operation.

Following the merger of the two sectors of Industry and Trade into the Industry and Trade sector, building on the achievements of the previous period, the Industry and Trade sector in particular has closely followed the objectives of the Provincial Party Congress Resolutions over the years to effectively fulfill its assigned political tasks. Specifically, in implementing the Resolution of the 19th Provincial Party Congress, the effectiveness and efficiency of state management in the industry and trade sector have been enhanced; and all economic indicators have achieved relatively high growth rates.

Specifically: Industrial value added reached VND 16,522 billion in 2021, VND 17,403 billion in 2022; and is estimated to reach VND 19,926 billion in 2023. The average industrial growth rate for the period 2021-2023 is estimated at 12.73% (the resolution's target for 2025 is 16.5-17.5%).

The scale of industrial production value (at constant prices) increased from VND 69,304 billion in 2020 to VND 82,000 billion in 2022, and to VND 89,100 billion in 2023. In the first four months of 2024, the industrial production index increased by 8.58% compared to the first four months of 2023. The internal structure of the industry continued to shift in the right direction, increasing the proportion of the processing and manufacturing sector; the proportion of the industry-construction structure continued to increase from 27.34% in 2020 to 30.39% in 2022; in 2023 it accounted for 33-34% (the resolution's target for 2025 is 38-39%).

High-tech and processing industries, linked to exploiting potential advantages, continue to be the focus of investment attraction and development. Many industrial production projects with strong brands, large scale, high scientific and technological content and added value, clean industries, and energy-saving industries have been implemented and quickly yielded results. The infrastructure of the Southeast Nghe An Economic Zone and industrial parks has been invested in quite comprehensively, attracting several large projects: VSIP Industrial, Urban and Service Park, WHA Industrial Park, and the seaport system... Infrastructure construction has been implemented for 39 industrial clusters; the small-scale handicraft and traditional village sectors continue to receive attention and guidance for development.

State management of electricity activities has been strengthened, and the development of the power system plan has been carried out over various periods, thereby guiding the plan for the synchronous development of the transmission and distribution system to promptly meet the needs of the population and the socio-economic development of the province, and to effectively serve the development of key projects in the area. Regarding power source development, to date, the province has 21 hydropower projects that have started generating electricity with a total capacity of 930.9 MW, achieving an electricity output of approximately 3.2 billion kWh/year; the management, operation, and safety of dams and reservoirs have been focused on and implemented.

Trade activities have developed rapidly with the participation of many economic sectors; the export market has expanded, and to date, businesses in the area have exported goods to 125 countries and territories. In 2023, the value of goods exports reached US$2.5 billion. Exports for the first four months are estimated at US$816.16 million, an increase of 24.89% compared to the same period last year; imports for the first four months are estimated at US$594.4 million, an increase of 41.74% compared to the same period in 2023; import activities have contributed to ensuring the demand for machinery, equipment, and materials for investment and production.

In the first four months of 2024, the estimated total retail sales of goods reached VND 37,359 billion, achieving 40% of the annual plan and increasing by 26.69% compared to the same period last year. Modern business and service methods are increasingly developing, and the goods market is rich and diverse. Nghe An's e-commerce ranks 12th out of 63 provinces and cities.

ENHANCE BREAKTHROUGH SOLUTIONS

Mr. Pham Van Hoa, Director of the Department of Industry and Trade, affirmed: The development of Nghe An's industry and trade sector has always been linked to the province's economic and social development and to the cause of national construction and defense. It is a sector that holds many key production areas of the economy, creating jobs for tens of thousands of workers. Throughout its formation and development, despite many changes in organizational models over time, such as separation, merger, and consolidation, and changes in management methods, with the attention of the Ministry of Industry and Trade, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, the close and active coordination of various sectors and levels, and the efforts of the collective and individual cadres, civil servants, and workers, Nghe An's industry and trade sector has strived and actively contributed to the successful achievement of economic and social development goals and tasks, ensuring social security.

With proud achievements over the past 73 years, the Nghe An Department of Industry and Trade has been awarded many prestigious honors: the State awarded the Third-Class Independence Order; the First, Second, and Third-Class Labor Orders; many collectives and individuals in the industry have been awarded Labor Orders by the State; one individual has been awarded the title of Hero of Labor; and many individuals have received Certificates of Merit from the Prime Minister, the Provincial People's Committee, and central ministries and agencies...

Looking ahead, the unpredictable nature of natural disasters and epidemics, the low competitiveness of the economy, the ongoing impact of the Russia-Ukraine conflict, economic crises, inflation, fluctuating raw material prices, and challenges to industrial, trade, and logistics infrastructure pose significant obstacles to the implementation of the industrial and trade development plan.

2024 is a year of accelerated breakthroughs, crucial to the implementation of the Provincial Party Congress Resolution, in the context of the Fourth Industrial Revolution, digital transformation, and international integration, which are strong development trends bringing opportunities but also numerous intertwined difficulties and challenges. The expectations and responsibilities placed on the Industry and Trade sector in the coming period are immense.

Building on the traditions of the industry and inheriting the experience and achievements of previous generations, the Department of Industry and Trade has set key tasks and focused on directing the implementation of tasks and solutions to achieve the highest possible level of targets in the 2024 socio-economic development plan (in the industry and trade sector). This aims to fulfill the targets of the Party Congress Resolutions at all levels for the 2020-2025 term, and the 5-year socio-economic development plan for the 2021-2025 period. It also implements the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050; the Power Development Plan VIII; and Resolution 39-NQ/TW dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045 (in the industry and trade sector).

The sector continues to review the implementation of all programs, projects, and plans in the field of industry and trade. It is enhancing the effectiveness of growth groups (industry and trade), promptly grasping the production and business situation, and actively supporting businesses in overcoming difficulties.

To accomplish our tasks in the coming period, we will focus on effectively implementing mechanisms and policies for investment in industrial cluster infrastructure development, industrial promotion policies, and policies for developing supporting industries. We will strengthen measures to stabilize the market, curb inflation, and stabilize the macroeconomy, especially in the areas of petroleum and goods supply. We will develop and implement the Plan for Restructuring the Industry and Trade Sector in Nghe An Province until 2030. We will advise on the issuance of the Digital Transformation Plan for the Industry and Trade Sector, the Project for the Development of Rural Industries in Nghe An Province from 2024 to 2030, and the Project to develop Nghe An Province into a logistics center in the North Central region. We will promote and improve the effectiveness of trade promotion and export promotion activities, and coordinate investment promotion activities…
