The door to a new era

Dr. Nguyen Thi Huyen Thao, a teacher at Tran Dai Nghia Specialized High School (Ho Chi Minh City), commented: Resolution 71-NQ/TW is considered a gateway for Vietnamese education to enter a new era; building on the achievements of Resolution 29-NQ/TW issued by the Central Committee of the Communist Party in 2013 - which is seen as a gateway for Vietnamese education to enter a period of integration and development.

Resolution 71-NQ/TW sets out specific and clear goals and directions, such as: by 2045, Vietnam must have 5 elite universities and be among the top 100 universities in the world .

In terms of institutions and policies, Resolution 71-NQ/TW has outlined solutions to remove bottlenecks in education such as: increasing preferential allowances to 70% and 100% for disadvantaged areas; committing 20% ​​of total state budget expenditure, of which 5% is for investment and 3% for higher education; building elite universities; attracting international experts; focusing on STEM and promoting strong digital transformation; viewing artificial intelligence (AI) as a turning point to create breakthrough transformations, ushering education into a new era.

According to Dr. Thao, Resolution 71-NQ/TW sets clear and specific goals in training human resources to become global citizens, proficient in foreign languages, technology, critical thinking, and preserving cultural identity.

To achieve this goal, the State is strongly mobilizing resources from society, businesses, funding sources, and paying attention to non-public education. All of this is concretized with clear targets and roadmaps, no longer general and vague as before.

"This demonstrates the determination and efforts of the Party and the State in realizing the goals ahead of the new school year, and is entirely consistent with the general development context of the region and the world. The explosion of scientific and technological applications in all fields, along with the transformation in thinking and perception of the world in the context of integration and cooperation at a new level, means that all citizens and nations are striving towards common goals, while still preserving their own national identity," Ms. Thao shared.

Promoting international cooperation, approaching international education

According to Dr. Nguyen Thi Huyen Thao, Resolution 71-NQ/TW clearly states that international cooperation in the field of education and training is emphasized and expanded in various forms to mobilize investment resources from developed countries, corporations, and foreign businesses. At the same time, the training of high-quality human resources is promoted through the establishment of scholarship funds.

This also involves expanding, diversifying, and deepening international cooperation mechanisms in education, training, and scientific research. The application of international standards in the national education system is being strengthened in a manner appropriate to Vietnam's conditions and circumstances. Simultaneously, negotiations and agreements on cooperation in education, training, science, and technology are being promoted, along with active participation in international organizations for quality assurance and educational development.

Furthermore, it is necessary to improve mechanisms and policies to effectively support higher education institutions in collaborating and linking with prestigious universities and large enterprises abroad, especially in key sectors and emerging technologies. Encouraging collaboration and training in the form of digital education and cross-border education is also an important direction.

"This is considered a crucial turning point for Vietnamese education to approach and integrate with the region and the world. It's not just now that the Party and State have focused on international cooperation in education. However, Resolution 71 has clearly and specifically outlined the forms of cooperation, allowing the application of international education models suitable to our country's conditions and circumstances. In particular, the improvement of policy mechanisms and the strengthening of monitoring and quality assurance activities demonstrate appropriate attention to educational activities 'in the name of international standards' but with substandard quality," assessed Dr. Nguyen Thi Huyen Thao.

"For the first time, students are receiving financial and credit support. We often hear real-life fairy tales of 'poor families, excellent students, but the door to university gradually slips away due to insufficient funds.' This is seen as opening a door to educational opportunities for everyone. This is entirely in line with UNESCO's orientation of 'Education for all,' ensuring that education is not limited by administrative borders, financial difficulties, or that no one is left behind. Many countries around the world have been doing this for a long time, such as the United States, and now this policy is present in our country."

Furthermore, this expert also noted that investing in and providing financial support to learners has opened up opportunities for private and international education systems to participate in educational development.

This helps leverage the capital, facilities, and high-quality human resources, especially the organizational and managerial capacity of the non-public education system – which is always considered a key factor in developing education towards international standards – while also contributing to the parallel development of the public education system.
