
Currently, the National Assembly is considering and discussing the amended Press Law – an important legal framework for the development of the press in the new era. This is an issue of great public interest, as it not only directly relates to the life of the press, the thoughts and feelings of journalists, and the people's right to information, but also affects the future of the revolutionary press with a 100-year tradition founded by President Ho Chi Minh and nurtured by many generations of Party and State leaders.
One of the notable changes in the draft amended Law on the Press includes provisions regarding key multi-media communication agencies. These are media organizations encompassing various types of media and affiliated media outlets; they have a specific financial mechanism as stipulated by the Government; and they are established in accordance with the Strategy for the Development and Management of the Press System approved by the Prime Minister .
Currently, there are six media organizations slated to become major multi-media communication complexes. These are Vietnam Television, Vietnam Radio , Vietnam News Agency, Nhan Dan Newspaper, Quan Doi Nhan Dan Newspaper, and Cong An Nhan Dan Newspaper.
In my opinion, the amended Press Law should include a provision allowing Hanoi and Ho Chi Minh City to establish or pilot a model of a multi-media flagship media complex. These are the two largest media centers in the country, possessing media outlets with rich traditions, potential, resources, and strong brands. This would not only align with the development trends of modern journalism and media, meeting the development requirements and tasks of the two most important centers in the country, but also create conditions to retain newspapers with strong brands.
Media outlets that meet the three criteria of being a "strong brand," "financially independent," and "having high prestige and social impact" should have independent legal status within major multi-media communication groups.
Newspapers like HanoiMoi, Kinhte va Do Thi... in Hanoi, or Saigon Giai Phong, Tuoi Tre... in Ho Chi Minh City currently meet these criteria and can become independent legal entities within the major multimedia media conglomerate of the two cities. And not only in these two cities, if journalism develops further in the future, any media outlet that meets these three criteria will also be allowed to operate under a similar mechanism. Such regulations will certainly create momentum for the development of journalism nationwide, serving the nation and the people.
Furthermore, preserving well-known newspapers has not only political significance but also cultural and historical importance. I believe this is the responsibility of legislators. A prime example is HanoiMoi – a newspaper whose name was given twice by President Ho Chi Minh, a name with profound significance. It is also a media outlet with a nearly 70-year tradition, making important contributions to the national liberation struggle, the construction and development of the capital and the country; it was the first provincial-level Party newspaper to be awarded the title of Hero of Labor during the đổi mới (renovation) period. HanoiMoi can be considered one of the cultural and spiritual symbols of Hanoi, cherished by readers of all generations...
If the amended Press Law fails to preserve the traditional newspapers that have contributed to the glorious history of Vietnam's revolutionary press and are currently performing well on the ideological and cultural front of the Party, effectively serving the cause of national construction, protection, and development, then it will not meet the requirements as directed by the Central Committee and the expectations of the people, including journalists nationwide.
