On December 5, 2024, Comrade Le Minh Hung, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Commission and Deputy Head of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" signed and issued Official Dispatch No. 21-CV/BCĐ on implementing the task of summarizing Resolution No. 18.

The dispatch stated: The extraordinary meeting of the 13th Party Central Committee issued Resolution No. 56-NQ/TW, dated November 25, 2024, determining the highest political determination in implementing the summary of Resolution 18 and basically agreeing on the content of the suggestions and orientations of the Politburo for Party committees, Party organizations, agencies and units under the Central Committee to study and propose the arrangement and completion of the apparatus of the streamlined political system, operating effectively and efficiently; assigning the Politburo and the Central Steering Committee on the summary of Resolution 18 (hereinafter referred to as the Steering Committee) to consider and decide on the arrangement according to their authority for agencies and organizations that have had a carefully prepared plan.
Implementing the direction of General Secretary To Lam on the time to organize the Central Conference (expected in mid-February 2025) and the extraordinary National Assembly session (expected in late February 2025); to ensure the time to organize party congresses at all levels towards the 14th National Congress of the Party, the Steering Committee requests party committees, party organizations, agencies and units to urgently implement the following contents:

- The Central Party Committees shall preside over the development of the project: Review and streamline the focal points at the department, division, unit and affiliated organization levels; preside over and coordinate with the Central Organizing Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure and working relationships of their agencies and units (to be completed before December 31, 2024); Review the steering committees of which the agencies and units are standing bodies, propose the Politburo and the Secretariat to end their operations (only retain steering committees with truly necessary functions and tasks) (to be completed before December 31, 2024); End the operations of magazines, transfer related functions and tasks to the Communist Magazine; Preside over and coordinate with the Communist Magazine and the Central Organizing Committee to arrange and streamline the staff of cadres, civil servants, public employees, and workers of magazines, ensuring smooth transfer (to be completed before December 15, 2024).
- The Central Propaganda Department shall preside over the development of the project: Ending the operation of the Communist Party of Vietnam Electronic Newspaper, transferring related functions and tasks to Nhan Dan Newspaper (to be completed before December 15, 2024); Transferring the functions and tasks of the Central Council for Theory and Criticism of Literature and Arts, the Scientific Council of Central Party Agencies to the Ho Chi Minh National Academy of Politics (to be completed before December 31, 2024); The Central Propaganda Department shall preside over and coordinate with the Ho Chi Minh National Academy of Politics, Nhan Dan Newspaper, and the Central Organization Committee to arrange and streamline the staff of cadres, civil servants, public employees, and workers of the Communist Party of Vietnam Electronic Newspaper, the Central Council for Theory and Criticism of Literature and Arts, and the Scientific Council of Central Party Agencies at present, ensuring smooth transition.
- The Ho Chi Minh National Academy of Politics presides over and coordinates with the Central Organizing Committee and relevant agencies to transfer and receive the functions and tasks of the Central Theoretical Council; presides over and coordinates with the Central Propaganda Department and the Central Organizing Committee to transfer and receive the functions and tasks of the Central Council for Theory and Criticism of Literature and Arts, the Scientific Council of Central Party agencies; coordinates in arranging and streamlining the staff of cadres, civil servants, public employees and workers of the above councils (to be completed before December 31, 2024); presides over and coordinates with the Ministry of Home Affairs and the Central Organizing Committee to transfer and receive the organization and arrange and streamline the staff of cadres, civil servants, public employees and workers of the current National Academy of Public Administration (to be completed before December 31, 2024); Develop a project to streamline the departments, units and affiliated organizations; Preside over and coordinate with the Central Organizing Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on functions, tasks, powers, organizational structure, and working relationships of its unit (to be completed before December 31, 2024).
- Nhan Dan Newspaper presides over the development of the project: Ending the operation of Nhan Dan Television, transferring related functions and tasks to Vietnam Television (to be completed before December 15, 2024); Presiding over and coordinating with the Central Propaganda Department and the Central Organization Department to carry out the transfer and acceptance of functions and tasks of the Communist Party of Vietnam Electronic Newspaper (to be completed before December 31, 2024); Project to streamline departments, units and affiliated organizations; presiding over and coordinating with the Central Propaganda Department and the Central Organization Department to draft and submit to the Politburo for promulgation new regulations on functions, tasks, powers, organizational structure and working relationships of its units (to be completed before December 31, 2024); Presiding over the arrangement and streamlining of staff, civil servants, public employees and workers of Nhan Dan Television; (5) Coordinate with the Central Propaganda Department to arrange and streamline the staff, civil servants, public employees, and workers of the current Communist Party Electronic Newspaper.
- The Communist Magazine presides over and coordinates with the Central Organizing Committee and the Central Party Committees to transfer and take over the functions and tasks of the magazines of the Central Party Committees; coordinates in the arrangement and streamlining of the organization and staff of current magazines (to be completed before December 31, 2024); Develops a project to streamline the departments, units and affiliated organizations; presides over and coordinates with the Central Organizing Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organization and working relationships of its units (to be completed before December 31, 2024).
- The Central Health Care Committee presides over and coordinates with the Central Organizing Committee, the Ministry of Health and relevant agencies to develop a project to end the activities of the Central Health Care Committee, transfer the tasks to the Central Organizing Committee, the Ministry of Health and a number of central hospitals; propose a plan to arrange and assign cadres, civil servants, public employees and workers of the current Central Health Care Committee (to be completed by December 15, 2024).
- The Central Organizing Committee presides over advising the Politburo to decide on: The policy of transferring the functions and tasks of the Central Theoretical Council to the Ho Chi Minh National Academy of Politics; The policy of ending the activities of the Central Committee for Health Care of Cadres; Amending and supplementing relevant regulations of the Politburo and the Secretariat to streamline the organizational apparatus, arrange cadres, and reduce staffing (to be completed before January 15, 2025)
The Central Organizing Committee presides over and advises the Secretariat on the regulations: Functions, tasks, powers, organizational structure (including functions and tasks of advisory and support agencies), working relationships and model working regulations of Party Committees directly under Party Committees: Government, National Assembly, Vietnam Fatherland Front and Party Committees of Party agencies, Central judiciary agencies, Office of the President; Functions, tasks, organizational structure, working relationships and model working regulations of Party Committees of Party agencies, mass organizations, People's Councils, and judiciary at provincial level; Functions, tasks, organizational structure, working relationships and model working regulations of Party Committees of provincial-level government agencies (to be completed before January 15, 2025).
Coordinate and advise on staff arrangement according to management authority at agencies, units and organizations after streamlining the organizational structure.
Coordinate with relevant agencies to review steering committees towards ending their activities, retaining only those steering committees with truly necessary functions and tasks.
The Central Party Office presides over and coordinates with the Party Executive Committee of the Ministry of Finance and relevant agencies to propose plans to handle headquarters, assets, and facilities of agencies implementing the organization and streamlining of the apparatus.

- Ban Tổ chức Trung ương chủ trì tham mưu bổ sung, sửa đổi Quy định số 24-QĐ/TW, ngày 30/7/2021 của Ban Chấp hành Trung ương quy định thi hành Điều lệ Đảng (trình Bộ Chính trị trước ngày 15/01/2025); Tham mưu Ban Chỉ đạo xây dựng, hoàn thiện Báo cáo tổng kết việc thực hiện Nghị quyết 18; Tờ trình của Bộ Chính trị trình Ban Chấp hành Trung ương; dự thảo Nghị quyết (Kết luận) của Ban Chấp hành Trung ương (trình Bộ Chính trị trước ngày 31/01/2025); Trình Bộ Chính trị, Ban Chấp hành Trung ương sửa đổi Chỉ thị số 35-CT/TW, ngày 14/6/2024 về đại hội đảng bộ các cấp, tiến tới đại hội đại biểu toàn quốc lần thứ XIV của Đảng và phương hướng công tác nhân sự; Chủ trì, tham mưu Bộ Chính trị trình Ban Chấp hành Trung ương về công tác nhân sự theo thẩm quyền.
* Về những nội dung chuẩn bị để trình Bộ Chính trị, Ban Bí thư sau khi có nghị quyết (kết luận) của Ban Chấp hành Trung ương
Đối với các cấp ủy, tổ chức đảng trực thuộc Trung ương, cơ quan, đơn vị của Đảng ở Trung ương:
Ban Tổ chức Trung ương thực hiện các nhiệm vụ sau:
+ Chủ trì, tham mưu hoàn thiện Quy định thi hành Điều lệ Đảng (bổ sung, sửa đổi), Nghị quyết (Kết luận) của Hội nghị bất thường của Ban Chấp hành Trung ương dự kiến giữa tháng 02/2025 (trình Bộ Chính trị ngay sau Hội nghị Ban Chấp hành Trung ương).
+ Chủ trì, phối hợp với các cơ quan liên quan tham mưu, trình: Bộ Chính trị ban hành quyết định kết thúc hoạt động của Ban cán sự Đảng Chính phủ, Đảng đoàn Quốc hội, Đảng đoàn Mặt trận Tổ quốc Việt Nam, Đảng bộ Khối các cơ quan Trung ương, Đảng bộ Khối Doanh nghiệp Trung ương; thành lập các đảng bộ và chỉ định ban chấp hành, ban thường vụ, bí thư, phó bí thư các đảng ủy: Chính phủ, Quốc hội, Mặt trận Tổ quốc Việt Nam và Đảng bộ Các cơ quan Đảng, cơ quan tư pháp Trung ương, Văn phòng Chủ tịch nước nhiệm kỳ 2020 - 2025 (trình Bộ Chính trị trước ngày 01/3/2025); Ban Bí thư ban hành quyết định kết thúc hoạt động của các đảng đoàn, ban cán sự đảng ở Trung ương, đảng đoàn các tổ chức chính trị - xã hội, các hội quần chúng do Đảng, Nhà nước giao nhiệm vụ và cho chủ trương kết thúc hoạt động của ban cán sự đảng, đảng đoàn, các đảng bộ khối cấp tỉnh; cho chủ trương để cấp ủy trực thuộc Trung ương chỉ định ban thường vụ, bí thư, phó bí thư các đảng ủy (chi bộ) ở các cơ quan, đơn vị, tổ chức hiện nay có đảng đoàn, ban cán sự đảng theo thẩm quyền (trình Ban Bí thư trước ngày 01/3/2025).
+ Chủ trì, phối hợp với các cơ quan liên quan tham mưu, trình Bộ Chính trị ban hành: Quyết định thành lập, quy định chức năng, nhiệm vụ, quyền hạn, tổ chức bộ máy, mối quan hệ công tác của ban mới trên cơ sở sáp nhập Ban Tuyên giáo Trung ương và Ban Dân vận Trung ương; đề xuất sắp xếp, bố trí cán bộ, công chức, viên chức, người lao động của Ban Tuyên giáo Trung ương và Ban Dân vận Trung ương hiện nay (hoàn thành trước 01/3/2025); Quyết định kết thúc hoạt động của Ban Đối ngoại Trung ương, chuyển các nhiệm vụ chính về Bộ Ngoại giao; một phần công việc về Văn phòng Trung ương Đảng (hoàn thành trước 01/3/2025).
+ Chủ trì tham mưu Bộ Chính trị, Ban Bí thư sắp xếp, bố trí cán bộ diện Trung ương quản lý.
+ Hướng dẫn chức năng, nhiệm vụ, tổ chức bộ máy, biên chế, mối quan hệ công tác các cơ quan tham mưu, giúp việc các đảng ủy trực thuộc Trung ương mới thành lập (trình Ban Bí thư trước ngày 01/3/2025).
+ Tham mưu bổ sung, sửa đổi Hướng dẫn số 01-HD/TW, ngày 28/9/2021 của Ban Bí thư một số vấn đề cụ thể thi hành Điều lệ Đảng; rà soát bổ sung, sửa đổi, ban hành mới các quy định, hướng dẫn của Bộ Chính trị, Ban Bí thư có liên quan để thực hiện sắp xếp tinh gọn tổ chức bộ máy sau khi Ban Chấp hành Trung ương bổ sung, sửa đổi quy định thi hành Điều lệ Đảng (trình Ban Bí thư trước ngày 31/3/2025).
- Văn phòng Trung ương Đảng chủ trì, phối hợp với Ban Tổ chức Trung ương và các cơ quan liên quan tham mưu Bộ Chính trị ban hành quyết định chức năng, nhiệm vụ, quyền hạn, mối quan hệ công tác của Văn phòng Trung ương Đảng sau khi Ban Đối ngoại Trung ương kết thúc hoạt động (hoàn thành trước 01/3/2025).
Đối với khối Chính phủ, Ban cán sự đảng Chính phủ (hoặc Đảng ủy Chính phủ sau khi được lập) lãnh đạo, chỉ đạo thực hiện các nhiệm vụ sau:
- Trình Quốc hội (kỳ họp bất thường vào cuối tháng 02/2025): (1) Ban hành Nghị quyết của Quốc hội về việc thành lập, giải thể một số bộ (trước ngày 28/02/2025); (2) Xem xét việc sửa đổi, bổ sung các luật: Luật Tổ chức Chính phủ, Luật tổ chức chính quyền địa phương, các văn bản luật liên quan sau khi Ban Chấp hành Trung ương, Bộ Chính trị cho chủ trương về sắp xếp tinh gọn tổ chức bộ máy (trước ngày 28/02/2025).
- Ban hành các nghị định quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của từng bộ, cơ quan ngang bộ (đối với các bộ, cơ quan ngang Bộ thực hiện sắp xếp theo Nghị quyết/Kết luận của Ban Chấp hành Trung ương) (trước ngày 15/3/2025).
- Lãnh đạo, chỉ đạo các bộ, cơ quan ngang bộ (đối với các bộ, cơ quan ngang Bộ thực hiện sắp xếp theo Nghị quyết/Kết luận của Ban Chấp hành Trung ương) hoàn thiện chức năng, nhiệm vụ, quyền hạn, sắp xếp tinh gọn các vụ, đơn vị, tổ chức trực thuộc (hoàn thành trước ngày 15/3/2025).
Đối với các cơ quan của Quốc hội và Ủy ban Thường vụ Quốc hội
Đảng đoàn Quốc hội (hoặc Đảng ủy Quốc hội sau khi được lập) lãnh đạo, chỉ đạo thực hiện các nhiệm vụ sau:
- Tổ chức kỳ họp bất thường của Quốc hội vào cuối tháng 02/2025 để xem xét sửa đổi, bổ sung các luật có liên quan và công tác nhân sự theo thẩm quyền của Quốc hội (trước ngày 28/02/2025).
- Hoàn thiện sắp xếp tinh gọn các Ủy ban của Quốc hội, các cơ quan thuộc Ủy ban Thường vụ Quốc hội, các vụ, đơn vị, tổ chức trực thuộc Văn phòng Quốc hội (hoàn thành trước ngày 15/3/2025).
Đối với Trung ương Mặt trận Tổ quốc Việt Nam và các tổ chức chính trị - xã hội
Đảng đoàn Mặt trận Tổ quốc Việt Nam, Đảng đoàn Tổng Liên đoàn lao động Việt Nam (hoặc Đảng ủy Mặt trận Tổ quốc Việt Nam và các tổ chức chính trị - xã hội sau khi được lập) lãnh đạo, chỉ đạo sửa đổi, bổ sung các quy định của Đảng, pháp luật của Nhà nước có liên quan (hoàn thành trước ngày 28/02/2025).
Implementing organization
Các cấp ủy, tổ chức đảng, cơ quan, đơn vị, trực tiếp là người đứng đầu tập trung chỉ đạo, khẩn trương triển khai quyết liệt các nhiệm vụ, bảo đảm các cơ quan, đơn vị, tổ chức sau sắp xếp hoạt động thông suốt, hiệu lực, hiệu quả ngay, không để gián đoạn công việc, không để bỏ trống địa bàn, lĩnh vực, không để ảnh hưởng đến các hoạt động bình thường của cơ quan, đơn vị, tổ chức và xã hội.
Phân công cụ thể trách nhiệm triển khai xây dựng các nhiệm vụ về sắp xếp, giải thể, sáp nhập cơ quan, đơn vị theo đúng kế hoạch, tiến độ; định kỳ báo cáo tiến độ thực hiện nhiệm vụ, đề án về Ban Chỉ đạo (qua Ban Tổ chức Trung ương) trước 15 giờ thứ 6 hàng tuần.
Ban Tổ chức Trung ương giúp Ban Chỉ đạo thường xuyên theo dõi, nắm tình hình, tham gia ý kiến (khi cần thiết) trong quá trình triển khai các bước xây dựng, thực hiện đề án, nhiệm vụ của các cấp ủy, tổ chức đảng, cơ quan, đơn vị bảo đảm đúng tiến độ, nội dung định hướng, gợi ý và chỉ đạo của Bộ Chính trị, Ban Chỉ đạo.
