Mr. Nguyen Xuan Tu, Deputy Head of the Revenue Management and Self-Paying Group Development Department (Revenue Management Board - Book and Card; Vietnam Social Security), stated that according to Article 22 of the 2023 Identity Card Law, from July 1, 2024, citizens can request the integration of information into their identity cards when needed or when applying for, renewing, or reissuing identity cards.
Accordingly, the information integrated into the identity card includes card information, health insurance information, social insurance book, driver's license, birth certificate, marriage certificate, or other documents, except for information on documents issued by the Ministry of National Defense . Using the information integrated into the identity card has the same value as providing or using documents containing that information in administrative procedures, public services, transactions, and other activities.

Citizens go to the Administrative Police Department for Social Order Management of the Ho Chi Minh City Police to get identity cards with integrated DNA biometrics .
By integrating health insurance card information into the national identity card, citizens can use their national identity card for medical examinations, treatment, and health insurance procedures, or they can present their health insurance card as before, which remains valid for medical examinations and treatment.
For citizens who already have a Citizen Identification Card (CCCD) but it has not yet been integrated with their Health Insurance Card, they can follow these steps:
- Bring your valid Citizen Identity Card (CCCD) and Health Insurance Card to the nearest Social Insurance agency to request integration. After integration is complete, you will receive your CCCD with integrated Health Insurance information.
- Online integration of health insurance information: Citizens can integrate their health insurance information into their chip-based citizen identification card (CCCD) online via the Vietnam Social Security Public Service Portal website using the "Change CCCD number" function on VssID. This method applies to citizens who registered to use the VssID application before receiving their 12-digit chip-based CCCD card. After successfully updating their chip-based CCCD card information on the system, the health insurance card data will be automatically integrated into the chip-based CCCD. Once the health insurance card information is integrated into the CCCD, only the CCCD card needs to be presented when seeking medical treatment; the paper health insurance card is no longer required.
Regarding the question of how the health insurance contribution rate will increase after July 1st, Mr. Tu stated: Government Decree No. 73 dated June 30, 2024, stipulates the basic salary and bonus regime for officials, civil servants, public employees, and the armed forces. Accordingly, from July 1, 2024, the basic salary will increase from VND 1,800,000/month to VND 2,340,000/month, a corresponding increase of 30%. Thus, the health insurance contribution rate for those participating in health insurance, calculated based on the basic salary, will increase by a corresponding 30%.
Furthermore, Government Decree No. 74 dated June 30, 2024, stipulates the minimum wage for employees working under labor contracts. Accordingly, the monthly minimum wage for regions I, II, III, and IV has increased by approximately 6% compared to the monthly minimum wage stipulated in Government Decree No. 38/2022. Therefore, the health insurance contribution for those participating in health insurance, calculated based on the regional minimum wage, will increase by at least 6%.
For near-poor households, Clause 3, Article 1 of Government Decree No. 75 dated October 19, 2023, amending and supplementing a number of articles of Government Decree No. 146 dated October 17, 2018, detailing and guiding the implementation of a number of articles of the Health Insurance Law, stipulates: 100% support for health insurance contributions for individuals belonging to near-poor households residing in poor districts as decided by the Prime Minister and other documents of competent authorities; and at least 70% support for health insurance contributions for individuals belonging to near-poor households according to the near-poor household standard for the period 2022-2025 as stipulated in Government Decree 07/2021 and other documents of competent authorities amending, supplementing, or replacing the near-poor household standard applicable to each period. The People's Committee of the province or centrally-administered city, based on the local budget capacity and other legitimate funding sources, shall submit to the Provincial/City People's Council for decision the level of support for health insurance contributions for eligible individuals, exceeding the minimum support level for certain groups of participants.
