Over the years, the "National Unity for Building a Culturally Rich Life" movement in Quang Ninh has continuously developed and expanded, attracting a large number of people from all walks of life. As a result, the cultural landscape and people of Quang Ninh in this new era have become even richer in identity, civility, and progress. During our reporting, we have documented exemplary stories and actions that serve as bright spots in building a culturally rich life at the grassroots level.
From barren land to a playground
In Vinh Lap neighborhood (Mao Khe ward, Dong Trieu town), many residents maintain the habit of going to the public playground every afternoon to relax and exercise after a stressful day of work and study. On the spacious concrete courtyard, children can play freely, while the neighborhood's folk dance and fitness groups have ample space to practice and socialize. Under the shade of trees, friends can sit and chat, sharing cool drinks to escape the sweltering heat of late summer. Outdoor exercise equipment is installed along the playground, and it seems to be packed with users every afternoon... It can be said that this playground has become a practical community cultural institution, helping to strengthen neighborly bonds and meeting the needs and aspirations of the majority of the people.
Just over three months ago, this place was still an empty plot of land, overgrown with weeds, and littered with illegally dumped garbage, creating an unsightly and unpleasant scene right in the heart of the neighborhood. Mr. Nguyen Quang Vinh, Party Secretary and Head of Vinh Lap neighborhood, recounted: The neighborhood held many meetings and proposed various solutions to address this "black spot," such as organizing monthly clean-up campaigns and clearing overgrown bushes; or posting warning signs and obtaining signed commitments from each household... But the implementation was ineffective, and the pollution and unsightly appearance continued to recur, especially regarding the issue of garbage. Many residents have improved their awareness, but people from other areas passing through still intentionally violate the rules, making it very difficult to enforce. Finally, the plan to transform the land into a public playground was proposed, aiming to completely eliminate the pollution and contribute to improving the cultural and spiritual life of the entire neighborhood.
This plan for Vinh Lap neighborhood has been approved by the local Party committee and government, and quickly gained widespread support and participation from officials and residents. The entire cost of construction, purchasing, and installing sports equipment, as well as lighting and security cameras, totaling nearly 170 million VND, was entirely raised through social mobilization. A spacious environment not only fosters community cohesion but also changes people's awareness of environmental protection. In the future, more trees, flowers, and murals will be added to further enhance the neighborhood's appearance. With improved spiritual life and the development of cultural values, negative aspects and social ills will gradually be eliminated and pushed back.
Preserving traditional songs and melodies.
For many years, the mass cultural and artistic movement has been consistently maintained and strongly developed by localities throughout the province. This has contributed to preserving, transmitting, and developing the cultural identity and traditional customs typical of each region and ethnic group; at the same time, it has helped to narrow the gap in access to culture and art between localities within the province.
In Binh Dan commune (Van Don district), despite the many changes in the simple rural life during the urbanization process, the San Diu ethnic community here still cherishes their love for traditional songs and melodies, full of simplicity and gentleness. This is the Soong Co melody – a unique form of singing in the treasure trove of oral folk art, whose history is closely linked to the labor, production, cultural activities, customs, and traditions of the San Diu people. To prevent this cultural heritage from fading away in the whirlwind of modern life, many traditional preservation models have been actively participated in by the people of Binh Dan commune. Among them is the Soong Co singing club established by the Women's Union of the commune, which brings together a large number of members of all ages.
The elderly women and aunts wholeheartedly teach the younger members everything from melodies and lyrics to traditional costumes, performance styles, and rituals in accordance with cultural identity. The women learn many new melodies, becoming more confident and bolder when performing love songs and promoting their ethnic culture to friends from all over the world. Setting aside the hustle and bustle of their busy working lives, the songs, sung with love for their homeland, help to enrich their cultural and spiritual lives.
Self-governance of security and order
Cam Trung Ward is the most bustling urban center in Cam Pha City. Therefore, mobilizing the active participation of the community in maintaining social order and safety is one of the outstanding achievements in the "All People Unite to Build a Culturally Rich Life" movement. Recently, following directives from higher authorities, security and order protection teams have been established in each neighborhood of Cam Trung Ward, operating in accordance with the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, effective from July 1, 2024. This helps to streamline and improve the organization, functions, and tasks, creating a solid and comprehensive legal basis for building, consolidating, and maintaining forces participating in protecting security and order at the grassroots level, meeting the increasingly high demands of ensuring security and order.
Taking us to a mobilization event, Mr. Vu Huu Sau, Head of the Security Protection Team in Ward 1B (Cam Trung Ward), shared that these are not new tasks. He and his colleagues have decades of practical experience, coordinating and providing strong support to the police and local authorities in maintaining security in the residential area, achieving many outstanding results. The most significant new development now is the honor and pride of having laws that fully define their position, functions, duties, organizational principles, and reasonable benefits.
"To live up to these expectations and concerns, we, as honored citizens, are all united and determined to seriously and responsibly carry out our duties. We remind each other to work day and night, contributing our small efforts to maintain peace and happiness in our neighborhood," Mr. Sau affirmed.
The establishment of a force to protect security and order at the grassroots level marks the birth of a new force created by the local government, based on the voluntary participation of the people. This force is selected from the people, lives among them, and is also the force that receives reports and arrives at the scene as quickly as possible when incidents occur. In fact, immediately after its launch, this team quickly deployed its duties, supporting the ward police force in strengthening control over residential areas; coordinating the swift resolution of many incidents related to security and order, urban environment, and community conflicts, preventing the formation of hotspots.
In the vibrant life of Quang Ninh today, there is a significant imprint from the spirit of solidarity and the efforts to build a cultural life from each family and each residential area. This has created momentum for socio-economic development, contributing to building a more prosperous, beautiful, and civilized Quang Ninh.
