The remaining 10 businesses with representative offices in Hai Duong are Herbalife Vietnam Co., Ltd. (Binh Han Ward), AmWay Vietnam (Quang Trung Ward), Nu Skin Enterprises Vietnam (Tran Phu Ward), Seacret (Ngoc Chau Ward), Elken In (Hai Tan Ward), Kyowon The Orm Vietnam (Ngoc Chau Ward) (all in Hai Duong City), Gcop Vietnam (Le Ninh Commune, Kinh Mon District), Oriflame Vietnam (Thanh Giang Commune, Thanh Mien District), and Vietnam Link Group Joint Stock Company (Le Thanh Nghi Ward, Hai Duong City). These businesses have their headquarters in Ho Chi Minh City, Hanoi, and Binh Duong . In the same period of 2023, the majority of multi-level marketing businesses in Hai Duong did not have representative offices in the locality.

Unicity Marketing Vietnam Co., Ltd., headquartered in Ho Chi Minh City, currently has no branches or representative offices in Hai Duong.

Multi-level marketing (MLM) is a business activity that utilizes a network of participants comprising multiple levels and branches. MLM activities must meet the necessary conditions and be conducted in accordance with the law.

The Department of Industry and Trade of Hai Duong province further informed that the businesses confirmed to operate multi-level marketing in Hai Duong mainly deal in functional foods, cosmetics, household goods, etc. Annual revenue from multi-level marketing businesses in Hai Duong reaches over 500 billion VND.

According to Decree No. 18/2023/ND-CP dated April 28, 2023, amending and supplementing several articles of Decree No. 40/ND-CP dated March 12, 2018, on the management of multi-level marketing business activities, to be certified as operating a sales business in a locality, enterprises must meet one of four criteria: having a headquarters, branch, or representative office in the locality; for enterprises without a headquarters, branch, representative office, or business location in the locality, they must appoint a local contact person, and this contact person must be trained, pass a knowledge test, and receive a knowledge certification from the Ministry of Industry and Trade before they can act as a contact person for the enterprise.
