Outstanding achievements of the education sector in the 2023-2024 school year.

1. The entire education sector has organized a review of 10 years of implementing Resolution No. 29-NQ/TW of the 11th Central Committee of the Communist Party of Vietnam on fundamental and comprehensive reform of education and training; thereby, comprehensively evaluating the results of 10 years of reform and proposing directions for the development of education and training in the next phase, in accordance with the domestic and international context.

The Ministry of Education and Training advised the Government to submit to the Politburo for promulgation Conclusion No. 91-KL/TW, dated August 12, 2024, to continue implementing Resolution No. 29-NQ/TW, with 8 key tasks and solutions aimed at further promoting fundamental and comprehensive reform of education and training to meet the requirements of national development in the new period, contributing to bringing Vietnamese education and training to an advanced level in the Asian region by 2030 and an advanced level in the world by 2045.

2. The education sector will continue to improve its institutions and create a legal framework to implement fundamental and comprehensive reforms in education and training as required by Resolution 29 of the Central Committee; and will advise and submit to the Government and the Prime Minister for promulgation decrees, resolutions, projects, and plans on the development of education and training.

The Departments of Education and Training have advised the Provincial Party Committee, the Provincial People's Council, and the Provincial/City People's Committee to issue policies for the development of education and training in their localities; and have promptly and effectively implemented the guidelines and policies of the Party, the State, and the Ministry of Education and Training in the field of education. The Ministry of Education and Training is actively finalizing the Draft Law on Teachers to submit to the National Assembly for consideration and comments at the 8th Session (October 2024).

3. Local authorities continue to focus on universalizing preschool, primary, and lower secondary education, as well as eradicating illiteracy, creating favorable conditions to maximize school enrollment for children of school age, especially those from disadvantaged backgrounds and children with disabilities. The network and scale of schools and classrooms continue to receive investment. Local authorities are reviewing and consolidating scattered school locations, merging small-scale schools to concentrate investment and ensure educational quality; they are paying attention to maintaining and expanding the number of classrooms and adding permanent and semi-permanent classrooms, while reducing the number of temporary or borrowed classrooms to facilitate access for residents, ensure students' learning rights, and align with the socio-economic development plans and requirements of the locality; and they are investing in purchasing equipment and teaching materials to support the implementation of the 2018 Preschool Education Program and the 2018 General Education Program.

4. The 2018 general education program, with many new features, has been implemented synchronously across all subjects and educational activities for grades 1, 2, 3, 4, 6, 7, 8, 10, and 11 nationwide.

The process of compiling and evaluating textbooks has been implemented according to schedule, ensuring quality and timeliness. The implementation of "one curriculum, multiple textbooks" has been effective, highlighting its outstanding advantages and fundamentally shifting the teaching from knowledge transmission to teaching that develops students' qualities and competencies.

Difficulties and obstacles in assigning teachers and organizing the teaching of new subjects have been largely resolved. Educational method reforms have been implemented in all educational institutions; students are encouraged to be proactive and creative, while teachers play the role of organizers, examiners, and guides; teaching methods are diverse, and advanced technology is being gradually applied.

In particular, the effort to reduce textbook costs starting from the 2024-2025 school year has affirmed the role and responsibility of the education sector ahead of the new school year, helping to alleviate the burden on society, especially for parents and students in ethnic minority areas and areas with particularly difficult conditions. In addition, many activities such as donating bookshelves containing textbooks and teacher's books to educational institutions; programs supporting the price and donating textbooks and educational equipment to students such as "Journey of Giving Books - Fulfilling Dreams," "Green Library," etc., have contributed to supporting disadvantaged students to have enough textbooks for their studies.

5. The quality of mass and advanced education continues to improve. The Ministry of Education and Training successfully organized the 2024 High School Graduation Examination, ensuring seriousness, honesty, objectivity, safety, adherence to regulations, and fairness for all candidates.

Vietnamese students continue to achieve high results in international science and engineering competitions in the United States, as well as regional and international Olympiads. The Vietnamese team participating in the 2024 International Science and Engineering Fair in the United States won a Second Prize – the highest award a Vietnamese student has won since 2013; the teams participating in international and regional Olympiads won 10 Gold Medals, 14 Silver Medals, 9 Bronze Medals, and 1 Certificate of Merit. The International Biology Olympiad team ranked 3rd out of 81 participating countries and territories, and the International Chemistry Olympiad team ranked 2nd out of 89 participating countries and territories.

6. Higher education autonomy is gradually becoming more substantive, linked to accountability, transparency, and information disclosure as prescribed; the school governance system is prioritized for improvement and refinement; and scientific, technological, and innovation activities continue to be promoted. The number of higher education institutions and training programs recognized internationally, as well as the number of international publications by domestic scientists, is increasing, gradually affirming the position of Vietnamese higher education on the international education map.

Accreditation and quality assurance conditions are receiving increasing attention from higher education institutions, with a significant increase in the number of accredited higher education institutions and training programs. The training of high-quality human resources in high-tech fields, especially for the semiconductor chip industry in Vietnam, continues to be promoted. Higher education institutions have proactively and responsibly implemented many solutions to prepare well for training human resources for the semiconductor chip industry in Vietnam; forming a cooperative alliance of leading universities in engineering and technology in Vietnam. The number of university enrollment applications in 2024 increased significantly, with nearly 25,000 applications for semiconductor-related majors and nearly 125,000 applications for related majors.

7. To gradually address the shortage and surplus of teachers, the Ministry of Education and Training continues to coordinate with the Ministry of Interior to add 27,826 positions for the 2023-2024 school year; based on this, localities have recruited 19,474 teachers. The Ministry of Education and Training has submitted to the Government a proposal to develop a National Assembly Resolution allowing the recruitment of individuals with college degrees to teach some subjects under the 2018 General Education Program, in order to gradually resolve difficulties and inadequacies in recruiting teachers for subjects under the 2018 General Education Program. To date, the teaching staff has grown in number, gradually overcoming structural inadequacies, implementing regular training corresponding to each target group; and implementing the training roadmap as stipulated in the 2019 Education Law.

8. The entire sector continues to promote digital transformation and the application of information technology in management, direction, and teaching and learning activities. To date, 100% of the education sector's databases, from preschool to general education, have been completed, connecting the sector's databases with national databases on population and insurance. The accelerated deployment of applications based on the education sector's databases to serve students, teachers, and educational institutions has contributed to promoting the development of a digital society within the Government's National Digital Transformation Program.

9. Effectively implement physical education and school health programs, ensuring school safety. Successfully organize student sports competitions: the 13th Southeast Asian Student Games; the National Phu Dong Sports Festival; the "S-Race 2023" running competition for students; ...
