Speaking at the ceremony, Standing Vice Chairman of the Quang Tri Provincial People's Committee Ha Sy Dong shared: This year's National Disaster Prevention and Control Week, with the theme "From Response to Early Action," reminds us that: Every citizen, every community should always be vigilant and proactively respond to natural disasters. Every early action in responding to natural disasters will be extremely important in minimizing damage.
Authorities at all levels, especially at the grassroots level, must always be prepared to act according to the "four on-the-spot" principle to protect lives and property and contribute to mitigating damage caused by natural disasters.

Mr. Ha Sy Dong emphasized that, following the launching ceremony, departments, localities, mass organizations, schools, armed forces, etc., need to continue focusing on implementing practical activities in response to the National Week, attracting widespread participation from agencies, organizations, and the entire population.
In addition, emphasis should be placed on communication and raising awareness and skills within the community; proactively developing, reviewing, adjusting, and effectively implementing disaster prevention and control plans for each stage and annually; and preparing sufficient and ready reserve forces, materials, and equipment according to the established plans and strategies.
At the same time, priority should be given to investing in and improving the capacity and resilience of infrastructure; promptly repairing, reinforcing, and upgrading dike systems, river and sea embankments, dams, community centers, etc., to meet the requirements of disaster prevention and control; and promoting cooperation, information sharing, and leveraging support and assistance from international organizations, businesses, and philanthropists for disaster prevention and control efforts.

The Standing Vice Chairman of the Quang Tri Provincial People's Committee emphasized: "With the attention and guidance of the Party and the State, the will, efforts, and cooperation of the entire community, along with the support of strategic partners and international organizations, I hope and believe that Quang Tri province will continue to achieve even more successes in disaster prevention and control, working together to build a truly disaster-safe community and supporting the sustainable socio-economic development of the province."

At the ceremony, Mr. Nguyen Do Anh Tuan, Director of the International Cooperation Department ( Ministry of Agriculture and Rural Development ), shared: This year, the theme of the National Week is "From Response to Early Action". Early action refers to activities in the prevention and response phase before natural disasters that agencies in the field of disaster prevention and control have been and are implementing.
In disaster risk management, early action includes mitigating the impacts of disasters on vulnerable groups and strengthening disaster prevention and response capabilities through access to financial resources for early action. Globally, more than 70 countries have implemented early action programs based on early warning systems.


Mr. Nguyen Do Anh Tuan stated that 2023 is also a significant year for Vietnam's disaster prevention and control sector as Vietnam assumes the chairmanship of ASEAN cooperation on disaster management.
Therefore, choosing the theme "From Response to Early Action" also aims to demonstrate Vietnam's leading role and responsibility in promoting ASEAN cooperation in the field of disaster management - an important content in ASEAN's socio-cultural cooperation pillar.
On this occasion, representatives from various organizations and units donated equipment and funds for the construction of livestock evacuation camps worth 1.2 billion VND. In particular, representatives from the "Strengthening Flood Resilience for Communities" project from Plan International Vietnam donated early warning equipment, including generators, aluminum telescopic ladders, boats and engines, chainsaws, and portable loudspeakers, worth over 720 million VND, to six project communities in six communes to support enhanced disaster prevention and response capabilities.
To enhance the practical response capabilities of the people, the Quang Tri Provincial Steering Committee for Disaster Prevention and Search and Rescue, together with forces from Trieu Do commune and local residents, organized a disaster prevention and search and rescue drill with various contents, such as: reinforcing houses, evacuating people and relocating livestock, river rescue and relief, and first aid.
