
According to Pham Duy Hung, Vice Chairman of the People's Committee of Bac Kan province, the development of this project is necessary to provide a scientific and practical basis, as well as clear and specific development orientations and plans to help Ba Be tourism effectively utilize its values, live up to its inherent potential, change the local economic structure, and contribute to the preservation and maintenance of cultural identity and ecological environment.
According to the plan, by 2030, the Ba Be Tourist Area will meet the criteria for recognition as a national tourist area under the Tourism Law. After 2030, the tourist area will operate stably. Bac Kan province strives to welcome 1 million visitors to the Ba Be Tourist Area by 2030; approximately 1.35 million by 2035; and about 2-2.5 million by 2050. By 2030, the tourist area will have at least one 4-star hotel, one restaurant with a capacity of over 500 seats, 100% of service facilities meeting standards for serving tourists; a management board for the national tourist area will be established under the provincial authority; and transportation and telecommunications infrastructure will be completed.
Ba Be Lake tourist area is located in the northwest of Bac Kan province, about 74 km from Bac Kan city and about 250 km from Hanoi. Currently, the province is constructing the Bac Kan city - Ba Be Lake road, approximately 39 km long, expected to be completed in 2024 (which will shorten the distance from Hanoi to Ba Be Lake to only about 215 km), creating favorable conditions for travel and contributing to the promotion of local socio -economic development.
The Ba Be tourist area possesses significant potential and advantages in terms of natural landscapes, ecosystems, and biodiversity, combined with the rich cultural traditions of the ethnic minority communities. Most notably, the scenic Ba Be Lake, located in the core area of Ba Be National Park (Nam Mau commune, Ba Be district), boasts a total protected area of over 10,000 hectares. This area is not only outstanding for its biodiversity but also possesses immense geological and geomorphological value, with unique natural landscapes such as Dau Dang Waterfall, Nang River Gorge, Tien Pond, Puong Cave, An Ma Island, and Ba Goa Island. In particular, Ba Be Lake is one of the few large, natural freshwater lakes in the mountains and one of the most beautiful in the world. Furthermore, the area offers many cultural activities reflecting the unique identity of the ethnic minority communities, including festivals, spiritual practices, and beliefs.

Since 2004, Ba Be National Park has been recognized as an ASEAN Natural Heritage Site. At the International Conference on Freshwater Lakes held in the United States in March 2005, Ba Be Lake was included in the list of the 20 most exceptional freshwater lakes in the world that need protection and is considered a "green jewel of humanity". In 2011, Ba Be Lake was recognized as a Ramsar site (a wetland of international importance) by the Secretariat of the Ramsar Convention. In Decision No. 1419/QD-TTg dated September 27, 2012, of the Prime Minister on the ranking of special national monuments, Ba Be Lake scenic area is one of the special national monuments included.
As a renowned ecotourism destination in Northeast Vietnam, boasting stunning landscapes and diverse biodiversity, Ba Be Lake occupies a strategically advantageous position for tourism development, facilitating connections to various tours and routes. Its proximity to the ATK historical site (Cho Don district), Na Tu historical site (Bach Thong district), tourist attractions in Na Hang district (Tuyen Quang province), Pac Bo historical site and Ban Gioc waterfall (Cao Bang province), etc., is a growing number of visitors to the Ba Be tourist area. Simultaneously, numerous investors have been surveying and proposing investment projects for development in this area.
However, in reality, the Ba Be tourist area still faces many challenges that need to be addressed, such as: the criteria and targets for tourism development have not been met to a high standard; the level of interest from tourists and investors in tourism development remains limited; the number of tourists has not reached expectations; the products and services are not truly diverse; the technical infrastructure system is not yet synchronized; and the workforce is not yet professional.
To develop tourism in Ba Be, the People's Committee of Bac Kan province has implemented the construction and is coordinating with the Ministry of Culture, Sports and Tourism to finalize the dossier for submission to the Prime Minister for approval of the plan for preserving and promoting the value of the scenic landscape of Ba Be Lake...
