At the invitation of Prime Minister of the Republic of India Narendra Modi, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh paid a State visit to India from July 30 to August 1. This is Prime Minister Pham Minh Chinh's first State visit to India and the first visit to India by a Vietnamese Prime Minister in 10 years.

The visit was made after India successfully held the 18th Lower House election, with victory belonging to the Indian National Democratic Alliance led by the Bharatiya Janata Party (BJP), Prime Minister Narendra Modi was re-elected for a third consecutive term, affirming his position as a prestigious and influential leader in India's current political arena with many outstanding achievements in economics, science and technology, and foreign affairs in the past two terms. The Vietnam-India Comprehensive Strategic Partnership has developed positively, with a solid foundation of relations and high political trust. Relations between the Party, State and people-to-people exchanges have been expanded. The two sides regularly maintain visits and contacts at high and all levels, in all channels. Defense and security cooperation is an important pillar, the two countries signed the Joint Vision Statement on Defense Partnership and the Memorandum of Understanding on Logistics Support (June 2022). The two sides have promoted bilateral cooperation mechanisms such as the Vietnam-India Joint Commission at the Foreign Minister level, the Vietnam-India Joint Trade Subcommittee, Political Consultation and Strategic Dialogue, Security Dialogue, Defense Policy Dialogue, Foreign Policy Dialogue, Maritime Security Dialogue, etc. Vietnam-India trade turnover has increased 2.5 times since the two countries upgraded their relations to Comprehensive Strategic Partnership in 2016, reaching nearly 15 billion USD in 2023 and about 5.94 billion USD in the first 5 months of 2024. The two countries still have a lot of potential in trade and investment cooperation with many strengths, such as a populous market, dynamic economic development, etc. Recently, large Indian corporations have shown strong interest in the Vietnamese market in strategic fields, such as renewable energy, industry, etc. processing, pharmaceuticals, infrastructure, logistics. Vietjet Air has opened more direct flights to major cities in India, Vinfast has started construction of an automobile assembly and manufacturing plant in Tamil Nadu, India with a committed capital of 2 billion USD. Cooperation in science-technology, agriculture, energy, information and communication, education-training, culture, tourism, and people-to-people exchange has all developed positively; connections between the two countries have been strengthened. Vietnam and India regularly cooperate at regional and international forums and organizations, especially at the United Nations. The two sides support each other in the United Nations Security Council. Vietnam supports India in implementing its "Act East" policy, regional connectivity initiatives, and supporting sub-regional development. The bilateral relationship has maintained a positive momentum of development. Prime Minister Pham Minh Chinh's first State visit to India continues to affirm that both sides attach importance to and wish to further strengthen the Vietnam-India Comprehensive Strategic Partnership. During the visit, the leaders of the two countries held talks, meetings, and discussed specific orientations and measures to continue to strengthen trust, and continue to develop bilateral relations in a substantive and effective manner in politics, diplomacy, defense, security, economy, trade, and investment. The commitments and cooperation documents agreed upon during the visit will strengthen and expand multifaceted cooperation between the two countries, including areas in which India has strengths such as healthcare, pharmaceuticals, electronics and telecommunications, energy, digital economy, green economy, etc. The Prime Minister's activities in visiting and meeting with key educational, cultural and economic institutions in India as well as meeting with representatives of the Vietnamese community in the host country highlight the message of Vietnam's deep integration, dynamic development, while promoting the great solidarity and strength of the entire nation.
