Approval of the Youth Union Cadre Training Program for the period 2023-2027

The goal is to create a pool of successor cadres for the 12th Congress of the Youth Union at all levels, for the 2022-2027 term and subsequent terms; and to provide a source of high-quality young cadres for the Party and the political system.

Deputy Prime Minister Tran Luu Quang signed Decision 489/QD-TTg on May 11th approving the Project "Training of Youth Union Cadres". Ho Chi Minh Communist Youth" period 2023 - 2027.

The overall objective of the Project is to create a significant transformation in the quality and effectiveness of training for Youth Union officials, contributing to improving the capacity, practical skills, advisory abilities, and organizational skills of Youth Union officials at all levels; building a team of Youth Union officials with strong political convictions, good moral character, a healthy lifestyle, exemplary conduct, revolutionary aspirations and will; professional and proficient in their work, and capable of meeting the requirements of the new era and international integration.

The specific objectives of the Project are: 90% of youth union officials slated for key positions will receive training in knowledge, professional skills, and work techniques; 80% of full-time and part-time youth union officials at all levels will receive updated and enhanced professional knowledge, skills, and work techniques related to the Youth Union, Youth Association, and Young Pioneers, contributing to improving the capacity and standardizing the team of youth union officials at all levels.

100% key youth union officials Provincial, district, and central-level officials receive training to enhance their management, advisory, and implementation capabilities.

One of the tasks and solutions of the Project is raise awareness of the Youth Union officials. Specifically, to disseminate, publicize, and thoroughly explain to the Youth Union officials at all levels the Party and State's policies on personnel work, especially the training and development of Youth Union officials.

The basic contents of the Youth Union Cadre Training Program for the period 2023-2027 have been thoroughly understood, and Youth Union organizations at all levels are required to proactively develop plans or projects to submit to the Party committees and authorities at the same level for approval. The program is designed to be flexible and applicable to various localities and target groups.

Another task and solution of the Project is to develop programs and improve the quality of training courses. Specifically, it involves researching, developing, and issuing training programs for Youth Union officials at all levels that are appropriate to the new situation. The programs are designed to be flexible and applicable to various locations and target groups.

This includes programs organized by Central Committee of the Youth Union Training and professional development programs are organized for the following positions: Provincial Youth Union Secretary and officials slated for the position of Provincial Youth Union Secretary; Provincial Deputy Youth Union Secretary and officials slated for the position of Provincial Deputy Youth Union Secretary; District Youth Union Secretary and officials slated for the position of District Youth Union Secretary; and training for Commune Youth Union Secretary and officials slated for the position of Commune Youth Union Secretary.

In addition, training will be provided on basic knowledge, professional skills, and expertise related to Youth Union, Youth Association, and Young Pioneer activities; and specialized training in areas such as: Propaganda; Organization; Inspection and Supervision; Youth Mobilization and Solidarity; School Youth Union; Student Association; Children's Affairs; and Office Management.

Training programs tailored to international integration: Entrepreneurship and innovation; Digital transformation and the digital economy in the era of the 4.0 industrial revolution; training in leadership and management knowledge and skills; training of lecturers and presenters.

Annually, provincial and city Youth Unions and affiliated Youth Unions determine targets, develop plans and programs, and organize training courses for Youth Union officials based on the situation, needs, and conditions of their localities and units, according to their respective levels of management.
