Approving the Project to train Youth Union officials for the period 2023

The goal is to create a source of successor cadres for the term of the 12th Congress of the Youth Union at all levels, term 2022 - 2027 and the next term; to provide a source of quality young cadres for the Party and the political system.

Deputy Prime Minister Tran Luu Quang signed Decision 489/QD-TTg on May 11 approving the Project "Training Youth Union officials" Ho Chi Minh Communist Youth Union" period 2023 - 2027.

The general objective of the Project is to create a strong change in the quality and effectiveness of training union cadres, contributing to improving the capacity, practicality, advisory capacity, and implementation organization of union cadres at all levels; building a team of union cadres with strong political will, good moral qualities, a healthy lifestyle, exemplary, ambitious and revolutionary will; professional and proficient in their profession, with enough capacity to meet the requirements of the new stage and international integration.

The specific objective of the Project is that 90% of the planned youth union cadres for key positions will be trained in knowledge, expertise, and working skills. 80% of full-time and part-time youth union cadres at all levels will be updated and trained in professional knowledge, expertise, and working skills of the Youth Union, Association, and Team, contributing to improving the capacity and standardizing the youth union cadres at all levels.

100% key union officials Provincial, district and central level officials are trained to improve their management, advisory and implementation capacity.

One of the tasks and solutions of the Project is raise awareness of union cadres. Specifically, to propagate, disseminate and thoroughly understand to union cadres at all levels the policies of the Party and State on cadre work, especially the training and fostering of union cadres.

Thoroughly grasp the basic contents of the Youth Union Cadre Training Project for the period 2023 - 2027 and require Youth Union organizations at all levels to proactively develop plans or projects to submit to the Party Committee and authorities at the same level for approval. The program is flexibly designed to be applied to many locations and subjects.

Other tasks and solutions of the Project are to develop programs and improve the quality of training courses. Specifically, the organization researches, develops and issues training programs for union officials at all levels suitable to the new situation. In which, with the programs by Central Youth Union Organize training and fostering according to positions: Provincial Youth Union Secretary and cadres planning for the position of Provincial Youth Union Secretary; Deputy Provincial Youth Union Secretary and cadres planning for the position of Deputy Provincial Youth Union Secretary; District Youth Union Secretary and cadres planning for the position of District Youth Union Secretary; Organize training for Commune Youth Union Secretaries and cadres planning for the position of Commune Youth Union Secretary.

In addition, fostering knowledge, expertise, and basic skills in Youth Union, Association, and Team work; fostering according to expertise and profession: Propaganda; Organization; Inspection and supervision; Gathering and uniting youth; School Youth Union; Student Union; Children's work; Office.

Training new programs to meet international integration: Start-up and innovation; Digital transformation and digital economy in the era of industrial revolution 4.0; training knowledge and skills in leadership and management; training a team of lecturers and reporters.

Every year, provincial, municipal and affiliated Youth Unions, based on the situation, needs and conditions of the locality and unit, determine targets, develop plans, programs and organize training courses for Youth Union cadres according to management levels.
