The loan disbursement period from the French Development Agency (AFD) for the project is from 2024 to 2027. The maximum loan disbursement date under the signed agreement is January 31, 2028.
The medium-term public investment plan for the period 2021-2025, funded by the provincial budget, allocates 89 billion VND for the project.
According to the project's 2024 disbursement plan, the central government budget allocation is 79.4 billion VND (including non-refundable aid); the provincial budget's borrowed funds amount to over 74.7 billion VND.
The disbursement items in 2024 include: Survey and design of construction drawings, advance payment for supervision consulting, advance payment for HP2 consulting, and advance payment for construction and installation.
The provincial budget plan for 2024 has allocated 5 billion VND to the project.
The Provincial People's Committee has assigned the Hoi An City People's Committee to coordinate with the Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Projects to carry out tasks related to land acquisition, dealing with local people and businesses, and providing support for construction to meet the project implementation plan.
The project investor, the Provincial Project Management Board for Agricultural and Rural Development Construction Projects, is responsible for the effective management and utilization of ODA funds, preferential loans, and provincial counterpart funds; it is also responsible for updating, adjusting, and approving adjustments to the implementation plan to ensure project progress and objectives. It reports to the managing agency and relevant units on the results of updating and adjusting the implementation plan.
