Comrade Nguyen Hoai Anh, Alternate Member of the Central Committee of the Party, Standing Deputy Secretary of the Lam Dong Provincial Party Committee, attended and directed the Congress.
Attending the event were Comrade Nguyen Minh, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee; former provincial leaders and former members of the Provincial Party Standing Committee from various periods; and 119 delegates representing 1,686 party members of the ward's Party Committee.
Ham Thang Ward was formed by merging Phu Long town, Ham Thang commune, and Xuan An ward, with a natural area of 44.90 km2 and a population of 54,544 people.
Over the past five years, the Party Committee and people of the ward have strived to implement the Resolution of the Party Congress for the 2020-2025 term and achieved many positive results, basically completing the set targets.
In his opening remarks at the Congress, Comrade Dang Thanh Phuc, Secretary of the Ham Thang Ward Party Committee, emphasized: The First Congress of the Ham Thang Ward Party Committee is an important starting point after the merger, demonstrating the spirit of unity, the will for innovation, and the aspiration for development.
The draft Political Report clearly outlines the direction for the 2025-2030 term, with the central goal of: enhancing leadership capacity and building a strong political system; promoting the strength of national unity; effectively exploiting potentials and resources; accelerating digital transformation and comprehensive socio-economic development; and building wards that meet urban civilization standards by 2030.
To realize its goals, the Congress will focus on discussing and clarifying three core issues: enhancing the leadership capacity and fighting strength of Party organizations and the quality of cadres and Party members; breakthrough solutions in exploiting potential, mobilizing resources, promoting digital transformation, developing the economy , and building infrastructure; and promoting the strength of national unity, caring for the people's lives, maintaining national defense and security, and striving to achieve the standard of civilized urban areas by 2030.

Targets for Party building and the political system.
1. The annual rate of new party member recruitment reaches 3% or more of the total number of party members.
2. Annually, over 90% of subordinate Party organizations and Party members are rated as having performed their duties well or better; the ward Party committee achieves the title of having performed its duties well.
3. Annually, over 90% of agencies, governments, the Fatherland Front, and mass organizations successfully complete their tasks or better.
Indicators related to socio-economic development, national defense, and security.
1. Average per capita income will reach 90 million VND/year by 2030.
2. The annual budget revenue growth rate exceeds 10%.
3. The total value of capital construction investment reached 100 billion VND.
4. Maintain 100% enrollment of 5-year-olds in kindergarten and 6-year-olds in grade 1. Uphold the standards for universal preschool education, primary education at level 3, lower secondary education at level 2, and literacy at level 1. The percentage of schools meeting national standards will reach over 71% by 2030.
5. The annual rate of culturally exemplary families reaches 90% or higher; of which, 100% of households of cadres and Party members achieve the status of culturally exemplary families; over 85% of neighborhoods and 100% of agencies and units meet cultural standards.
6. Reduce the poverty rate by an average of 1% - 1.5% per year. Introduce and secure employment for 200 - 500 workers annually. The percentage of workers with vocational training will reach 70% or higher by the end of the term.
7. Maintain and improve national standards for primary healthcare; keep the rate of malnourished children below 5%.
8. The percentage of the population participating in health insurance will reach 95% or higher by 2030.
9. 100% of households use clean water, of which over 90% use tap water. The rate of household waste collection reaches over 90%.
10. 100% of the population completed the "Popular Education Program No. 1".
11. Develop at least one model of clean agriculture and safe vegetable production.
12. Fulfill the annual targets for conscription into the military and for the development and training of militia forces.
