On December 9, Party Central Committee member, Vice Chairwoman of the National Assembly Nguyen Thi Thanh and the National Assembly delegation of Ninh Binh province had a meeting with voters in Nho Quan district after the 8th session of the 15th National Assembly.
At the meeting, the representative of the National Assembly Delegation of Ninh Binh province informed the voters about the results of the 8th Session of the 15th National Assembly. The session completed all contents and programs according to the plan.
Voters of Nho Quan district in particular and Ninh Binh province in general highly appreciated the results of the session and raised many issues. Voters were especially interested in and appreciated the implementation and summary of Resolution 18-NQ/TW on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
To meet the requirements of the tasks after the organization and streamlining of the apparatus, voters of Nho Quan district proposed that the Central Government deploy plans and solutions to reorganize the apparatus and political system drastically, synchronously, and comprehensively, bringing the model of political apparatus organization from the Central to the local level to stabilize soon so that voters and people can work and produce with peace of mind.
Voters requested the National Assembly to soon issue a Resolution on the arrangement of district and commune-level administrative units in Ninh Binh province for implementation at all levels in the 2023-2025 period. All levels and functional branches should pay attention to and support the communes after the merger in terms of funding and facilities such as meeting rooms, offices, one-stop shops, working equipment, storage facilities and support funds.
On behalf of the National Assembly Delegation of Ninh Binh province, Vice Chairwoman of the National Assembly Nguyen Thi Thanh thanked and acknowledged the voters' correct and responsible opinions and highly appreciated the socio-economic development results of Ninh Binh, including Nho Quan district, which have improved the material and spiritual life of the people.
Regarding the revolution of streamlining the apparatus, the Vice Chairman of the National Assembly emphasized that this is an inevitable objective requirement of the political system for the apparatus to operate effectively and efficiently. This streamlining is in the spirit of going hand in hand with streamlining the payroll, restructuring the staff with enough qualities and capacity to match the tasks, thereby focusing resources on key areas, people who are truly worthy and suitable.
According to the roadmap to reorganize district and commune-level administrative units in Ninh Binh province in the 2023-2025 period, Ninh Binh will merge Hoa Lu district and Ninh Binh city to form Hoa Lu city; 43 commune-level administrative units are subject to reorganization and are related.
With the spirit of “running and lining up at the same time, the province does not wait for the district, the district does not wait for the grassroots,” Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that Ninh Binh needs to carry out the revolution of streamlining the apparatus with the highest determination. Along with that, the province focuses on reviewing regulations, immediately handling difficulties and problems within its authority, not shirking or avoiding responsibility.
Ninh Binh needs to promote all local resources, especially effectively exploiting unique potentials, outstanding opportunities, competitive advantages, creating a favorable environment for people and businesses, and socio-economic development.
According to some voters, in reality, recruiting highly qualified and experienced teachers from educational institutions to work at state management agencies for education and training is facing difficulties. Because when teachers become civil servants working at educational management agencies, they will no longer enjoy preferential allowances for their profession and seniority. Therefore, it is very difficult to convert teachers into civil servants working at local educational management agencies. The risk of shortage occurs when civil servants at educational management agencies are transferred, arranged or retire.
The Vice Chairman of the National Assembly said that at the 8th Session, the draft Law on Teachers was discussed for the first time by the National Assembly, and many delegates were interested and gave their opinions. The draft law institutionalizes the Party's viewpoints and policies on the position and role of teachers; overcomes the situation of having many documents on teachers but they are overlapping and lack consistency; creates breakthrough policies to develop teachers...
Voters' opinions will be compiled by the National Assembly Delegation of Ninh Binh province into groups of issues to be presented to the National Assembly and central agencies in the upcoming session./.
