Vice Chairman of the Provincial People's Committee Duong Mah Tiep inspected and supervised the implementation of the National Target Program on new rural construction and sustainable poverty reduction in Chu Se commune.

(gialai.gov.vn) – On the morning of September 18, Vice Chairman of the Provincial People's Committee Duong Mah Tiep, as Head of the delegation, had a working session with the leaders of Chu Se commune on the implementation of the National Target Program on new rural construction (NTM) and sustainable poverty reduction in the commune. Also attending were leaders of a number of relevant departments and branches.

At the meeting, the leaders of Chu Se commune said that in recent times, the commune has actively and proactively implemented the National Target Program on New Rural Development and the Sustainable Poverty Reduction Program. The direct support policies of the State have been fully and promptly implemented, contributing positively to creating favorable conditions for the poor to stabilize their lives and work with peace of mind; the policy of sustainable poverty reduction has stimulated production development, many poor households have changed their thinking about how to do business and be creative in starting a business. Essential infrastructure has been gradually invested and upgraded to basically meet the needs of production and people's lives.

In 2025, the total capital plan assigned to implement the National Target Program on new rural construction in Chu Se commune is 2,628 million VND. By August 31, 2025, the commune had disbursed 1,289.3 million VND, accounting for 49% from the central budget investment capital.

After the administrative unit arrangement, Chu Se commune has achieved 13/19 criteria for a new rural commune according to regulations. Currently, 6/19 criteria have not been met, including: Criteria on traffic; schools; cultural facilities; labor; health; and criteria on environment and food safety. The People's Committee of the commune has developed a plan to maintain and improve the quality of the achieved criteria; focusing resources to complete the limited criteria. In particular, the criteria on infrastructure, culture, education, health, and environment are focused on maintenance and repair; criteria on income, poor households, production organization associated with economic restructuring, vocational training and job creation; political and social organizations actively participate in propaganda and mobilization of the people.

Poverty reduction work in the commune has always received attention and focused leadership. Policies such as eliminating temporary houses, dilapidated houses, issuing health insurance cards, and supporting electricity bills for poor households have been implemented synchronously in the area. According to the expected results of the review of poor and near-poor households in 2025, there are currently 287 poor households in the commune, accounting for 1.92%, 497 near-poor households, accounting for 3.32%. The commune strives to reduce the poverty rate (according to the multidimensional poverty standard for the period 2022 - 2025) to 3.86% by the end of 2025, a decrease of 1.28%, corresponding to a decrease of 96 absolute poor households. In the coming time, the People's Committee of Chu Se commune will continue to effectively implement support policies for poor households, paying special attention to supporting households that have registered to escape poverty, helping households to improve their quality of life. Strive to achieve poverty reduction target by the end of 2025.

In addition to the achieved results, the implementation of the New Rural Development Program and the National Target Program for Sustainable Poverty Reduction in the province still faces some difficulties such as: The rate of poor households arising during the year is still high; the lives of people in remote areas are still difficult; many ethnic minority households lack access to basic social services; awareness of poor ethnic minorities is still low and slow to change; backward customs and practices still exist, negatively affecting production development, income improvement and access to basic social services.

The leaders of Chu Se Commune People's Committee requested the Department of Agriculture and Environment to study the regulations and advise the Provincial People's Committee to have mechanisms and policies to support communes that have been recognized as meeting the NTM standards to invest in upgrading and repairing damaged and degraded works. Continue to pay attention to directing the development of production models and increasing income for people, especially early advising on policies to attract joint ventures in providing input services and consuming output products for farmers, contributing to improving productivity, quality and price of agricultural, forestry and fishery products, increasing income. At the same time, organize training courses to improve professional skills for officers working on the Sustainable Poverty Reduction Program.

Concluding the meeting, comrade Duong Mah Tiep assessed that after the merger, Chu Se commune has many favorable resources for socio-economic development, especially the implementation of the National Target Program on New Rural Construction and Sustainable Poverty Reduction. Therefore, the commune needs to have a serious working spirit and attitude, overcome all difficulties and limitations when implementing two-level local government to synchronously carry out tasks.

In particular, based on the assigned targets, the commune needs to set out specific tasks and solutions for implementation; strive within its authority to do all work, fulfill all responsibilities and produce products; in the process of implementation, if there are any difficulties or problems, promptly report to the departments and branches for support and resolution.

The Vice Chairman of the Provincial People's Committee requested the commune to carry out all assigned tasks from now until the end of the year, disburse all allocated capital to poor and near-poor households to effectively promote the allocated capital.

Integrate funding sources from implemented programs and projects, allocated to localities for effective use, achieving the goals and significance of the program to improve the material and spiritual life of people in poor households, near-poor households, and households that have just escaped poverty.

"The commune must review and focus on implementing all assigned tasks in resolutions, programs and plans to successfully complete the set goals," emphasized Vice Chairman of the Provincial People's Committee Duong Mah Tiep.
