
The working session was conducted in a hybrid format, combining in-person and online participation, connecting the Provincial People's Committee with the localities through which the project passes.
At the meeting, the Project Management Board for Investment and Construction of Transport Infrastructure (Transport Project Management Board) presented detailed information on the implementation progress of projects and the disbursement progress of important and urgent projects with large disbursement volumes that are facing difficulties, as well as other projects.

According to the report of the Transport Project Management Board, key projects with large capital investments include: The project to upgrade the coastal arterial road DT.719B, Phan Thiet – Ke Ga section: 25.61km long, with a roadbed width of 28m and 2 bridges along the route. Total investment is VND 1,274.317 billion. The project is expected to be completed by December 31, 2025. Currently, the project has reached approximately 80% of the contract volume; the section from the beginning of the route intersecting with National Highway 1 to Suoi Nhum Bridge (17.8km long) has been completed and put into operation. However, the capital disbursement plan for 2025 has only reached 9.19%. The project is facing some difficulties related to land acquisition, especially the 3.88km section passing through the titanium mining area of Tan Quang Cuong Co., Ltd., and obstacles in compensation and relocation of infrastructure.

The DT.719B coastal road project, section Hon Lan – Tan Hai, has a total length of 10.4km (8.7km main route, 1.7km N1 branch route). The completion date is December 31, 2025. Currently, the project has reached approximately 32% of the contract volume, and only 8.69% of the capital disbursed for 2025 has been disbursed.
The Van Thanh Bridge project in Phan Thiet City, scheduled for completion by December 30, 2025, is facing numerous difficulties regarding land clearance and is behind schedule. Construction work is also encountering obstacles, requiring adjustments to construction methods to suit the actual situation. Currently, the project has reached approximately 54% completion, with 10.28% of the funds disbursed in 2025.
The road project from Tan Minh town to Son My, Ham Tan district, is 23.71km long and is expected to be completed on September 1, 2027. Disbursement of funds in 2025 reached 5.93%.
The project for the bypass road DT.719 and bridge over the Dinh River in La Gi town (formerly), spanning 6,820.4m, is expected to be completed by June 15, 2027. Disbursement of funds in 2025 reached 0.35%....
According to data reported by the Department of Construction, the disbursement of investment capital for transportation projects in 2025 has only reached 11.12%.
At the conference, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Project Management Board to report in detail on the obstacles and to provide more decisive and focused direction to accelerate the disbursement of funds.
The comrade also requested that localities through which the project passes report any difficulties, obstacles, or problems affecting the project's progress so that relevant departments and agencies can provide advice and propose solutions for coordinated action.

Concluding the meeting, Mr. Nguyen Hong Hai, Vice Chairman of the Provincial People's Committee, emphasized: "The implementation and supervision of the Project Management Board for projects under its ownership still have many shortcomings and limitations. The disbursement rate is very low, and the subjective reasons related to the Board's responsibilities are quite significant."
The Vice Chairman of the Provincial People's Committee also directed specific solutions and measures to address each project. He assigned tasks to each commune, ward, department, and project management board, setting specific deadlines for these units to focus on urgently resolving issues and achieving concrete results in the coming period to accelerate project progress.

In particular, regarding some obstacles in land clearance work, Comrade Nguyen Hong Hai shared his understanding of the difficulties faced by the communes and wards. The communes and wards have recently merged, and there are many issues to be addressed with the two levels of government. Some tasks that need to be focused on relate to land and administrative procedures for the people.
The Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to submit the technical standards for approval in July to serve as a basis for land clearance work.

The Department of Finance, in collaboration with the Department of Construction, conducts monthly inspections of construction projects to monitor progress and ensure quality.
Next week, the Transportation Project Management Board must report to the Provincial People's Committee on the specific disbursement plan, emphasizing the importance of fulfilling all responsibilities and ensuring that all allocated funds are disbursed according to the assigned project area.
