The working session was organized in person and online, connecting from the Provincial People's Committee to the localities where the project passes through.
At the meeting, the Traffic Construction Investment Project Management Board (Traffic Project Management Board) presented in detail the progress of project implementation and capital disbursement of important, urgent projects with large disbursement volumes that are facing difficulties, as well as other projects.
According to the report of the Traffic Project Management Board, key projects with large capital sources include: Project to renovate the coastal axis road DT.719B, Phan Thiet - Ke Ga section: 25.61km long, 28m wide roadbed and 2 bridges on the route. Total investment is 1,274,317 billion VND. The expected completion date of the project is December 31, 2025. Currently, the project has reached about 80% of the contract volume, the section from the beginning of the route intersecting with National Highway 1 to Suoi Nhum bridge (17.8km long) has been completed and put into operation. However, the capital disbursement plan for 2025 has only reached 9.19%. The project is facing some difficulties related to the site, especially the 3.88km section passing through the Titan mining area of Tan Quang Cuong Company Limited and problems with compensation and relocation of infrastructure works.
DT.719B Coastal Axis Project, Hon Lan - Tan Hai section, with a total length of 10.4km (main route 8.7km, branch route N1 1.7km long). Completion date: December 31, 2025. Currently, the project has reached about 32% of the contract volume, capital disbursement in 2025 has only reached 8.69%.
Van Thanh Bridge Project, Phan Thiet City with implementation period until December 30, 2025. The project is facing many difficulties in site clearance, progress is slower than required. Construction work is also facing obstacles, construction methods must be adjusted to suit the actual situation. Currently, the project has reached about 54% of the volume, capital disbursement in 2025 is 10.28%.
The road project from Tan Minh town to Son My, Ham Tan district, is 23.71km long and is expected to be completed on September 1, 2027. Capital disbursement in 2025 will reach 5.93%.
The project of DT.719 bypass road and bridge over Dinh River, La Gi town (old), 6,820.4m long, is expected to be completed on June 15, 2027. Capital disbursement in 2025 will reach 0.35%....
According to the report of the Department of Construction, the disbursement of investment capital for transport projects in 2025 only reached 11.12%.
At the conference, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Project Management Board to report in detail on difficulties and have more drastic and focused instructions to promote capital disbursement.
He also requested that localities with projects in progress report on difficulties, obstacles, and problems affecting project progress so that departments and branches can advise and propose solutions to coordinate.

Concluding the meeting, Mr. Nguyen Hong Hai, Vice Chairman of the Provincial People's Committee emphasized: "The implementation and supervision of the Project Management Board for projects invested by the unit still have many shortcomings. The disbursement rate is very low, the subjective reasons belonging to the Board's tasks are quite large."
The Vice Chairman of the Provincial People's Committee also directed specific solutions and solutions for each project. Assigned tasks to each commune, ward, department, branch and Project Management Board, set a specific time for the units to focus on urgently solving the problems, implementing them with specific results in the coming time to promote the progress of the projects.
In particular, regarding some difficulties in site clearance, comrade Nguyen Hong Hai shared the difficulties with the communes and wards. The communes and wards have just merged, there are many things to be done with the two-level authorities. Some things need to be focused on related to land and administrative procedures for the people.
The Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to submit technical standards for approval in July as a basis for site clearance work.
For the Department of Finance, take the lead in monthly inspections with the Department of Construction to monitor progress and quality of construction.
Next week, the Traffic Project Management Board must report to the Provincial People's Committee on the specific disbursement plan, in the spirit of fulfilling all responsibilities, having arranged capital, it must disburse all according to the assigned implementation area.
