At the meeting, the leaders of the Provincial Project Management Board for Investment and Construction of Transportation Works reported on the progress of the Project to renovate and upgrade Provincial Road 160, the section from Vinh Ha Hydropower Plant (Tan Duong commune) to National Highway 279 (Km29 - Km34) in Xuan Hoa commune, and the Project to renovate and upgrade Provincial Road 160, the section from National Highway 279 (in Xuan Hoa commune) to Xuan Thuong (Km41- Km63).

The project to renovate and upgrade Provincial Road 160, the section from Vinh Ha Hydropower Plant (Tan Duong commune) to National Highway 279 (Km29 - Km34) in Xuan Hoa commune, has a total investment of 30 billion VND, with a total length of 5.26 km, and is managed by the Provincial Project Management Board for Investment and Construction of Transportation Works. For this project, functional units have surveyed and assessed compensation for 68 out of 72 households subject to land clearance. The contractor has completed the construction of prefabricated components, installed at 11 out of 11 culvert locations, 2 out of 4 embankment locations, 2 out of 4 km of roadbed, 1.8 out of 4 km of type II crushed stone base, and 1.2 out of 4 km of type I crushed stone base. Construction value has reached approximately 29%.

The project to renovate and upgrade Provincial Road 160, the section from National Highway 279 (in Xuan Hoa commune) to Xuan Thuong (Km41-Km63), has a total investment of 138 billion VND and is managed by the Provincial Project Management Board for Investment and Construction of Transportation Works. In 2024, the allocated capital for the project was 40 billion VND. As of June 30, 2024, the disbursed value was 29.4/40 billion VND, reaching 73.5%. Regarding the project's progress, Package 13, the construction work, was awarded to a joint venture of Vu Thanh Co., Ltd., 873 Joint Stock Company ( Hanoi ), and Lao Cai Construction and Inspection Joint Stock Company, with a value exceeding 103 billion VND. To date, the contractors have completed 26% of the work. The contractors are currently working on the roadbed section from Km41 to Km44; installing D100 circular culverts at several points; completing retaining walls on both the positive and negative slopes; constructing the Mai Thuong bridge;...

The leader of the Provincial Traffic Construction Investment Project Management Board said that the two projects had difficulty in ensuring construction progress due to slow site clearance. The reason was that the land plots of some households overlapped between forest land and other types of land, so the Bao Yen District Land Registration Office had not yet extracted them to issue a notice of land recovery; some households had not yet completed land inheritance procedures. In addition, because the assets and trees of some households are located on land along the road traffic corridor, land managed by the Commune People's Committee, river and stream land and traffic land, it was difficult for the owners to prepare site clearance records, and it took a lot of time to verify and confirm the time of asset creation and land origin; many households said that the compensation value was not reasonable. On the other hand, the weather in June and early July 2024 was rainy, affecting the plan to pave asphalt concrete roads.

At the meeting, the leaders of Bao Yen District People's Committee reported on the progress of the project to upgrade and renovate Provincial Road 160, the section from Hanh Phuc Bridge (Pho Rang town) to Xuan Thuong Commune People's Committee; the project to upgrade the inter-commune road, connecting Xuan Thuong Commune with Provincial Road 160 to Viet Tien Commune; and the Bao Yen District General Hospital project.


The leaders of the district People's Committee shared that the current difficulties and problems are site clearance; some households have not agreed, causing obstacles, leading to some sections of the route not ensuring construction progress.
1. Project to upgrade and renovate Provincial Road 160, section from Hanh Phuc Bridge (Pho Rang town) to Xuan Thuong Commune People's Committee:
- Total investment: 14.3 billion VND.
- Scale: upgrade and open a new route with a main route length of 1.2 km. The starting point connects with the Hanh Phuc bridge and Provincial Road 160 at Km36+253.46 in the direction of Xuan Hoa. The end point connects with Provincial Road 160 at Km37+483 in the direction of Xuan Thuong Commune People's Committee.
- Implementation progress: the estimated construction volume has reached 60% of the contract, including drainage items, roadbed (including approved additional volume) of the section without route adjustment. Currently, we are waiting for the completion of site clearance of the adjusted section and locations that need additional funding for synchronous construction.
2. Project to upgrade inter-commune road, from Xuan Thuong commune connecting with Provincial Road 160 to Viet Tien commune:
- Total investment: 20 billion VND.
- Scale: upgrading and renovating a 3.99 km long route; 1 simple span reinforced concrete and prestressed concrete permanent bridge, span length 33 m.
- Implementation progress: The project is being implemented under the model of joint state and people's participation. To date, 4.7 out of 4.99 km of land has been cleared; construction has been completed on sections that do not require design adjustments.
3. Bao Yen District General Hospital Project:
- Total investment: 235 billion VND.
- Scale: Construction of a 3-5 story medical examination and treatment building with a capacity of 250 beds and other supporting facilities.
- Implementation progress: The project has been approved by the Provincial People's Committee with 4 construction and equipment supply and installation packages. Package 7A (construction of building blocks) is expected to be completed and handed over for use in December 2024. Package 7B (construction of site leveling, electricity supply, water supply, exterior and auxiliary items) is expected to be handed over for use in October 2024. Package 8 (construction of air conditioning system for the combined building, supply and installation of elevator equipment and air conditioning equipment for the combined building) is expected to be completed in November 2024. Package 9 (supply and installation of medical waste incinerator and wastewater treatment plant 200) has not yet had a contractor selected.
Bao Yen District People's Committee requests the Provincial People's Committee to pay attention and promptly approve the adjustment of the technical economic report as a basis for continuing to carry out site clearance work; adjust the contractor selection plan for the additional work after the investor has approved the design adjustment and addition.

At the meeting, Vice Chairman of the Provincial People's Committee Nguyen Trong Hai exchanged information and directed the removal of difficulties and obstacles in the implementation progress of each basic construction investment project.
The Vice Chairman of the Provincial People's Committee requested relevant departments and agencies, the People's Committee of Bao Yen district, and the project investors to review the construction progress of the entire project; ensuring that equipment, materials, and human resources are available in a timely manner to ensure the project is completed on schedule.
Units and localities should focus on doing a good job of site clearance, promptly removing difficulties and obstacles; flexibly using propaganda solutions, mobilizing people in compensation work and spreading the value of new routes, which will create an important lever in socio-economic development.
The Vice Chairman of the Provincial People's Committee requested that wherever land is available, investors should direct contractors to begin construction, and that contractors who fall behind schedule will be severely penalized.
For each project, the Vice Chairman of the Provincial People's Committee set a specific time frame to resolve compensation and site clearance issues; requested units and localities to be determined to complete the assigned tasks and requirements.
