(TN&MT) - Minister Do Duc Duy stated that the Ministry of Natural Resources and Environment will closely coordinate with farmers' associations at all levels to disseminate information and create high consensus in awareness and action regarding the management and efficient use of resources, environmental protection, and climate change adaptation in line with the green transition trend, low-carbon economic development, and the goal of sustainable development and carbon neutrality.

In his concluding remarks at the forum "Listening to Farmers Speak" with the theme "Unlocking land resources, aiming for NetZero, protecting the rural environment," on behalf of the Ministry of Natural Resources and Environment's leadership, Minister Do Duc Duy respectfully thanked Comrade Luong Quoc Doan, Chairman of the Vietnam Farmers' Association , and highly appreciated the initiative of the Central Committee of the Vietnam Farmers' Association in coordinating with the Ministry of Natural Resources and Environment to organize and co-chair this very important forum.
Minister Do Duc Duy stated that the forum listened to, exchanged, and discussed questions and feedback from more than 10 groups in a frank, dedicated, and highly responsible spirit from farmers' association officials, outstanding farmer members, exemplary cooperatives, experts, scientists , and businesses...

During the meeting, farmer delegates discussed topics related to solutions and policies for unlocking land resources for sustainable development; discussed and dialogued on the implementation of new provisions of the 2024 Land Law and related guiding documents closely related to agriculture and rural areas; delegates also exchanged views on mechanisms, policies, and solutions for protecting the agricultural and rural environment to fulfill Vietnam's commitments, aiming for net-zero emissions...
The issues raised at the Forum were largely addressed and clarified by representatives from specialized agencies and units of the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, and the Central Committee of the Vietnam Farmers' Association. Minister Do Duc Duy hoped that the exchanged opinions, answers, and guidance had basically met the requirements and would be effectively applied in the practical implementation process.

In addition, the Minister stated that the discussions at the Forum were important preparations for the upcoming Prime Minister's Dialogue Conference with Farmers in 2024, scheduled to take place in December.
In the spirit of the Government's commitment to accompanying, supporting, and sharing with farmers; placing farmers at the center and as the target of service, creating a favorable environment for farmers to develop production and business, and making positive contributions to the socio-economic development of the country, Minister Do Duc Duy requested that the subordinate units of the two agencies and ministries and sectors continue to review, summarize, answer, and provide timely guidance on questions and opinions that were not directly addressed at the Forum; and at the same time, coordinate and focus on effectively implementing the six key tasks:

Firstly, proactively coordinate closely with farmers' associations and cooperatives at all levels to actively disseminate, publicize, and educate, creating high consensus and agreement in the awareness and actions of the entire society in general and farmers' association members nationwide in particular regarding the management and efficient use of resources, environmental protection, proactive disaster prevention and response to climate change in line with the green transition trend, low-carbon economy development, circular economy, and ecosystem restoration; aiming for sustainable development and carbon neutrality; strongly promote digital transformation and innovation; and enhance the leading role of farmers, rural people, businesses, and cooperatives.
Identifying climate change adaptation and achieving net-zero emissions targets presents both challenges and opportunities for sustainable agricultural and rural economic development and improved living standards for rural people.

Innovate the work of propaganda, mobilization, gathering, and uniting farmers; improve the effectiveness of emulation movements and campaigns in implementing policies and laws on resources and the environment; integrate this with the propaganda and mobilization of the implementation of the Party's guidelines and policies, and the State's laws on agriculture, farmers, and rural areas.
"In particular, linking the dissemination of policies on natural resources and the environment with resolving difficulties and obstacles brings practical benefits to farmers; creating conditions for them to access new policies, unlocking resources, and contributing to the effective and sustainable development of agriculture and rural areas," Minister Do Duc Duy emphasized.
Furthermore, emphasis should be placed on political and ideological education, raising awareness, fostering patriotism, national pride, willpower, and aspirations for progress; striving to learn from and follow the thoughts, ethics, and style of Ho Chi Minh; working together to build sustainable agriculture, modern rural areas, and civilized farmers; and making positive contributions to socio-economic development, national defense and security, and international integration.
At the same time, strengthen communication about policies, laws, good models, effective methods, exemplary and advanced examples in agriculture, farmers, and rural areas; improve the quality and effectiveness of information and communication activities of farmers' associations at all levels; integrate the implementation of policies and laws on resources and environment into models, activities, and information and communication work of associations at all levels.

Secondly, continue to review, improve, and effectively implement the system of policies and laws on resource management, environmental protection, disaster prevention, and climate change adaptation related to agriculture, farmers, and rural areas.
This includes focusing on the full and comprehensive implementation of the 2020 Law on Environmental Protection, the 2023 Law on Water Resources, the 2024 Law on Land, the Law on Marine and Island Resources and Environment, and guiding documents for their implementation.
Regarding the implementation of the 2024 Land Law, there are many new points that create more favorable conditions for farmers. Furthermore, land policies for ethnic minorities need to be widely disseminated and guided so that farmers can understand and apply these new policies to develop their family and rural economies and participate in building sustainable new rural areas.

Thirdly, promote green transition, low-carbon economy, and circular economy; focus on addressing environmental pollution issues in rural areas, and the risks of resource depletion and biodiversity loss. In particular, promote the development and application of circular economy models in agriculture; propose policies to attract investment projects that use energy and resources efficiently and effectively in agriculture. Develop and implement plans to reduce greenhouse gas emissions in agricultural development sectors; establish and operate an effective carbon market in general, and in agriculture and forestry in particular.
Fourth, regularly update and guide people and communities on plans and strategies for disaster prevention and response to climate change in areas frequently affected by natural disasters, flash floods, landslides, and in the midland and mountainous regions. Implement comprehensive solutions for preventing and combating saltwater intrusion, riverbank and coastal erosion, and land subsidence in the Mekong Delta; proactively plan, relocate, and resettle people in areas at high risk of natural disasters.
Fifth, optimize the utilization of unused land areas; strictly control mineral exploitation activities, especially the extraction of sand and gravel from riverbeds and coastal areas.
Efficiently exploiting and utilizing water resources in agriculture contributes to ensuring water security; continuing to decentralize the management, protection, and development of forests to local communities.
Sixth, focus resources on effectively addressing rural environmental issues, especially wastewater treatment in craft villages; rehabilitating and restoring polluted river basins, reservoirs, and irrigation works; effectively collecting and treating solid household waste, packaging, and pesticides, minimizing plastic waste; recycling and promoting the application of microbial and organic technologies in farming and agricultural economic development; ensuring the supply of clean water to people in rural areas, remote areas, border regions, and islands; protecting natural ecosystems, especially forest ecosystems, wetlands, coral reefs, and seagrass beds.

“With the functions and responsibilities of state management of the Ministry, along with the special affection for farmers and farmers' associations at all levels, the Ministry of Natural Resources and Environment will continue to pay attention to, direct, and create the most favorable conditions for innovation, promotion, and the role and position of farmers and farmers' associations at all levels to jointly contribute to achieving the goal of developing “ecological agriculture, modern rural areas, and civilized farmers” in the spirit of the Resolution of the 13th National Congress of the Party,” Minister Do Duc Duy emphasized.
