The fight against corruption and negative phenomena has been successful recently, but it must be done even better. It's not just about combating corruption; we must also intensify the fight against negative phenomena, focusing on the decline in political ideology, morality, and lifestyle. General Secretary Nguyen Phu Trong made this statement at a meeting with voters from Ba Dinh, Dong Da, and Hai Ba Trung districts in Hanoi on May 13th.

This is the meeting with constituents held by Comrade [Name]. General Secretary Nguyen Phu Trong and the National Assembly delegates from constituency No. 1, Hanoi City, to report on the planned content and program. 5th session of the 15th National Assembly; responses from relevant agencies to the voters' recommendations from the previous meeting.

Also attending were comrades: Dinh Tien Dung, Member of the Political Bureau, Secretary of the Hanoi City Party Committee, Head of the Hanoi City National Assembly Delegation; Le Minh Hung, Secretary of the Central Committee of the Party, Chief of the Central Office; and other leaders of Hanoi City.

Speaking at the conference, voters highly appreciated the National Assembly's sessions, noting many innovations; and requested the National Assembly to continue these efforts. Improve the quality of activities, such as questioning and answering questions, especially regarding pressing issues that voters are concerned about and have raised, without avoiding them, and offering solutions to overcome existing shortcomings and limitations.

Voter Nguyen Duc Thuan from Nam Dong ward, Dong Da district, believes that, despite the difficulties, the Party and State have made correct decisions, promoting rapid economic recovery, which has been highly appreciated by the international community. People's lives have improved significantly. State-owned and private enterprises have recovered quickly and developed, the tourism industry has recovered quite strongly; many large-scale national strategic projects have been implemented successfully. Large economic groups from other countries continue to choose Vietnam as a safe and effective investment destination.

Regarding issues of concern, voter Hoang Ngoc Hoa from Truong Dinh ward, Hai Ba Trung district, expressed his concern about the situation. There is a shortage of medicines and equipment for medical examination and treatment; the issue of bidding for the purchase of medicines, machinery, and medical equipment for major hospitals in Hanoi and Ho Chi Minh City, although initially resolved, still faces difficulties.

Voters believe this is an urgent matter and urge the State to promptly issue directives regarding the import of medical equipment and supplies, as well as medicines, so that healthcare facilities can better serve the health care and treatment needs of the people.

Many voters believe that the 5th session of the National Assembly is expected to discuss and pass many draft laws, with the most concerning being the amended Land Law. Although it has undergone extensive public consultation from January 2023 to March 15, 2023, there are still many differing opinions regarding land acquisition for projects. How will the rights of those whose land is acquired be protected? The land price at the time of acquisition is low (agricultural land price), but after infrastructure investment, the price becomes residential land, creating significant discrepancies and unfairness.

These are difficult issues, and we propose that the National Assembly dedicate more time to thorough discussion so that the amended Land Law will meet the socio-economic development needs of the country and the legitimate rights of the people.

Voters in Ba Dinh, Dong Da, and Hai Ba Trung districts all expressed support for the continued promotion of the fight against corruption and negative practices, contributing to building a cleaner and stronger Party and State. The resolute handling of major corruption and negative cases recently, without exception and regardless of who the person is, has helped to strengthen the people's trust in the Party's leadership.

However, some recent major corruption cases in various ministries, departments, and localities are systemic, with organized acts of corruption carried out on a wide scale. The case at the vehicle inspection centers has caused great public outrage because these violations occurred for many years and at many levels, and there is a demand for strict handling of the matter.

Voters expect the Party, the National Assembly, and the Government to further strengthen the fight against corruption and negative practices by improving the system of regulations and laws, increasing the severity of penalties to ensure strictness and sufficient deterrence, building and implementing mechanisms to control the power of those in positions of authority, and at the same time paying attention to salary reform so that officials do not dare, cannot, need, or want to engage in corruption.

In addition, voters are concerned about many other issues such as the renovation of old apartment buildings in Hanoi, scientific research; consumer protection; the management and protection of forest resources, and pressing issues occurring in cyberspace...

Speaking at the conference, General Secretary Nguyen Phu Trong thanked the voters for their insightful, relevant, and practical opinions, drawn from practical experience, especially in Hanoi. He stated that the National Assembly delegates would receive, record, and report these opinions to the National Assembly for use in the process of researching and drafting laws and conducting supreme oversight in accordance with its functions.

The General Secretary also further clarified the functions of the National Assembly, including lawmaking; supreme oversight of the entire political system; and making decisions on major national issues. To effectively perform these functions, the National Assembly must pay attention to, listen to, and incorporate the opinions of voters and the people. Therefore, before and after each session, National Assembly deputies must report to the voters so they can be informed and contribute their opinions. The National Assembly's activities must meet the development needs of the country, but are subject to the supervision of the people and the leadership of the Party.

Regarding the fight against corruption and negative phenomena, the General Secretary stated that while it has been done well recently, it must be done even better in the future. It's not just about combating corruption, but also about strengthening the fight against negative phenomena, with a focus on the decline in political ideology, morality, and lifestyle. Those in positions of power who are morally corrupt are more likely to abuse their authority to collude and steal public funds.

Provincial-level steering committees for preventing and combating corruption and negative practices have been established, initially demonstrating effectiveness and a strong deterrent effect. Localities that perform poorly will have their officials replaced; those who fail to do their job will be punished; and those who do not perform their duties will voluntarily step aside to allow others to take over… A review of the provincial-level steering committee's activities over the past year will be conducted soon to gain experience for further improvement…

The General Secretary expressed his hope that the Hanoi City Party Committee would set a leading example in the fight against corruption and negative practices.
