At this time, the water level in the Lo River is gradually receding. With the spirit of "addressing the damage as soon as the water recedes," Phu Ninh district is urgently directing efforts to overcome the consequences of the natural disaster, focusing on supporting people to quickly stabilize their lives and restore production.

Due to the simultaneous opening of floodgates at hydroelectric dams and the influence of the remnants of Typhoon No. 3, the water level of the Lo River continuously rose, peaking at 10:00 PM on September 10th at alarm level III, causing flooding in approximately 1,100 households living along the river in the communes of Phu My, Le My, Tri Quan, Ha Giap, Tien Du, An Dao, and Binh Phu. Approximately 244.5 hectares of rice, corn, crops, and perennial plants were damaged or flooded in these communes, along with other losses. The total estimated damage is over 20 billion VND.

To minimize damage caused by Typhoon No. 3, the district established teams led by the District Party Secretary and the Chairman of the District People's Committee to directly inspect and direct disaster prevention and control work in 7 communes along the Lo River. They requested agencies, units, and communes to urgently implement disaster prevention and control measures, including plans to respond to potential flooding, inundation, and breaches of dikes by the Lo River. In particular, they focused on vulnerable areas, concentrating forces to be ready to rescue and evacuate people and property from flooded areas to safe locations; ensuring no loss of life or property occurred.
The Long Chau area in Binh Phu commune currently has nearly 300 households. Flooding has isolated the area, forcing the urgent relocation of 200 households. Lieutenant Colonel Nguyen Van Manh, Deputy Commander and Chief of Staff of the Phu Ninh District Military Command, stated: "The District Military Command has mobilized its standing forces, militia, and Battalion 19 (Military Region II Staff) to coordinate with local forces to rescue the people. We have requested the Provincial Military Command to increase resources to evacuate residents from the Long Chau area. By the afternoon of September 11th, all 200 households, approximately 450 livestock, and many poultry had been evacuated to safe locations. The Phu Ninh District Military Command is still working closely with the people, deploying forces to assist affected households in stabilizing their lives as soon as possible."

With unified and resolute leadership in directing flood and inundation prevention and control to ensure human safety, units, agencies, and localities focused on mobilizing all resources to support and assist 761 households in flood-affected areas in relocating people and property to safe locations.
At the time when the water level on the Lo River rose, several sections of the dike in the communes of Binh Phu, Tien Du, Ha Giap, and Phu My showed signs of seepage and seepage, posing a potential safety risk. With a proactive and timely approach, the District Disaster Prevention and Search and Rescue Command directly directed the mobilization of forces to thoroughly address 11 seepage and seepage points through the dike; built 100m of dike and culvert to prevent overflow, constructed 460m of embankment, 10m wide and 3m high; dealt with incidents at 3 culverts through the dikes in the communes; requested forces to increase their 24/7 standby; and instructed communes and towns in the central area to stockpile materials and be ready to provide support in vulnerable areas of the 7 dike-side communes should any situation arise.
Currently, the water level of the Lo River is receding. To urgently address the consequences of the natural disaster and focus on supporting people to quickly stabilize their lives and restore production, the District Steering Committee for Disaster Prevention and Search and Rescue requests that units and localities mobilize forces and resources to assist people in flooded areas in repairing houses and cleaning up the environment. Emphasis is placed on restoring damaged infrastructure; with particular priority given to medical facilities, education , transportation, irrigation, and electricity infrastructure to ensure living conditions for the people. To prevent disease outbreaks and ensure the health and safety of the people, the District Health Center has assigned staff to residential areas to guide people on disinfection, decontamination, and sanitation measures in areas that have been flooded for extended periods.

Immediately after the storm, farmers urgently harvested their rice crops with the motto "Better to harvest while the rice is still green than to let it ripen in the field" in order to minimize losses.
Local authorities continue to monitor flood developments; proactively implement the "four on-the-spot" plan to promptly address and rectify any incidents affecting irrigation works; and conduct patrols and guard dikes during the flood season in accordance with regulations. For residential areas at risk of natural disasters (landslides, flooding, etc.), it is required to urgently relocate people and their property to safe areas; organize relief efforts providing food, essential supplies, and necessities to households at risk of starvation, especially those in isolated areas; arrange temporary housing for households that have lost their homes; and absolutely ensure that no one goes hungry, cold, or homeless.
