On the afternoon of December 10th, the Thai Binh Provincial Party Committee held an expanded meeting of the Provincial Party Committee's Executive Board, the 37th session, to implement documents from the Provincial Steering Committee on restructuring and streamlining the organizational apparatus in the political system according to Resolution No. 18 of the 12th Central Committee of the Communist Party of Vietnam.
The Thai Binh Provincial Party Committee organized an expanded meeting of the Provincial Party Committee to implement the restructuring and streamlining of the organizational apparatus within the province's political system.
Accordingly, in addition to implementing the restructuring and organization of the apparatus according to Conclusion 09 dated November 24, 2024, of the Central Steering Committee, the Steering Committee for restructuring and streamlining the apparatus in the political system of Thai Binh province unanimously agreed on the principle of merging Thai Binh Newspaper and Thai Binh Radio and Television Station; ending the operation of magazines and newsletters belonging to provincial departments and agencies; merging the Health Departments of districts and cities into the Offices of the People's Councils and People's Committees of districts and cities; and merging the Radio and Television Stations of districts and cities and the Culture and Sports Centers of districts and cities.
The District/City Land Development and Industrial Cluster Centers will be reorganized by terminating the operational activities of the district/city industrial clusters and renaming them the "District/City Land Development Center". State management responsibilities for district/city industrial clusters will continue to be carried out by the District Economic and Infrastructure Department (or City Urban Management Department).
Party committees of Party organizations, mass organizations, People's Councils, and judicial bodies at the district level shall be established on the basis of merging the Party committees of district-level Party and mass organizations with the Party committees and branches of the People's Councils, People's Procuratorates, People's Courts, and mass organizations at the district level assigned tasks by the Party and the State.
The Party Committee and government at the district level will be consolidated by merging Party committees and branches in educational and medical institutions, other state agencies, and some large-scale and important enterprises in the district; and incorporating some Party organizations in enterprises transferred from the Provincial Party Committee of Agencies and Enterprises into the current District-level Party Committee and Government.
In addition, the Steering Committee of Thai Binh province agreed to study and reorganize some other agencies and units to ensure a streamlined structure.
Nguyen Khac Than, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Steering Committee for the review of Resolution 18 in Thai Binh province, delivered a speech at the conference.
Speaking at the conference, the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Steering Committee for the review of Resolution 18 in Thai Binh province, Nguyen Khac Than, emphasized that the restructuring and streamlining of the organizational apparatus in the political system is a revolution, a particularly important task, and it is time to implement it.
The Secretary of the Thai Binh Provincial Party Committee requested that agencies, organizations, and units unify their viewpoints, actions, and objectives; emphasize the responsibility of the leaders; and closely follow the directives of the Central Government and the Provincial Steering Committee regarding the progress, quality, and effectiveness of their work.
For agencies and units not currently subject to consolidation or merger, the Secretary of the Thai Binh Provincial Party Committee requested that the heads of these agencies and units immediately implement a review, reorganization, and restructuring to reduce the number of internal units in a streamlined manner, ensuring efficient and effective operation; and achieving an average reduction of 20% or more of the internal units.
Regarding the implementation timeline, the head of the Provincial Party Committee and the People's Committee of Thai Binh province emphasized that agencies, organizations, and units must closely adhere to the requirements of Conclusion 05 and Document 06 of the Provincial Steering Committee. During the process of reorganizing and streamlining the organizational structure, they must simultaneously perform their assigned functions and professional duties effectively; absolutely no delays in fulfilling their responsibilities should be allowed.
The Steering Committee of Thai Binh province requests that localities, agencies, and units focus on leadership and direction, and resolutely implement the restructuring of internal organizational structures, ensuring a streamlined organizational apparatus that is appropriate to the situation and characteristics of each agency, unit, and locality. The restructuring must ensure smooth, effective, and efficient operation, preventing work disruptions, ensuring no areas or fields are left vacant, and avoiding any impact on the normal activities of agencies, units, organizations, and society.
Specifically, agencies and units subject to restructuring must implement the changes starting in December 2024, following the guidelines outlined in Conclusion 05 of the Provincial Steering Committee. Simultaneously, they must review and propose new regulations defining the functions, tasks, powers, organizational structure, and working relationships of their respective agencies and units, completing this process before December 31, 2024.
